YSR Jala Kala Scheme was started by Jagan Mohan Reddy Government in the year 2020 with an objective to provide the benefit of free of cost borewell digging to farmers. Introduction of YSR Jala Kala Scheme

• Farmer is the backbone of every country which provides food to feed people.
• And in a country like India and State like Andhra Pradesh a large section of people directly or indirectly involved in agriculture related activity.
• Agriculture Activity need some essential infrastructure like machinery and borewells or tubewells for water to irrigate the agriculture land.
• In most part of the Andhra Pradesh there is no natural source of water to irrigate the agricultural land.
• So the need of Borewell and Tubewell to generate water to irrigate the agricultural land is essentially needed.
• But due to high cost of borewell or tubewell drilling, no farmer encourage themselves to drilled it into their lands.
• So by keeping this things in mind to help the farmers and to handle the problem of water scarcity, Government of Andhra Pradesh started YSR Jala Kala Scheme in State.
• It was started by Government on September 28th 2020.
• This Scheme is also called YSR Jala Kala Free Borewells Programme or Andhra Pradesh Free Borewell Scheme.
• It is also one of the programme of Andhra Pradesh Government’s “NAVARATNALU” programme.
• Department of Panchayati Raj & Rural Development is the responsible department of YSR Jala Kala Scheme.
• The main objective behind launching YSR Jala Kala Scheme is to help farmers for their problem of water scarcity to irriagte their agricultural lands.
• Government of Andhra Pradesh will drill tubewells and borewells in the agriculture field of farmers free of cost under YSR Jala Kala Scheme.
• The following free of costs benefits will be provided under YSR Jala Kala Scheme :-
  • Drilling of Borewells or Tubewells.
  • Free Pumpsets for Drilled Borewell/ Tubewells.
  • Free Accessories like Wiring, Pipes Board etc.
  • Energy/ Electricity to run this Borewells will also be provided Free of Cost.
• Farmers having 2.5 Acre of land are eligible to apply for free of cost borewells or tubewells under YSR Jala Kala Scheme.
• Farmers can apply for YSR Jala Kala Scheme through Online Application Form available at YSR Jala Kala Scheme Official Portal.
• Farmers can also apply for YSR Jala Kala Scheme through Offline Application Form of YSR Jala Kala Scheme.

Benefits Provided to Farmers under Scheme

• The following benefits will be provided to farmers under YSR Jala Kala Scheme :-
  

  Drilling of Tubewells and Borewells Free of Cost by Government. Free of Cost Motor Pumps will also be provided for Drilled Tubewells and Borewells. All the Accessories used will be provided free. Energization of Tubewells and Borewells will also be done Free of Cost.

Eligibility Conditions Sets for Farmers

• The following Eligibility Conditions is set by the Andhra Pradesh Government for farmers to avail the benefit of YSR Jala Kala Scheme :-
  

  Farmer should be a permanent resident of Andhra Pradesh. The minimum land owned by farmer should be 2.5 Acre. Farmer should have Failed Tubewell or Borewell. Farmer having Existing Tubewell or Borewell are not eligible to apply.

Ineligibility Conditions for Farmers

• If any of the farmer falls within the ambit of any of the following category then he is not eligible to apply for Andhra Pradesh Government’s YSR Jala Kala Scheme :-
  

  If any family member of farmers is a :- Central Government Employee. State Government Employee. Retired State or Central Government Employee. Farmer’s who have existing Tubewell or Borewell in their Field. If Farmer’s Land exist in the List of Over Exploited Village.

Documents Required at the Time of Apply

• The below mentioned documents will be required to avail the benefit of free drilling of tubewell and borewell under YSR Jala Kala Scheme :-
  

  Farmer’s Aadhar Card. Farmer’s Pattedar Passbook. Passport Size Photograph of Farmer. Mobile Number. Caste Certificate of Farmer. Any One Residence Proof of Andhra Pradesh :- Andhra Pradesh Domicile. Family Ration Card. Farmer Voter Identity Card. Passport of Farmer. Driving License of Farmer.

Online Application Procedure of Scheme

• Farmers can apply for YSR Jala Kala Scheme through Online Application Form which is available at Official Website of YSR Jala Kala Scheme.
• Click on Apply for Borewell and Enter Farmers Aadhar Card.
• Portal will verify the Farmer Aadhar Card by sending OTP.
• Once the OTP Verified, fill the following information in below steps :-
  • Personal Information.
  • Contact Information.
  • Agricultural Land Details.
  • Upload all the required documents.
• Then click on the Submit Button to submit the Application Form.
• Village Revenue Officer will do field verification and submit its report to Assistant Project Director for further approval.
• Once the application is approved, the contractor will do survey and starts drilling the borewells on the agriculture field of farmer.

Offline Application Procedure of Scheme

• Farmers can also apply through Offline Application Form to avail the benefit of YSR Jala Kala Scheme.
• Application Form of YSR Jala Kala Scheme will be collected free of cost from the office of Village Secretariat.
• Farmer has to fill below mentioned detail in the application form :-
  • Farmer Personal Information.
  • Contact Details.
  • Agricultural Land Details.
• Application Form with all the documents attached will be submitted in the office Village Secretariat.
• Application will be sent for further approval to assistant project director after field verification.
• Field Verification will be done by Village Revenue Officer.
• Then click on the Submit Button to submit the Application Form.
• Once the application get approval, the contractor will do the survey and starts drilling the borewells on the agriculture field of farmer.

Key Features of Scheme

• One Tubewell or Borewell will be sanctioned in the name of per agriculture family under YSR Jala Kala Scheme.
• Accessories covered under YSR Jala Scheme are :-
  • Pipe of HDPE.
  • Electric Cable.
  • Electric Panel Board.
• If the farmer belongs to any of the below mentioned category then the priority on other farmers will be given to them :-
  • Schedule Tribe.
  • Schedule Caste.
  • Women.
• If the agricultural land of a farmer is exist on the List of Over Water Exploited Village then those farmers are eligible to apply under YSR Jala Kala Scheme.
