Introduction of Delhi Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs: A Brief Insight

• Delhi Government launched the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs on 15th of September 2025.
• The objective of the government behind starting this scheme is to provide financial support to persons with benchmark disabilities having higher support needs.
• Department of Social Welfare/ Rehabilitation Services of the Delhi Government is the implementing department of this scheme.
• Delhi Government will now provide monthly financial assistance to those persons who are suffering from a benchmark disability and who have higher support needs.
• Monetary Assistance of Rs. 6,000/- per month will be provided to each eligible person suffering from a benchmark disability directly into their Aadhaar-linked bank account.
• Beneficiaries can utilise this amount of financial assistance of Rs. 6,000/- provided under the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs to meet the expenses related to :-
  • Caregiver Support.
  • Psychological Counselling Fees.
  • Medical Treatment.
  • Occupational Therapy.
  • Speech Therapy.
  • Physiotherapy.
  • Assistive Aids and Appliances.
  • Any Other Form of Support for Well-being and Rehabilitation.
• Persons having a benchmark disability and who are living in Delhi for a minimum of 5 years are eligible to apply for financial assistance under this scheme.
• If any applicant’s annual income is more than Rs. 1 lakh per year, then they are not eligible to apply underthe  Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs ofthe  Government of Delhi.
• It is mandatory to have an Aadhaar Card and a Permanent Certificate of Disability to apply for assistance under this scheme.
• The beneficiary will have to submit the Annual Life Certificate every year to continue the financial assistance.
• Beneficiary Applicant can also apply separately for assistance under the “Disability Pension Scheme” of the Delhi Government.

Benefits Provided to Eligible Beneficiaries

• Persons suffering from benchmark disability will receive the following assistance from the Delhi Government under the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs :-
  • Monthly Financial Assistance will be provided to Persons having Benchmark Disability.
  • Each Eligible Person will receive Rs. 6,000/- per month under this scheme.

Eligibility Conditions Required to be Fulfilled

• Financial Assistance of Rs. 6,000/- per month under Delhi Government’s Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs will be provided to only those beneficiaries who fulfil the below mentioned eligibility criteria of the scheme :-
  • Persons having a Benchmark Disability are eligible to apply.
  • Applicant should be a Permanent Resident of Delhi for at least 5 years.
  • The beneficiary applicant should have scored Assessment Marks of 60 out of 100.
  • The Annual Family Income of the Applicant should not be more than Rs. 1 Lakh.
  • If the Applicant is in Government Service, then they are not eligible to apply.
  • Aadhaar Card is mandatory to apply.

• The beneficiary applicant will have to submit the following documents at the time of applying for financial assistance under the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs of the Delhi Government :-
  

  Permanent Certificate of Disability. Any One Proof of Residence of Delhi for 5 Years :- Ration Card. Voter ID Card. Passport. Driving License. Birth Certificate Issued by MCD or Registrar of Births and Deaths. Electricity Bill. Water Bill. Telephone Bill. Gas Connection Receipt. Bank or Post Office Passbook. Caste Certificate Issued by the Delhi Government. Property Documents such as Sale Deed or Rent Agreement. Statement of Gazetted Officer. (In Case of No Document) Self Declaration for Annual Income. Bank Account Number with IFSC Code. Passport Size Photo. Mobile Number. Email ID. Aadhaar Card.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Residents of Delhi who are suffering from Benchmark Disability can apply online for monthly financial assistance as provided by the Government under the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs.
• Online Application of Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs is available on the e-District Portal.
• Beneficiary Applicant will have to visit the e-District Portal and register themselves with the help of an Aadhaar Card and a mobile number.
• Portal will send the Registration ID/ User ID and Password through SMS to the registered mobile number.
• Log in with the received Registration ID/ User ID and Password on the e-District Portal.
• Select Social Welfare from the Services section and click on the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs.
• Delhi Government’s Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs Online Application Form will appear, in which the applicant will have to fill in the asked information.
• Upload all the required documents on the portal.
• Check all the filled information, preview the application form and submit it.
• e-District Portal will generate a registration number and an acknowledgement slip, take a printout of it and save it for future use.
• The submitted application for the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs will be verified by the District Social Welfare Officer.
• DSWO will forward the list of eligible applicants to the Assessment Board.
• Assessment Board will complete its enquiry within 90 days from the date of receipt of the application.
• The Assessment Report will be uploaded by the Assessment Board on the e-District Portal.
• District Social Welfare Officer will then sanction the financial assistance of Rs. 6,000/- per month as promised by the Delhi Government under the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs.
• The amount of financial assistance will be transferred directly to the Aadhaar-linked bank account of the beneficiary.
• Application Status of the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs can be checked online with the help of Application Number and Applicant Name.
  
• The beneficiary can file a grievance to the Director, Social Welfare, in case any help or assistance is required regarding the Financial Assistance Scheme for Persons with Benchmark Disabilities having Higher Support Needs of the Delhi Government.
