Introduction of Bihar Mukhyamantri Guru Shishya Parampara Yojana: A Brief Insight
- The cabinet of the Bihar Government on 01-07-2025 gave its approval to launch 3 major welfare schemes in the state.
- First Scheme is “Mukhyamantri PRATIGYA Yojana”, second one is “Mukhyamantri Kalakar Pension Yojana” which is already launched and the last one about which we are talking today is “Mukhyamantri Guru Shishya Parampara Yojana”.
- The main objective of launching Mukhyamantri Guru Shishya Parampara Yojana (मुख्यमंत्री गुरु शिष्य परम्परा योजना) in Bihar is to preserve and promote the rich cultural heritage.
- This scheme is implemented by the Art, Culture & Youth Department of the Bihar Government.
- Through the Mukhyamantri Guru Shishya Parampara Scheme, the senior Gurus, having experience in rare and vanishing art forms, encourage taking Shishya/ Disciple and passing their knowledge to the next generation.
- Bihar Government’s initiative by launching this scheme will revive the folk art, music and traditional forms of practices that are slowly disappearing from the State.
- Financial Incentives will also be provided to selected Guru and Shishya under Mukhyamantri Guru Shishya Parampara Yojana of the Bihar Government.
- Senior Guru will receive a monthly incentive of Rs. 15,000/-, Shishya will receive a monthly incentive of Rs. 3,000/- and Sangat Artists will receive Rs. 7,500/- per month under this scheme.
- The minimum age required for a Guru to apply is 50 years and it is required to have a minimum experience of 10 years in a rare art form.
- Applicant Guru will have to provide the list of Shishya/ Disciple who are learning the form of arts so that they can also receive the benefit of monthly financial assistance under this scheme.
- Lok Sangeet, Lok Nriya, Lok Vadhyakala, Shashtriya Kala, Lok Gatha, Lok Natya and Chitrakala are eligible art forms under the Chief Minister Guru Shishya Parampara Yojana of the Bihar Government.
- For its smooth implementation, the Bihar Government allocated a budget of Rs. 1,11,60,000/- for the year 2025-2026.
- The application is live and eligible applicants can apply for the Bihar CM Guru Shishya Parampara Yojana till 31-08-2025.
- Mukhyamantri Guru Shishya Parampara Yojana Application will be submitted to the Office of the Directorate of Cultural Affairs and the applicant can contact the District Art and Culture Officer for any kind of help.
Benefits Provided to Eligible Beneficiaries
- Government of Bihar, under its Mukhyamantri Guru Shishya Parampara Yojana, will provide the below mentioned benefits to all eligible Gurus and Shishyas of the State :-
- Monthly Financial Assistance to the Guru and their Shishyas to promote and preserve the endangered art.
- The following monthly financial incentive will be provided to eligible beneficiaries :-
- 15,000/- per Month to Guru.
- 7,500/- per Month to Sangat Artists.
- 3,000/- per Month to Shishya.
Eligibility Conditions Required to be Fulfilled
- Monthly Financial Benefits under the Bihar Government’s Mukhyamantri Guru Shishya Parampara Yojana will be provided to only those beneficiaries who fulfil the following eligibility criteria of the scheme :-
- The Age of the Guru should be 50 years or more.
- Applicant Guru should be a Permanent Resident of Bihar.
- The Guru should have a minimum of 10 years of experience in rare Art.
- Applicant Guru should have experience in any one of the following forms of arts :-
- Folk Music. (Lok Sangeet)
- Fold Dance. (Lok Nritya)
- Classical Art/ Genre. (Shastriya Kala/ Vidha)
- Folk Instrument. (Lok Vadhyakala)
- Painting. (Chitrakala)
- Folk Theater. (Lok Natya)
- Folklore. (Lok Gatha)
- The Guru should have an appropriate place or training centre to teach art to students.

- Residence Proof of Bihar.
- Any One Identity Proof :-
- Aadhaar Card.
- Voter Identity Card.
- PAN Card.
- Mobile Number.
- List of Disciples.
- Email ID. (If Available)
- Experience Proof.
- Details of Awards. (If Any)
- Details and National, International Performances. (If Any)
- Bank Account Details with IFSC Code.
- 2 Recent Color Passport-Size Photo.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Eligible Masters/ Guru can apply for the Bihar Government’s Mukhyamantri Guru Shishya Parampara Yojana through an Offline Application Form.
- Mukhyamantri Guru Shishya Parampara Yojana Application Form is available on the Official Website of the Bihar Government or can be collected from the District Office of Art, Culture & Youth Department.
- Fill the application form correctly and attach all the required documents to the application form.
- It is hereby reiterated that it is important to mention the details of the Shishya/ Disciples who are currently taking training from the beneficiary guru.
- There are two ways to submit the Application Form of Mukhyamantri Guru Shishya Parampara Yojana of the Government of Bihar.
- First, send it directly to the Office of the Directorate of Cultural Affairs or to the Office of the Department Art, Culture and Youth.
- Beneficiary Applicant can also submit the Application Form and Document by directly visiting any of above mentioned offices.
- Submitted Application Form of Mukhyamantri Guru Shishya Parampara Yojana along with the documents, will be verified by the Department Officials.
- A list of Eligible Gurus and Shishyas will be made and published accordingly.
- Selected beneficiaries will receive financial assistance on per monthly basis under the Bihar Government’s Mukhyamantri Guru Shishya Parampara Yojana.
- The beneficiary Guru or Shishya can contact the District Officer of Art and Culture, in case any help or assistance is required regarding the Guru Shishya Parampara Scheme.
- The last date to apply for the Bihar Guru Shishya Paramapara Yojana is 31-08-2025.
