Introduction of Rajasthan Mukhyamantri Svanidhi Yojana: A Brief Insight

• Central Government launched one of the major welfare schemes for street vendors, named “PM SVANidhi Scheme” in 2020, to provide support to street vendors.
• In Rajasthan State, lots of people are left behind and have not received the benefits of the PM SVANidhi Yojana.
• To cover those beneficiaries and following the steps of the Central Government, the Rajasthan Government had launched its own scheme named “Mukhyamantri Svanidhi Yojana” for the left-out beneficiaries.
• The main objective of the Rajasthan Government behind starting this scheme is to provide easy loan facilities to needy and helpless families living in urban areas.
• Rajasthan Government’s Local Self Government Department is the implementing department of this scheme.
• Collateral-free short-term working Demand Capital Loan in 3 phases will be provided to all eligible beneficiaries under Mukhyamantri Svanidhi Yojana.
• The three categories of loans are available for the applicants, the first one is Rs. 10,000/-, the second one is Rs. 20,000/- and the last one is Rs. 50,000/-.
• First-time applicants can apply for a working capital loan of Rs. 10,000/- under the Mukhyamantri Svanidhi Scheme of the Rajasthan Government.
• The time period to repay this first category loan is 12 months.
• Once the applicant repaid the loan amount of Rs. 10,000/- on time, he/ she can be eligible to apply for a higher loan of Rs. 20,000/- and the repayment period is 18 months.
• Similarly, when an applicant repaid the second category loan on time, he/ she is eligible to apply for the highest category loan of Rs. 50,000/- for their business and this time the repayment time period is 36 months.
• Mukhyamantri Svanidhi Yojana initiative of the Rajasthan Government will increase the capital flow of capital in small businesses and enterprises.
• Loan disbursed under this scheme is completely collateral-free, the beneficiary applicant doesn’t have any need to mortgage any security.
• Apart from working capital loans, the Rajasthan Government also provides an interest subsidy of 7% on disbursed loans under Mukhyamantri Svanidhi Yojana.
• Unorganized Sector Workers, Rag Pickers, Hawkers, Domestic Workers, Transport Workers or any workers who were left out and didn’t avail the benefit of the Central Government’s Pradhan Mantri SVANidhi Yojana are eligible to apply for a subsidized loan under the Rajasthan Government’s Chief Minister Svanidhi Scheme.
• Jan Aadhaar Card and Letter of Recommendation/ License issued by Urban Local Body, Municipal Corporation or any competent authority is required at the time of application.
• Mukhyamantri Svanidhi Yojana Online Application is available on the SSO Portal of the Rajasthan Government.
• Beneficiary Applicant can visit the portal, apply for a short-term working capital loan and avail the benefit of Mukhyamantri Svanidhi Yojana of the Rajasthan Government.
• Artisans or Craftspersons in a family can also apply for the PM Vishwakarma Yojana of the Central Government.

Street Vendors Eligible for Working Loan

• The following street vendors of Rajasthan State are eligible to avail the benefit of short-term working capital loan up to Rs. 50,000/- and interest subsidy of 7% under Mukhyamantri Svanidhi Yojana :-
  • Unorganized Sector Workers.
  • Transport Workers.
  • Domestic Workers.
  • House Construction Workers.
  • Hawkers.
  • Waste Workers.
  • Rag Pickers.
  • Artisan or Craftsperson.
  • Any other worker/ street vendor who is not a beneficiary of the PM SVANidhi Scheme.

Benefits Provided to Eligible Beneficiaries

• Rajasthan Government under its Mukhyamantri Svanidhi Yojana will provide the following benefits to all eligible unorganized sector workers of the State :-
  

  Short-term working Capital loans will be provided to Beneficiaries. The following loan amount will be provided to eligible applicants :- Rs. 10,000/-. (First Time Applicant) Rs. 20,000/-. (For those Applicants who repay the first loan amount) Rs. 50,000/-/ (For those Applicants who repay the second loan amount) Interest Subsidy of 7% on disbursed loan. The time period to repay the loan is :- 12 Months :- For Rs. 10,000/- Loan. 18 Months :- For Rs. 20,000/- Loan. 36 Months :- For Rs. 50,000/- Loan. Loan disbursed under Mukhyamantri Svanidhi Yojana is collateral-free, no mortgage required.

Eligibility Conditions Required to be Fulfilled

• The benefit of Short Term Working Capital Demand Loan up to Rs. 50,000/- with interest subsidy of 7% will be provided to only those applicants who fulfill the following eligibility criteria of Mukhyamantri Svanidhi Yojana of the Rajasthan Government :-
  • Permanent Resident Applicant of Rajasthan is eligible to apply.
  • Beneficiary Applicant should have a Jan Aadhaar Card of the Urban Area.
  • The Age of a Street Vendor should be between 18 years to 60 years.
  • Beneficiary Applicant should have a Recommendation Letter issued by the concerned department.
  • Applicant should not be a beneficiary of the PM SVANidhi Yojana of the Central Government.

• The documents that are required at the time of applying for a short-term loan for work under the Mukhyamantri Svanidhi Yojana of the Rajasthan Government are mentioned below :-
  • Urban Area Jan Aadhaar Card.
  • Aadhaar Card of the Applicant.
  • Voter Identity Card.
  • Resident Certificate/ Any Residence Proof.
  • Letter of Recommendation/ License regarding the Work.
  • Mobile Number.
  • Email ID.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Eligible Street Vendors/ Unorganized Sector Workers who didn’t avail the benefit of PM SVANidhi Yojana can apply for Mukhyamantri Svanidhi Scheme of the Government of Rajasthan through the Online Application Form.
• Mukhyamantri Svanidhi Yojana Online Application Form is available on the Single Sign On Portal of the Rajasthan Government.
• Open the Rajasthan SSO Portal and register yourself first with your Gmail or your Jan Aadhaar Card Number.
  
• Portal will send the Username and Password of the applicant through Email.
• Login to the Rajasthan Government’s SSO Portal with the received User Name and Password.
  
• Search for Mukhyamantri Svanidhi Yojana and click on it.
  
• A new window will open from which the applicant will have to click on New Application.
  
• Rajasthan Government’s Mukhyamantri Svanidhi Scheme Online Application will start from here.
• The applicant will have to enter his/ her Jan Aadhaar Card Number and click on Verification.
  
• Portal will verify the Jan Aadhaar Card Number of the Applicant through OTP authentication.
• Select the name of the family member who wishes to apply for Mukhyamantri Svanidhi Yojana after verification of Jan Aadhaar.
• Fill in personal details, contact details, bank account details, and work-related details in the Application Form of the CM Svanidhi Scheme of the Government of Rajasthan.
• Upload all the required documents on the portal.
• Check all the filled information in the Mukhyamantri Svanidhi Yojana Application Form and click on the submit button to finally submit it.
• Urban Local Body or Municipal Corporation Officials will verify the received application form and documents.
• The list of street vendors selected for a short-term loan will be forwarded to the respective bank for the disbursement of the loan amount.
• The bank will disburse the loan amount directly to the bank of beneficiary street vendor, disbursed loan is completely collateral-free.
• Banks are free to charge or impose any penalty in case of non-payment of loan installments.
• Contact the District Center in case any help or assistance is required regarding Mukhyamantri Svanidhi Yojana of the Rajasthan Government.
• Application Status of Mukhyamantri Svanidhi Yojana can be checked on the dashboard after logging in.
