Introduction of Odisha CM Kisan Yojana: A Brief Insight
- Farmers in the country are currently receiving financial assistance of Rs. 6,000/- per year under “Pradhan Mantri Kisan Samman Nidhi Yojana”.
- Some of the states have their own financial scheme for farmers, in which they provide additional monetary support to farmers.
- Odisha Government has a similar scheme like “PM Kisan Samman Nidhi Scheme” named “CM Kisan Yojana” in which additional financial assistance will be provided to farmers and landless agricultural households of the State.
- CM Kisan Yojana stands for “Chief Minister Kisan Yojana”.
- It was launched on the 8th of September 2024.
- CM Kisan Scheme of the Odisha Government is the replacement of the “KALIA Scheme”. (Krushak Assistance for Livelihood and Income Augmentation).
- The main aim behind starting this scheme is to stabilize the income of the farmers by providing them with additional financial support.
- Odisha Government’s CM Kisan Yojana has 3 important components which are mentioned below :-
- Support for Small and Marginal Farmers.
- Support for Landless Agricultural Households. (LAH)
- Krushi Vidya Nidhi Yojana for Children of CM Kisan Beneficiaries.
- Small and Marginal Farmers of Odisha will get yearly assistance of Rs. 4,000/- per year in 2 installments of Rs. 2,000/- per season.
- Farmers can use this financial assistance to purchase seeds, fertilizers, pesticides and to cover any other expenses incurred during agricultural activity.
- Only Small and Marginal Farmers who have less than 2 hectares of cultivable agricultural land are eligible to apply for Rs. 4,000/- per year assistance under the Chief Minister Kisan Yojana of the Odisha Government.
- Medium and Large Farmers are only eligible for the benefits of the PM Kisan Yojana.
- In the second component of the scheme, Landless Agricultural Households (LAH) who are engaged in the agriculture and allied sector in rural areas will get one-time financial assistance of Rs. 12,500/- from the Odisha Government under the CM Kisan Scheme.
- Financial Assistance to Landless Agriculture Labourers will be disbursed in 3 installments directly into their Aadhaar-linked bank account.
- Landless Agriculture Households who are engaged or willing to engage in any one of the following activities are eligible to apply for financial support :-
- Mini Layer Units
- Tasar Farming
- Dairy Farming
- Bee Keeping
- Mushroom Cultivation
- Fisheries Activities for Fishermen
- Duckery Units
- Dual-Purpose Low-Input Technology Bird Units
- Mini Layer Units
- The third and last component of the CM Kisan Yojana of the Odisha Government is “Krishi Vidya Nidhi Yojana”.
- This scheme was specifically started for the children of the beneficiaries of the farmers.
- Scholarship as per the course amount will be provided to children of the CM Kisan Scheme beneficiaries under Krishi Vidya Nidhi Yojana to pursue and complete their higher education in Medical, Engineering, Agriculture & Allied, Nursing, Diploma and Different Trades in ITI.
- CM Kisan Yojana has its Official Portal through which beneficiary applicants can register themselves under this scheme.
- More than 46 lakh farmers have benefited under this scheme.
- Contact the Village Agriculture Worker/ Agriculture Overseer (VAW/ AO), Block Agriculture Officer (BAO) or Chief District Agriculture Officer (CDAO) in case any help or assistance is needed for the Chief Minister Kisan Yojana (CM Kisan) of the Odisha Government.
- Old age farmers of Odisha can also travel to famous religious places across India free of cost under the Odisha Government’s Baristha Nagarika Tirtha Yatra Yojana.
Benefits Provided to Eligible Beneficiaries
- Government of Odisha will provide the following benefits to all eligible small and marginal farmers and landless agricultural households under its CM Kisan Yojana :-
- Financial Assistance will be provided to Farmers, Sharecroppers, and Landless Agricultural Households.
- Farmers will get Rs. 4,000/- per year.
- Rs. 2,000/- per year is for Kharif Crops and Rs. 2,000/- per year is for Rabi Crops.
- Landless Agricultural Households will receive One-Time Financial Assistance of Rs. 12,500/- per year in 3 Installments.
- Children of Odisha CM Kisan Yojana Beneficiaries will get a scholarship under Krishi Vidya Nidhi Yojana.
Eligibility Conditions Required to be Fulfilled
- The benefits of Chief Minister Kisan Yojana (CM Kisan) of the Odisha Government will be provided to only those beneficiaries who meet the below-mentioned eligibility criteria of the scheme :-
- Permanent Resident Small and Marginal Farmers and Sharecroppers of Odisha are Eligible.
- Farmers of both Rural and Urban areas can apply.
- Landless Agriculture Households of Odisha can also get one-time financial assistance under this scheme.
- Applicant Farmer should be a Beneficiary of the PM Kisan Samman Nidhi Yojana.
- The amount of Assistance will be transferred to the Aadhaar-linked bank account of the farmer.
Ineligibility Conditions of the Scheme
- Government of Odisha sets the below-mentioned eligibility criteria of CM Kisan Yojana, if any applicant falls within any one of the categories, then they are not eligible to apply for financial assistance under Odisha CM Kisan Yojana :-
- A minor having an age below 18 years.
- Medium and Large Farmers of the State.
- Multiple Members of a Single Family.
- If a Family Member is an Income Tax Payee.
- If a Family Member is in Government Services.
- If a Family Member is a Retired Staff or Pensioner.
- In case of the Death of a Beneficiary.
- Current or Former MP, MLA, Minister, Mayor, or Chairman of Gram Panchayat.
- If a farmer doesn’t have a Ration Card.
- The below mentioned professionals :-
- Doctor
- Chartered Accountants
- Architect
- Engineer
- Lawyer/ Advocate
- Or any other Professional
Documents Required to be Attached
- Beneficiary Farmers and Landless Agricultural Households will have to submit the following documents at the time of registration of the CM Kisan Yojana of the Government of Odisha :-
- Permanent Residence Proof of Odisha.
- Family Ration Card.
- MGNREGA Job Card. (For Landless Agriculture Households)
- Mobile Number and Email.
- Farmers’ Aadhaar Card.
- Aadhaar Linked Bank Account Details.
- Agriculture Land Related Documents.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Eligible Farmers, Sharecroppers and Landless Agricultural Households (LAH) can register themselves to receive financial assistance under the CM Kisan Yojana of the Odisha Government through its Official Portal.
- The URL of the Odisha CM Kisan Yojana Official Portal is https://cmkisan.odisha.gov.in/index.html.
- Visit the Portal and Click on Farmer Registration.
- A screen will appear in which instructions have been written for farmers, read it first and then click on Proceed.
- Applicant will have to enter his/ her Aadhaar Number and verify it through OTP.
- Thereafter, enter your mobile number, which will also be verified by the portal through OTP.
- After verification of Aadhaar Card Number and Mobile Number, the CM Kisan Yojana Farmer Registration Form will appear.
- Choose Farmer Type (Small and Marginal Farmer, Middle and Large Farmer, Landless Agriculture Households) and the Type of residence of the Farmer. (Rural or Urban)
- Farmer will also have to verify their Bank Account Seeding Status and click on Proceed after completing all the processes.
- Now fill in Farmer Personal Details, Address Details, Ration Card Details in the Odisha Government’s CM Kisan Yojana Registration Form.
- Applicant will have to upload all the required documents on the portal.
- Click on the submit button to submit the Chief Minister Kisan Yojana Registration Form.
- Portal will generate a token number in favour of the submission of the applicant’s application.
- Beneficiary Applicant can Check CM Kisan Yojana Application Status by entering their Aadhaar Card Number or Token Number.
- Government of Odisha’s CM Kisan Yojana Beneficiary List is also available on the official portal which can be seen by entering the District Name, Block/ Town Name and Gram Panchayat/ Urban Local Body Name.
- It is hereby reiterated that without a valid Ration Card and without e-KYC of Aadhar Card, farmers and landless agricultural households cannot apply for the benefits of the Chief Minister Kisan Yojana of the Odisha Government.
- Beneficiary Small and Marginal Farmers and Landless Agricultural Households (LAH) can check the CM Kisan Yojana e-KYC Status on the official portal by entering their Aadhaar Card.
