Introduction of Delhi Chief Minister Advocates Welfare Scheme: A Brief Insight
- Delhi Government started the Chief Minister Advocates Welfare Scheme, which was approved bythe cabinet on 18-12-2019.
- From the very next year, this scheme has been implemented in the NCT of Delhi for all eligible advocates.
- The main objective of the Government of Delhi in starting this scheme is to provide social security cover to registered advocates of Delhi.
- This scheme is implemented by the Department of Law, Justice & Legislative Affairs of the Delhi Government.
- Registered Advocates of 6 District Bar Associations of Delhi will now be eligible for life insurance cover and medical coverage for themselves and their families under the Chief Minister Advocates Welfare Scheme.
- The amount of group term life insurance cover is Rs. 10 lakh, which will be provided in case of the sudden demise of a registered and practicing advocate to the nominee or legal heir.
- Whereas, an advocate, their spouse, and two dependent children whose age is not more than 25 years will get group medical claim coverage of Rs. 5 lakh.
- Group Medi Claim Coverage under the Chief Minister Advocate Welfare Scheme covers the following things :-
- Cashless Facility.
- Pre-Existing Diseases Covered.
- Room Rent of Rs. 7,500/- per Day and ICU Charges of Rs. 15,000/- per Day.
- Normal Delivery up to Rs. 40,000/-.
- Caesarian Delivery up to Rs. 50,000/-.
- Baby Cover.
- Cataract up to Rs. 35,000/- per eye etc.
- Till date, 31,495 advocates registered themselves under the Delhi Government CM Advocates Welfare Scheme.
- Only those advocates are eligible to register themselves under the Chief Minister Advocates Welfare Scheme of the Government of Delhi who are voters of NCT of Delhi and currently practicing and enrolled with the Bar Council of Delhi.
- The government invites fresh applications every year in the month of January and July from eligible advocates for their registration under the Chief Minister Advocates Welfare Scheme.

Benefits Provided to Eligible Beneficiaries
- Government of Delhi will provide the following benefits to registered advocates under the Chief Minister Advocates Welfare Scheme (CMAWS) :-
- Rs. 10,00,000/- Group Term Life Insurance Cover for Practicing Advocate.
- Rs. 5,00,000/- Group Medi Claim Coverage for Advocates, their spouse and two dependent children up to the age of 25 years.
- E Library with 10 Computers, which are loaded with e-journals and Printers in all 6 District Courts.
- Creche Facility for Advocates and Staff Employees.
- Premium will be paid by the Government to Insurance Companies.
Eligibility Conditions Required to be Fulfilled
- Life Insurance Cover of Rs. 10 Lakh and Group Medi Claim Coverage of Rs. 5 Lakh will be provided to only those eligible advocates who fulfill the following eligibility criteria of the Chief Minister Advocates Welfare Scheme of the Government of Delhi :-
- All Practicing Advocates Enrolled with the Bar Council of Delhi are Eligible.
- Beneficiary Advocate should be a Voter of the GNCT of Delhi.

- Beneficiary Advocate will need the below-mentioned documents at the time of registering for Delhi Government’s Chief Minister Advocates Welfare Scheme :-
- Enrolment Certificate of the Delhi Bar Council.
- PAN Card.
- Mobile Number and Email ID.
- Color Photo.
- Voter Identity Card.
- Details of Dependents and their ID’s.
- Scanned Signature.
- Aadhaar Card Number.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Eligible Advocates can register themselves under the Delhi Government’s Chief Minister Advocates Welfare Scheme through the Online Application Form.
- Government launched the dedicated Portal of CM Advocates Welfare Scheme to facilitate advocates to apply online easily.
- The portal of Mukhyamantri Adhivakta Kalyan Yojana of the Delhi Government is not opened every year but the government will open it from time to time.
- Visit the Website and Click on New User.
- Enter your Mobile Number and Aadhaar Card Number.
- Portal will verify the mobile number with OTP authentication.
- After that, a User Registration Form will appear in which the advocate will have to fill in the following details :-
- Login with your Registered Email Id and Set a Password.
- Chief Minister Advocates Welfare Yojana Online Application Form will appear in which the advocate will have to fill in the Personal Details and Nominee/ Family Details.
- Upload all the required documents on the portal.
- Preview the application form before submitting it.
- A unique application id will be generated by the portal, which will also be sent ot the registered email id of an advocate.
- Take a printout of the filled application form for future reference.
- Department of Law, Justice& Legislative will review all the submitted applications and release the list of eligible advocates on the CMAWS Portal.
Claim Procedure
- A cashless treatment facility is also available for registered advocates if they avail the benefit of Group Medi Claim Coverage of Rs. 5,00,000/-.
- There is no need to separately claim for it, the beneficiary advocate just has to inform the insurance company.
- But to claim the life insurance amount of Rs. 10,00,000/- under Group Term Life Insurance Cover in case of the death of a registered advocate, the nominee or legal heir will have to apply for a claim.
- Claim Application will be submitted in the Insurance Company.
- Insurance Company will review the application and documents.
- The claim amount of Rs. 10 lakh under the Chief Minister Advocates Welfare Scheme will then be transferred in the bank account of the nominee or legal heir.
