Introduction of Rajasthan Dr Bhimrao Ambedkar Panch Tirtha Yojana: A Brief Insight

• The Rajasthan Government launched one of the most important welfare schemes for the people of the State who belong to the Scheduled Caste Category.
• The name of the scheme is “Dr Bhimrao Ambedkar Panch Tirtha Yojana”.
• It was launched on the birth anniversary of Bharat Ratna Dr Bhimrao Ambedkar on 14th of April 2025.
• The main objective of the government behind starting this scheme is to facilitate the Scheduled Caste residents of Rajasthan once in their lifetime to visit the important pilgrimage places associated with the life of Dr Bhimrao Ambedkar.
• Social Justice and Empowerment Department is the implementing department of Dr BR Ambedkar Panch Tirtha Yojana.
• People of Rajasthan who belong to the Scheduled Caste category can now travel free of cost to the 5 most sacred places connected to Dr Bhimrao Ambedkar.
• The 5 most sacred places which are eligible for free of cost visit under Dr Bhimrao Ambedkar Panch Tirtha Yojana are :-
  • Janam Bhoomi :- Mhow, Madhya Pradesh.
  • Shiksha Bhoomi :- London, UK.
  • Deeksha Bhoomi :- Nagpur, Maharashtra.
  • Mahaparinirvan Bhoomi :- Halipur, Delhi.
  • Chaitra Bhoomi :- Mumbai, Maharashtra.
• In the first phase of this scheme, only 4 sacred places which are situated in India is included for travelling.
• The government states that in the next phase of Dr Bhimrao Ambedkar Panch Tirtha Yojana, the Shiksha Bhoomi, which is situated in London, UK, will also be included in the scheme.
• The government will make all the arrangements for travel, accommodation and food, beneficiaries selected for Dr Bhim Rao Ambedkar Teertha Yojana don’t have to spend a single penny.
• Rajasthan Government will bear the burden of all the expenses incurred during the whole pilgrimage journey.
• Applicants belonging to the Scheduled Caste Category and a permanent residents of Rajasthan are only eligible to apply and avail the benefit of free of cost visit to 5 sacred pilgrimage places related to the life of Dr Bhimrao Ambedkar under the government’s Dr BR Ambedkar Panch Tirtha Yatra Yojana.
• No officials of the State Government or the Social Justice and Empowerment Department is responsible for any injury or accident caused during the journey.
• Selected Applicant will have to reach the boarding place, like Bus Station, Railway Station or Airport on their own expenses.
• If any applicant is suffering from any of the following diseases, then they are not eligible to apply for the benefits of Dr Bhimrao Ambedkar Panch Tirtha Yojana of the Government of Rajasthan :-
  • COVID-19.
  • Swine Flu.
  • T.B.
  • Conegstive.
  • Cardiac Related.
  • Respiratory Disease.
  • Coronary Disease.
  • Coronary Thrombosis.
  • Leprosy Disease.
  • Mentally Ill.
• Beneficiaries can apply for Dr Bhimrao Ambedkar Panch Tirtha Yojana by visiting their nearest E Mitra Center or by applying through the Offline Application Form which is available in the District or Block Office of the Social Justice and Empowerment Department.
• In case of any help or assistance required regarding Rajasthan Panch Tirtha Yojana for the Scheduled Caste Category people, applicant can contact their District Social Welfare Officer.
• Senior Citizens can also apply for “Varistha Nagrik Tirth Yatra Yojana” of the Rajasthan Government in which the benefit of a free of cost visit to famous religious places will be provided.

Benefits Provided to Eligible Beneficiaries

• Rajasthan Government under its Dr Bhimrao Ambedkar Panch Tirtha Yojana will provide the following benefits to all eligible people belonging to the Scheduled Caste Category :-
  • Free of Cost Visit to 5 Sacred Places related to Baba Saheb Dr Bhimrao Ambedkar.
  • The mode of Journey will be by Bus, by Train or by Airplane.
  • All the Expenses incurred will be borne by the Rajasthan Government.
  • Beneficiaries do not have to pay any amount.

Eligibility Conditions Required to be Fulfilled

• Free of cost visit to 5 sacred sites related to Dr Bhimrao Ambedkar Panch Tirth Yojana of the Rajasthan Government will be offered to those who fulfill the following eligibility criteria of the scheme :-
  • Permanent Residents of Rajasthan are Eligible to Apply.
  • Applicant should be belong to the Scheduled Caste Community.
  • The applicant should not be a taxpayer.
  • The applicant should not have availed the benefit of the scheme earlier.
  • Beneficiary Applicant should be medically and physically Fit.

Documents Required to be Attached

• Beneficiary Applicant will have to attach the documents mentioned below with the Application Form of Dr Bhimrao Ambedkar Panch Tirtha Yojana :-
  • Jan Aadhaar Card.
  • Aadhaar Card of Applicant.
  • Mobile Number.
  • Email ID.
  • Color Photograph
  • Scheduled Caste Certificate.
  • Family Income Certificate.
  • Disability Certificate. (For Disabled Applicants)
  • Medical Certificate.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Eligible Beneficiaries can apply for free of cost visit to most sacred sites related to the life of Baba Saheb under Rajasthan Government’s Dr. Bhimrao Ambedkar Panch Tirth Yatra Scheme through the following ways :-
  • Online through the E Mitra Centre.
  • Offline through the Application Form.

Through E Mitra Centre

• Eligible Scheduled Caste Applicants who are interested in visiting 5 sacred sites connected to Dr BR Ambedkar can apply online for the Rajasthan Government’s Dr Bhimrao Ambedkar Panch Tirtha Yojana through the E-Mitra Centre.
• Applicants will have to visit their nearest E Mitra Centre and ask the agent to fill the Online Application Form of Dr Bhimarao Ambedkar Panch Tirtha Yojana.
• E Mitra Centre Agent will fill the online application form on behalf of the applicant and upload all the required documents in scanned PDF format.
• An acknowledgement slip will be provided to the applicant after successful submission of Dr BR Ambedkar Panch Tirtha Yojana Application of the Government of Rajasthan.
• Submitted Application Form and Documents will be scrutinized by the respective officials of the Department.
• Final Selection of Applicants for free of cost travel to 5 sacred sites related to Dr Bhim Rao Ambedkar Panch Teertha Yojana will be done by District Level Management Committee through Lottery.
• District Management Committee has the following officials who select the eligible applicants :-
  • District Collector.
  • SP.
  • Jila Parishad CEO.
  • CMO.
  • Assistant Director, Tourism Department.
  • Official of the Social Justice and Empowerment Department.
• Beneficiaries selected through the Lottery for travel to the 5 sacred sites under Dr Bhimrao Ambedkar Panch Tirtha Yojana will be informed through SMS on their registered mobile number.
• The date and time of the travel will be informed separately.
• Applicants can also check their Dr Bhimrao Ambedkar Panch Teertha Yatra Yojana Application Status by visiting the District/ Block Office of the Social Justice and Empowerment Department.

Offline through the Offline Application Form

• Applicant People belonging to the Scheduled Caste Category can also apply for the Government of Rajasthan’s Dr Bhimrao Ambedkar Panch Tirtha Yojana through Offline Application Form.
• Offline Application Form of Dr Bhimrao Ambedkar Panch Tirtha Yatra Yojana can be collected free of cost from the District/ Block Office of Social Justice and Empowerment Department of the Rajasthan Government.
• Collect the Application Form and fill it correctly without making any mistakes.
• Beneficiary Applicant will have to attach all the required documents to the Application Form.
• Dr. Bhimrao Ambedkar Panchtirtha Yojana Application Form, along with all the attached documents, will have to be submitted in the same District/ Block Office of the Social Justice and Empowerment Department.
• Submitted Application Forms and Documents will be verified by the officials and forwarded to the District Committee for the selection of beneficiaries.
• Selection of Beneficiaries under the Rajasthan Government’s Dr Bhimrao Ambedkar Panch Tirth Yojana will be done through a Lottery by the District Committee under the Chairmanship of the District Collector.
• Selected Applicants will have to report on the dedicated counters established by the Department at Bus Stations, Railway stations and airports.
• Applicants selected under the Rajasthan Dr Bhimrao Ambedkar Panch Tirtha Yojana can travel free of cost to 5 sacred places connected to Bharat Ratna Baba Saheb Dr Bhimrao Ambedkar.

Instructions to be Followed

• Beneficiaries selected for a free visit to the 5 sacred places of Dr Bhimrao Ambedkar under the Rajasthan Government’s Dr Bhimrao Ambedkar Panch Tirtha Yatra Yojana will have to follow the guidelines laid by the State Government. The following are the guidelines which have to be followed by the devotees :-
  • Travelling with Inflammable Substance or Toxic Material is prohibited.
  • Maintain Discipline during the Journey.
  • Always in Contact with the Nodal Officer of the Journey.
  • Do not indulge in any type of activity that creates a nuisance for fellow passengers.
