Introduction of Uttar Pradesh Mukhyamantri Krishak Durghatna Kalyan Yojana: A Brief Insight

• Uttar Pradesh Government launched an accident protection and social security scheme for farmers named “Mukhyamantri Krishak Durghatna Kalyan Yojana”.
• This scheme was launched by the government on 14-09-2019.
• The main objective of the UP Government behind launching this scheme is to support farmers and their families in case of untimely death or disability due to an accident.
• Mukhyamantri Krishak Durghatna Kalyan Yojana is implemented by the Agriculture Department of the Uttar Pradesh Government.
• This scheme provides financial assistance in two cases i.e., Death and Disability.
• If a farmer or any of their family member is dead or disabled due to an accident at the time of performing agricultural activity, then the UP Government will provide financial assistance of Rs. 1.5 lakh to Rs. 5 lakh under Chief Minister Krishak Durghatna Kalyan Yojana.
• Rs. 5,00,000/- will be provided in case of death or permanent or partial physical disability due to accident.
• Financial Assistance of Rs. 2,50,000/- and Rs. 1,50,000/- respectively will be provided as per the nature of the disability to all eligible farmers and their family members.
• It is mandatory to have cultivable agricultural land to be eligible for the Uttar Pradesh Government’s Mukhyamantri Krishak Durghatna Kalyan Scheme.
• If any applicant is a beneficiary of PM Suraksha Bima Yojana or PM Jeevan Jyoti Bima Yojana, then the financial assistance under UP Govt’s CM Durghatna Kalyan Scheme will be provided after adjusting the amount of these two central government scheme.
• Uttar Pradesh Government allocated the budget of Rs. 1050 crore for the protection of farmers under this scheme.
• More than 11,000 beneficiaries have already availed the benefit of Krishak Durghatna Yojana of Uttar Pradesh.
• If unfortunately, any farmer or their family member is dead or disabled due to an accident, then there are lots of ways to claim financial assistance under this scheme.
• Mukhyamantri Krishak Durghatna Kalyan Yojana Online Application Form is available on the Board of Revenue Portal and E Sathi Portal of the Uttar Pradesh Government.
• Whereas, the UP Krishak Durghatna Kalyan Yojana Offline Application Form can be obtained from the Tehsil Office.

• Farmers can also apply for Pradhan Mantri Kisan Samman Nidhi Yojana in which per year Rs. 6,000/- will be provided by the Central Government.

List of Accidents Eligible for Financial Assistance in Case of Death or Disability

• If the death or disability caused to a farmer or their family members occurred due to any one of the following reasons at the time of engaging in agricultural activity ,then they are eligible to get financial assistance under Mukhyamantri Krishak Durghatna Kalyan Yojana of Uttar Pradesh Government :-
  

  Fire Flood Rail, Road, Air, Vehicle Accident Landslide Earthquake Leakage of Gas Drowning in a River or Pond or Pit or a Well Storm Falling or Getting Crushed by a Tree Collapsing of the House Lightning Strike Electrocution/ Electric Shock Snake Bite Explosion Falling into a Sewer Chamber Attack or Injury by Wild or Domestic Animals

Benefits Provided to Eligible Beneficiaries

• In case of death or disability of a farmer or their family members due to accident, the below mentioned benefits will be provided by the Uttar Pradesh Government under Mukhyamantri Krishak Durghatna Kalyan Yojana :-
  • Financial Assistance will be provided in case of Death and Disability.
  • Legal Heir of Deceased Farmer in case of Death and victim themselves in case of disability will receive the following financial assistance :-

    Loss of Both Hands or Both Legs or Both Eyes	Rs. 5 Lakh
    Loss of One Hand and One Leg	Rs. 5 Lakh

    Permanent Disability of more than 50%	Rs. 2.5 Lakh
    Permanent Disability of more than 25% and less than 50%	Rs. 1.5 Lakh

Eligibility Conditions Required to be Fulfilled

• Uttar Pradesh Government sets the below-mentioned eligibility criteria of Mukhyamantri Krishak Durghatna Kalyan Yojana :-
  

  Permanent Resident Farmers of Uttar Pradesh are Eligible. The following criteria should be followed to consider a person as a Farmer :- Farmer Registered in Government Land Records (Khata Khatauni) Family Members engage in an Agriculture Activity Tenant Farmers Farmers doing agricultural activity on Leased Land Lease includes Asami Lease, Government Lease and Private Lease The Age of Farmers/ Family Member should be between 18 years to 70 years.

• The following documents will be required at the time of applying for financial assistance under the Government of Uttar Pradesh’s Mukhyamantri Krishak Durghatna Kalyan Yojana :-
  

  Death Certificate. (In Case of Death) Postmortem Report. Disability Certificate. Proof of Residence of Uttar Pradesh. Photograph of a Disabled Person. Recent Color Passport Size Photo. Medical Certificate. Family ID. First Information Report. (FIR) Any documents for Age Proof :- Class 10th Certificate. Copy of Parivar Register Voter Identity Card Passport Driving License Aadhaar Card PAN Card Any one Land Related Documents :- Copy of Khatauni Certified Copy of Lease (Patta) Documents of being a Tenant Farmer Mobile Number and Email. Bank Account Number and IFSC Code. Aadhaar Card Number.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Beneficiary Applicants can apply to claim financial assistance under Mukhyamantri Krishak Durghatna Kalyan Yojana of the Uttar Pradesh Government through the following ways :-
  • Through the Board of Revenue Portal.
  • Through the eSathi Portal of UP.
  • Through the Offline Application Form.

Application Process through the Board of Revenue Portal

• The easiest way to apply to avail the benefit of financial assistance under UP Mukhyamantri Krishak Durghatna Kalyan Yojana is through the Online Application Form.
• Mukhyamantri Krishak Durghatna Kalyan Yojana Online Application Form is available on the Website of the Board of Revenue of the UP Government.
• Visit the Portal and Select Mukhyamantri Krishak Durghatna Kalyan Yojana.
  
• Click on Applicant Login.
  
• Enter your Mobile Number and Click on Send OTP.
• The portal will verify the Mobile Number through OTP authentication.
• Click on the Online Application after logging in.
  
• Choose the Nature/ Result of the Accident i.e. Disability or Death.
  
• Fill in the following details in Mukhyamantri Krishak Durghatna Kalyan Yojana Online Application Form :-
  • Details of Farmers
  • Details of Applicant
  • Upload the Documents
  • Fill Witness Details
• Preview the filled information and click on the submit button.
• The submitted Application Form will be forwarded to the District Magistrate or Sub Divisional Magistrate Office for verification.
• Assistance will be transferred in the bank account of the applicant after successful verification.

Application Process through E Sathi Portal

• Applicants can also fill out the Online Claim Application Form of Mukhyamantri Krishak Durghatna Kalyan Yojana of the UP Government through the E Sathi Portal.
• Open the Portal and Register Yourself by entering the following details :-
  
• ESathi portal will send an OTP on the mobile number of the applicant, which can be used to set the password.
• Login in the portal with the help of User Name and Password :-
  
• Scroll down la ittle bit and Select Mukhyamantri Krishak Durghatna Sahayata Yojana.
  
• An Online Application Form will appear in which the beneficiary applicant will have to fill in the following details step wise :-
  • Accident Victims Details

  • Upload the Documents
    
• Check the filled information and click on the submit button to submit the Mukhyamantri Krishak Durghatna Kalyan Yojana Online Application Form.
• The submitted Application Form will be verified by the VDO or DAO of the respective district.
• The list of beneficiaries will be forwarded to the agriculture department after final approval from the District Magistrate.
• It is mandatory to apply for financial assistance within 180 days from the date of the accident.
• Financial Assistance will be transferred to the bank account of the claimant.
• The applicant will have to pay Rs. 15/- fees on the eSathi Portal of the Uttar Pradesh Government to fill the CM Krishak Durghatna Kalyan Yojana Online Claim Application Form.

Application Process through Offline Application Form

• Application Form of Mukhyamantri Krishak Durghatna Kalyan Yojana can also be collected from any one of the below-mentioned offices :-
  • Tehsil Office.
  • Village Development Officer’s Office
  • District Agriculture Officer’s Office
• Take the Application Form from any of the above-mentioned offices and fill it correctly.
• Attach all the required documents with it.
• Submit the Mukhyamantri Krishak Durghatna Kalyan Yojana Application Form along with all the documents in the Tehsil Office.
• Received Application Form and Documents will be scrutinized by the District Agriculture Office or Village Development Officer and sent to the District Magistrate for further verification.
• The list of Farmers selected for financial assistance under this scheme will then be forwarded to the Agriculture Department for further approval.
• After final approval, financial assistance as per the conditions will be directly transferred to the bank account of the legal heir of the deceased farmer in case of death and to the bank account of the farmer itself in case of disability.
