Introduction of Chhattisgarh Krishak Unnati Yojana: A Brief Insight

• More than 70% population of Chhattisgarh is directly and indirectly dependent on Agriculture and its activities.
• They are currently receiving the yearly financial assistance of Rs. 6,000/- in the Central Government’s “PM Kisan Samman Nidhi Yojana”.
• But their agricultural income is always fluctuating due to unexpected weather conditions.
• Due to this, Farmers of Chhattisgarh didn’t invest on important inputs which are essentially required for good production of crop.
• Keeping these things in mind and with an objective to provide relief in increasing the cost of production of crops, the Chhattisgarh Government started Krishak Unnati Yojana in the State.
• This scheme is launched on 12-03-2024.
• The main aim of Krishak Unnati Yojana is to increase the income of farmers by encouraging them to use HYV Seeds, Agriculture Modernisation etc.
• State Co-operative Marketing Federation Limited (MARKFED) of the Chhattisgarh Government is the implementing agency of this scheme.
• Whereas, the Food Department of the Chhattisgarh Government is the procurement department of the crop of this scheme.
• Food Department with the help of Co-operative Societies, will purchase the paddy crop from farmers in the kharif season.
• For the year 2023, the paddy procurement price under Krishak Unnati Yojana is Rs. 19,257/- per acre.
• The formula which is used to calculate the procurement price of paddy under this scheme are :-
  
• For example, if an agriculture farmer produces 200 quintal of paddy crop in the financial year 2023-2024, then he will receive Rs. 1,83,400/- under Krishak Unnati Yojana as mentioned below :-
  
• Every year, the Chhattisgarh Government will purchase paddy crop from farmers under this scheme.
• It is estimated that more than 24 lakh farmers is getting benefits under Krishak Unnati Yojana.
• Till date around Rs. 13,320/- Crore will be provided to 24.72 Lakh farmers under this scheme.
• The government will also arrange the bags for the paddy crop before purchasing it.
• This scheme is also popularly known by other names which are “Krishak Unnati Scheme Chhattisgarh”.
• Registration is mandatory on the Unified Farmer Portal (Ekikrit Kisan Portal) in order to avail the benefit of the Krishak Unnati Scheme.
• Farmers can also contact their nearest MARKFED Office or Co-operative Society Office in case of any help or assistance required regarding the scheme.
• Government of Chhattisgarh is also providing financial assistance of Rs. 10,000/- per year to landless farmers under
  Deendayal Upadhyay Bhoomihin Krishi Majdoor Kalyan Yojana.
• Female Members of a Family of Farmers can apply for monthly financial assistance under the Chhattisgarh Government’s “Mahatari Vandan Yojana”.

Benefits Provided to Eligible Beneficiaries

• Government of Chhattisgarh will provide the following benefits to all eligible farmers under Krishak Unnati Yojana :-
  • Food Department will Purchase Paddy in the Kharif Season from Farmers.
  • For the year 2023, Paddy’s purchase price is Rs. 19,257/- per Acre.
  • Bags Availability for Paddy Crop is also available.
  • Cash Counters will be made in every Panchayat Bhawan for withdrawal of Cash.

Eligibility Conditions Required to be Fulfilled

• Krishak Unnati Yojana benefits will be provided to only those agricultural farmers who fulfil the below-mentioned eligibility criteria of scheme :-
  • Permanent Resident Farmers and Forest Lease Holder Farmers are Eligible.
  • The farmer should have purchased paddy/ Paddy Seeds of the Kharif Season.
  • Paddy/ Paddy Seeds should be purchased from the Co-Operative Society or from State Rajya Beej Evam Krishi Vikas Nigam Limited.
  • Paddy/ Paddy Seeds purchased from the Paddy Seed Production Program are also Eligible.

Documents Required to be Attached

• The documents below will be required at the time of registering for Krishak Unnati Yojana of the Chhattisgarh Government in Unified Farmer Portal :-
  • Loan Book. (If Any)
  • Farmer Aadhaar Card.
  • Mobile Number.
  • Bank Account Details with IFSC Code.
  • Agriculture Land Details.
  • Copy of Patta. (For Forest Lease Holder Farmer)
  • Lease Documents. (For Tenant Farmer)

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• In order to sell paddy to the food department of the Chhattisgarh Government under Krishak Unnati Yojana, beneficiary farmers will have to register themselves first.
• Registration of Farmers under Krishak Unnati Yojana will be done on Unified Farmer Portal (Ekikrit Kisan Portal) of the Chhattisgarh Government.
  
• Registration of Krishak Unnati Yojana will be open for the Kharif Season every year from 1st of July to 31st of October.
• Beneficiary Farmer will have to visit the Unified Farmer Portal during that time period and register themselves under the Krishak Unnati Yojana of the Government of Chhattisgarh.
• A Unique ID will be provided to farmers after successful registration.
• Login with your Unique ID and Password and Fill the Online Application Form of Krishak Unnati Yojana.
  
• Upload all the required documents.
• Preview the form and submit it.
• An Online Verification of Registered Farmers will be done by concerned officials.
• Food Department of Chhattisgarh, in collaboration with Cooperative Societies will purchase the Paddy Crop from Farmers for particular Kharif Season every year.
• Chhattisgarh State Co-operative Marketing Federation Limited (MARKFED) will then initiate the request of the amount from the Director of the Agriculture Directorate.
• One-time amount will be paid to farmers for their Paddy Crop which is procured under Krishak Unnati Yojana of the Government of Chhattisgarh.
