The Himachal Pradesh Government, under its Mukhyamantri Laghu Dukandar Kalyan Yojana, will provide short-term loans of up to Rs. 50,000 to rural area small shopkeepers/ vendors, and small business owners, along with a 50% subsidy on the interest. Introduction of HP Mukhyamantri Laghu Dukandar Kalyan Yojana: A Brief Insight

• Himachal Pradesh Government launched the Mukhyamantri Laghu Dukandar Kalyan Yojana in the year 2023.
• This scheme was basically started for small shopkeepers/ traders and business owners of the State.
• The main objective behind starting Mukhyamantri Laghu Dukandar Kalyan Yojana is to encourage small shopkeepers to expand their business by providing financial assistance in the form of a loan.
• Rural Development and Panchayati Raj Department of the Himachal Pradesh Government is the implementing department of this scheme.
• Initially, this scheme is for small business owners and shopkeepers from rural areas of Himachal Pradesh.
• Collateral-free loan up to Rs. 50,000/- will be provided under Mukhya Mantri Laghu Dukandar Kalyan Yojana to local vendors/ small shopkeepers like Tailor, Barber, Fruit/ Vegetable Vendors, Roadside Tea Vendors etc who set up their businesses in rural areas.
• Apart from this short-term loan of Rs. 50,000/-, half the amount of interest on the loan will be paid by the Himachal Pradesh Government.
• This means under the Mukhyamantri Laghu Dukandar Kalyan Yojana, the HP Government will also provide a 50% subsidy on the interest accrued on the disbursed loan.
• The remaining 50% amount of the interest will have to be paid by the beneficiary applicant.
• The above-mentioned benefits are only provided to small vendors/ shopkeepers from rural areas.
• From the year 2025-2026, the Himachal Pradesh Government expands the benefits of Mukhyamantri Laghu Dukandar Kalyan Yojana to the small shopkeepers/ business owners of urban areas.
• Government will provide the facility of One Time Settlement (OTS) of up to Rs. 1 lakh for urban area small shop vendors under the CM Laghu Dukandar Kalyan Scheme.
• Along with that, the Himachal Pradesh Government will also bear the interest on the loan of the beneficiary applicant.
• The benefit of OTS under Mukhyamantri Laghu Dukandar Kalyan Yojana (MLDKY) will be provided to only those vendors whose annual turnover is below Rs. 10 lakh.
• This move will enable the distressed vendors to expand their business activity and it can also improve their financial condition.
• Rs. 100/- crore will be allocated by the Government for this scheme for its smooth implementation.
• Application Form of the HP Govt’s Chief Minister Small Shopkeeper Welfare Scheme is available in the Gram Sabha/ Panchayat and Municipal Corporation Office.
• Apply today for the Mukhyamantri Laghu Dukandar Kalyan Scheme of the Himachal Pradesh Government and avail the benefits of a short-term loan with subsidy on interest.
• Unemployed youths of Himachal Pradesh can also apply for E Taxi Self Driving Yojana in which financial assistance will be provided on the purchase E Taxi for employment purposes.

Benefits Provided to Eligible Beneficiaries

• Himachal Pradesh Government under its Mukhyamantri Laghu Dukandar Kalyan Yojana will provide the below-mentioned benefits to all eligible small shopkeepers and business owners of rural and urban area :-
  

  For Rural Area Beneficiary :- Short Term Loan Facility up to Rs. 50,000/-. Subsidy will be provided on the Interest of the Loan. 50% Subsidy on the Interest will be provided by the Himachal Pradesh Government. Loans are Collateral Free. For Urban Area Beneficiary :- Facility of One Time Settlement on Loans up to Rs. 1 Lakh. Interest on Loan will be borne by the Government of Himachal Pradesh.

Eligibility Conditions Required to be Fulfilled

• Benefits of a short-term loan with 50% subsidy on interest and one-time settlement on loan will be provided to only those beneficiary applicants who fulfill the following eligibility criteria of Mukhyamantri Laghu Dukankar Kalyan Yojana of the Government of Himachal Pradesh :-
  • Small Shopkeepers/ Business Owners of Himachal Pradesh are Eligible to Apply.
  • Benefits of the Scheme will be provided to both Rural and Urban Area applicants.
  • The Annual Turnover of an Urban Area Shopkeeper should be below Rs. 10 Lakh per year.

• The following is the list of eligible small businesses which are eligible for short-term loan and subsidy on interest under Mukhyamantri Laghu Dukandar Kalyan Yojana of HP Govt :-
  • Cobbler.
  • Tailor.
  • Paan Shop.
  • Chaat Shop.
  • Small Dhaba.
  • Mobile Repairing Shop.
  • Garage Shop.
  • Roadside Tea Vendors.
  • Cutlery Store Shop.
  • General Store Shop.
  • Barber Shop.
  • Vegetable and Fruit Vendors.
  • Any Other Retail Small Shop Owner.

Documents Required to be Attached

• Beneficiary Small Shopkeeper or Business Owner will have to submit the following documents with the Application Form at the time of applying for Himachal Pradesh Government’s Mukhyamantri Laghu Dukandar Kalyan Yojana :-
  • Aadhaar Card of Applicant.
  • Any Permanent Resident Proof of Himachal Pradesh.
  • Recent Color Passport Size Photo.
  • Certificate of Income.
  • Occupation-related Documents.
  • Mobile Number and Email.
  • Bank Account Number with IFSC Code.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Small Shopkeepers and Business Owners from rural and urban areas of Himachal Pradesh can avail the benefits of Mukhyamantri Laghu Dukandar Kalyan Yojana by applying through the Offline Application Form.
• Currently, no online application form or official website of Mukhyamantri Ladhu Dukandar Kalyan Yojana is available.
• Himachal Pradesh Government’s Mukhyamantri Laghu Dukandar Kalyan Yojana Application Form can be collected free of cost from the Gram Panchayat Office or Gram Sabha Office or District Office of Panchayati Raj Department or Municipal Corporation Office.
• Take the Application Form from any one of the above-mentioned government offices and fill it correctly without making any mistakes.
• Applicant has to submit all the required documents with the Mukhya Mantri Laghu Dukandar Kalyan Yojana Application Form.
• Applicant will have to submit the application form and documents in the same office from which he/she collected the application form.
• Respective Officials will verify the received application form and documents and make a list of shopkeepers/ businessmen found to be eligible under the Mukhyamantri Laghu Dukandar Kalyan Yojana of the Government of Himachal Pradesh.
• The list of beneficiaries will be forwarded to the concerned financial institution for the disbursement of the loan.
• Selected Beneficiaries will receive the short-term loan from the Himachal Pradesh Government along with other benefits under the Mukhyamantri Laghu Dukandar Kalyan Yojana.
