Introduction of Bihar Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana: A Brief Insight

Bihar Government launched Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana (मुख्यमंत्री निश्चय स्वयं सहायता भत्ता योजना) on 2^nd of October 2016.
The main objective behind starting this scheme in Bihar is to provide financial support to those students who are unemployed and searching for employment.
This initiative of the Bihar Government aims to reduce the financial burden on recently passed students who are struggling to secure employment for themselves.
Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana is the unemployment allowance scheme of the Bihar Government, which is implemented by the Planning and Development Department.
The government in Bihar provides monthly financial assistance to unemployed students as an unemployment allowance, enabling them to use this money to cover their daily expenses incurred during the job search.
Initially, this unemployment allowance scheme of the Bihar Government is only for Class 12^th Passed Youth, in which Rs. 1,000/- per month assistance will be provided to them under Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana.
But from the year 2025, Unemployed students who passed their Graduation in Arts, Science or Commerce are also eligible to receive Rs. 1,000/- unemployment assistance under the Government of Bihar’s Mukhyamantri Nishchay Swayam Sahayata Bhatta Scheme.
An unemployment allowance of Rs. 1,000 per month will be provided for a period of 2 years to those youths who are completely unemployed and fall within the age group of 20 to 25 years.
Apart from the monthly allowance, Basic Computer Course and Skill Training will also be provided to the beneficiary youth of Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana.
Online Application Form of Bihar Nishchay Swayam Sahayata Incentive Scheme is available on 7 Nishchay Portal and on the Official Mobile App.
Applicant Youth can also contact their nearest District Registration and Counselling Center in case any help or assistance is required regarding the Bihar Government’s Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana.
Eligible Students can also apply for “Mukhyamantri PRATIGYA Yojana” in which short-term internship will be provided to selected youth.

Benefits Provided to Eligible Beneficiaries

Bihar Government under its Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana will provide the following benefits to all eligible Class 12^th and Graduation Passed Youths who are currently unemployed :-
- Monthly Financial Assistance as an Unemployment Allowance will be provided.
- Each Unemployed Youth will receive Rs. 1,000/- per month assistance directly in their bank account.
- Skill Training and Basic Computer Course Facility will also be provided to unemployed youth.
- Unemployment Allowance under this scheme will be provided for 2 years only.

Eligibility Conditions Required to be Fulfilled

Per Month Unemployment Assistance of Rs. 1,000/- under the Bihar Government’s Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana will be provided to only those applicants who fulfill the below-mentioned eligibility criteria of the scheme :-

Permanent Resident Applicant of Bihar is Eligible to Apply.
Beneficiary Applicant should be Unemployed at the time of Application.
The Age of the unemployed applicant should be between 20 years to 25 years.
Unemployed applicants should not be recipients of any other financial assistance scheme.
Applicant Unemployed Youth should have passed :-
- Class 12^th.
- Graduation from Science, Arts or Commerce.

Documents Required to be Attached

Beneficiary Unemployed youth will have to submit the following documents at the time of applying for the monthly unemployment assistance of Rs. 1,000/- under Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana of Bihar Government :-
- Residence Proof/ Domicile Certificate of Bihar.
- Mobile Number.
- Email ID.
- Bank Account Details.
- Marksheet/ Certificate of Class 10^th.
- Marksheet/ Certificate of Class 12^th. (For Inter Passed Applicants)
- Marksheet/ Certificate of Graduation Course. (For Graduate Passed Applicants)
- Applicant Aadhaar Card.
- Caste Certificate. (If Applicable)

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

Youths of Bihar who are currently unemployed can apply for a monthly unemployment allowance under Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana in the following ways :-
- Online through the 7 Nishchay Portal.
- Online through the Mobile App.

Online Application Process through Portal

All eligible applicants can apply to get a monthly unemployment allowance under the Government of Bihar’s Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana online through the 7 Nishchay Portal.
Registration is mandatory on the portal.
Open the 7 Nishchay Portal and Click on New Applicant Registration.
A small registration form will appear in which the applicant will have to fill in the basic information.
Email and Mobile Number will be verified by the portal through OTP authentication.
Portal will send the User Name and Password after successful registration.
Login on the Portal again with the received User Name and Password.
A detailed Online Application Form Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana will appear, in which the applicant will have to fill the following information :-
- Personal Information of the Applicant.
- Permanent Address.
- Residential Address.
- Educational Details.
Upload all the required documents on the Portal and read all the self-declarations.
Preview all the filled information in Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana Online Application Form and click on the submit button to submit it.
Take a printout of the submitted application form and attach all the uploaded documents with it in a hard copy.
An applicant must submit the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana Printed Application Form along with all the necessary documents for verification at the District Registration and Counseling Center (DRCC) for verification.
Applications will be submitted within 60 days of submitting the online application at DRCC on any working day between 10 AM to 5 PM.
Respective Officials will verify the received applications and documents for unemployment allowance under the Bihar CM Nishchay Swayam Sahayata Bhatta Yojana.
Selected unemployed youth will then receive monthly unemployment assistance of Rs. 1,000/- per month directly in their bank account for a period of 2 years.
Beneficiary Applicant can also check the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana Application Status with their Registration Number or Aadhaar Card Number.

Application Process through Mobile App

Unemployed Youth of Bihar can also apply for the Bihar Government’s Unemployment Allowance Scheme through the Official Mobile App.
Bihar Government has a dedicated mobile app of 7 Nishchay through which eligible applicants can apply for the monthly unemployment allowance under this scheme.
Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana Mobile App is not available at Google Play Store or Apple Store, it can be downloaded from the Official Portal.
Download the Mobile App and Register Yourself.
The mobile has a functionality similar to the official portal.
Log in with your User Name and Password and fill out the online application form.
Submit the Application Form of Nishchay Swayam Sahayata Bhatta Yojana after uploading all the documents.
Applicant will have to take a printout of the submitted application form and submit it to their nearest DRCC within 60 days.
Rs. 1,000/- per month unemployment allowance will be transferred to the bank account of the beneficiary for a period of 2 years or till they obtain any employment.
If any beneficiary applicant has any grievance or complaint regarding the Bihar Government Chief Minister Nishchay Swayam Sahayata Bhatta Scheme, they can file it online on the mobile app or portal.
