Introduction of Haryana Nari e-Rickshaw Swawlamban Yojana: A Brief Insight

The Haryana Government has launched the Nari e-Rickshaw Swawlamban Yojana (हरियाणा नारी ई-रिक्शा स्वावलंबन योजना) to help women become financially independent through self-employment in the transport sector. The scheme has been notified by the Women and Child Development Department and will be implemented across all districts of Haryana.

The primary objective of this scheme is to encourage women to acquire driving skills, start their own e-rickshaw business, and become economically self-reliant. Eligible women belonging to the BPL, widow, and divorced categories will receive a subsidy of 50% of the cost of an e-rickshaw. Other eligible women whose annual family income is up to Rs. 3 lakh will receive a subsidy of 30% of the cost. The remaining amount can be arranged through a bank loan with assistance from the concerned authorities.

Initially, the Haryana Government will select 1,000 women beneficiaries under the scheme. Out of these, 400 beneficiaries will be selected from BPL families, 100 beneficiaries will be widowed or divorced women, and the remaining 500 beneficiaries will belong to other eligible income categories.

The Haryana Women Development Corporation will invite online applications by issuing a public advertisement. Eligible women will be able to submit the online application form through the official website of Haryana Women Development Corporation (HWDC). Benefits Provided to Eligible Beneficiaries

Haryana Government will provide the following benefits to all eligible women applicants under the Nari e-Rickshaw Swawlamban Yojana :-

  • Free of cost, 10-day E-Rickshaw Driving Skill Training will be provided to selected women applicants.
  • The complete training fee along with applicable GST, will be borne by the Haryana Government.
  • The Government will bear the cost of both the Learner’s Driving Licence and the Permanent Driving Licence.
  • Each selected trainee will receive a stipend of Rs. 1,000/- during the training period.
  • Actual travelling expenses (to and fro) will also be reimbursed, subject to a maximum of Rs. 200/- per day for 10 training days.
  • Financial assistance in the form of a subsidy will be provided for the purchase of an E-Rickshaw for self-employment.
  • The subsidy will be provided as per the following categories :-

  • The remaining cost of the E-Rickshaw can be financed through a bank loan arranged with the assistance of the concerned authorities.
  • Initially, the Government will cover the following number of beneficiaries under the scheme :-

Eligibility Conditions Required to be Fulfilled

Only those women applicants who fulfil the following eligibility conditions of the Haryana Government’s Nari e-Rickshaw Swawlamban Yojana will be eligible for free driving training and subsidy on the purchase of an E-Rickshaw :-

  • Applicant must be a Permanent Resident of Haryana.
  • The age of the applicant should be between 18 years and 45 years.
  • The applicant should have passed at least Class 8.
  • The applicant should have good eyesight and should not be suffering from colour blindness.
  • The Annual Family Income of the applicant should be :-
    • Up to Rs. 1,80,000/- per year for BPL Families.
