Introduction of Rajasthan Gopal Credit Card Loan Scheme: A Brief Insight
- Finance Minister and Deputy Chief Minister of Rajasthan State Smt. Diya Kumari announced in her budget speech to launch the Gopal Credit Card Loan Scheme for livestock farmers.
- She further added that there is a need to increase the income of livestock farmers of rural areas who are engaged in the activity of milk production.
- Gopal Credit Card Loan Scheme was launched by the government officially on 28.08.2024.
- Rajasthan Government’s main aim behind starting this scheme is to financially support the livestock owners of the State so that they can improve their infrastructure and increase milk production.
- Government of Rajasthan’s Raj-Sahkar is the implementing agency of this scheme and this scheme will be implemented in the State in collaboration with the State Cooperative Bank Limited.
- Short-term loans will be provided to all eligible livestock/ cattle/ dairy owners under the Gopal Credit Card Loan Scheme.
- Beneficiary Livestock Owners can avail the short-term loan of up to Rs. 1,00,000/- under the Rajasthan Government’s Gopal Credit Card Yojana.
- Loans disbursed under this scheme is completely interest and collateral free with a repayment period of 1 year.
- Beneficiaries can use this loan amount to improve their dairy infrastructure such as for shed or shelter construction for livestock, construction of kheli to distribute fodder/ chara, to purchase machinery for fodder harvesting, and to purchase milk production-related equipment.
- For the year 2024-2025, the government had a plan to disburse short-term loans to 5 lakh livestock owners with an expenditure of Rs. 150 crore in the first phase of the Gopal Credit Card Scheme.
- And for the year 2025-2026, the Rajasthan Government will sanction another 150 crore with an aim to disburse short-term loans up to Rs. 1 lakh under Gopal Credit Card Yojana to 2.50 lakh cattle or dairy owners.
- Under the Rajasthan Sahakari Gopal Credit Card Rin Yojana, more than 40 thousand gopalaks have already received the benefit of interest-free short-term loans.
- Each selected beneficiary livestock owner will receive a Gopal Credit Card from State Cooperative Bank Limited.
- Gopal Credit Card Scheme Online Application Form is available on the Rajasthan Government SSO Portal.
- Beneficiary Applicant can also apply for this scheme by visiting their nearest E Mitra Centre.
- Livestock owners can also insure their animals under another welfare scheme of the Rajasthan Government which is “Mukhyamantri Mangla Pashu Bima Scheme”.
- And, if the applicant has agricultural land, then they can also apply for “PM Kisan Samman Nidhi Scheme” in which Rs. 6,000/- assistance will be provided on a yearly basis.

Benefits Provided to Eligible Beneficiaries
- Cattle and Dairy Owners of Rajasthan will get the below mentioned benefits from the Government under the Gopal Credit Card Loan Scheme :-
- Short-term loans up to Rs. 1 lakh will be provided to Cattle/ Dairy Owners.
- No Interest is applicable on disbursed loans.
- No Need for Collateral Security, Only 2 Guarantors Required.
- The repayment period of the loan is 1 year.

Eligibility Conditions Required to be Fulfilled
- Government of Rajasthan sets the following eligibility criteria of the Gopal Credit Card Loan Scheme and the benefits of interest-free loan up to Rs. 1 lakh will be provided to those applicants who meet the below-mentioned criteria :-
- Permanent Resident Gopalak of Rajasthan is Eligible to Apply.
- Gopalak (Cattle/ Dairy Owner) should have Milch Animals and have a milk-selling business.
- Livestock Owner should be a resident of the Gram Seva Sahakari Samiti or the Primary Agriculture Credit Cooperative Society.
Documents Required to be Attached
- Beneficiary Cattle or Dairy Owners will need the below-mentioned documents at the time of applying for a loan up to Rs. 1 lakh under the Rajasthan Government’s Gopal Credit Card Loan Scheme :-
- Family Jan Aadhaar Card.
- Applicant Aadhaar Card.
- PAN Card of Applicant.
- Mobile Number.
- Email ID.
- Bank Account Number with IFSC Code.
- Aadhaar Card of 2 Guarantors.
- PAN Card of 2 Guarantors.
- Recent Color Passport Size Photo.
- Copy of Jamabandi.
- Khata/ Khasra Number of Agricultural Land.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Eligible Cattle/ Dairy Owners (Gopalaks) of Rajasthan can avail a short-term loan up to Rs. 1 lakh under the Gopal Credit Card Loan Scheme by applying through the following ways :-
- Through the SSO Portal.
- Through the E Mitra Centre.
- Through the Village Service Cooperative Society.
Online Application Process through SSO Portal
- Rajasthan Single Sign On (SSO) Portal has provided the facility to Cattle and Dairy Owners (Gopalaks) to apply online for interest and collateral-free loan up to Rs. 1,00,000/- under the Government of Rajasthan’s Gopal Credit Card Loan Scheme.
- Visit the Portal and Click on Registration.
- SSO Portal registration can be done with the Jan Aadhaar Card Number or the Email ID.

- User Name and Password will be sent by the SSO Portal on the registered Email ID of the Applicant.
- Login again on the portal with the received User Name and Password.

- Now, the Applicant has to search for Raj-Sahkar and click on it.

- Select the Gopal Credit Card from the right corner and click on Apply for GCC.

- An application form will appear in which the applicant will have to click on “Add New Gopal Credit Card or Profiling”.

- An instruction tab of eligibility will appear, the beneficiary applicant will have to read it carefully and click on proceed further thereafter.

- Enter your Jan Aadhaar Card Number and Click on Get Details.

- The portal will fetch the details of the family members from the Jan Aadhaar Card.
- Select the name of the family member and verify it through OTP authentication.
- Fill the Online Application Form of Gopal Credit Card Loan Scheme in the following steps :-
- Personal Details of Cattle or Dairy Owner.
- Address.
- Details of Seva Sahakari Samiti, where the Livestock Owner is currently residing.
- Select Dependents.
- Bank Account Details.
- House Property Details.
- Agricultural Land Details.
- 2 Guarantor Details.
- After filling all the above-mentioned details in the Gopal Credit Card Scheme Online Application Form, click on the submit button to submit it.
- An official of the concerned department will verify the submitted application form and documents and prepare a list of selected livestock owners.
- List of livestock owners selected for loan under the Sahkari Gopal Credit Card Rin Yojana of the Rajasthan Government will be sent for further approval to the State Cooperative Bank Limited.
- The bank will process the loan application, disburse the loan amount and issue a Gopal Credit Card in the name of the applicant.

Online Application Process through E Mitra Centre
- Dairy or Cattle Owner Applicants can also apply for a loan under the Gopal Credit Card Loan Scheme of the Rajasthan Government by visiting their nearest E Mitra Centre.
- Visit the E Mitra Centre with all the documents and contact the agent available there.
- The agent will collect the documents from the applicant and fill out the Application Form of the Gopal Credit Card Loan Scheme on behalf of the applicant.
- Scanned copies of documents will be uploaded by the agent on the E Mitra Portal.
- The agent will give an acknowledgement slip to the applicant after successful submission of the Gopal Credit Card Scheme Application.
- Submitted Application Form will be scrutinized by the respective department and a list of eligible applicants will be made.
- The list of applicants selected for a short-term loan up to Rs. 1 lakh will be forwarded to the Rajasthan State Cooperative Bank Limited for the disbursement of the loan amount.
- Beneficiary Cattle and Dairy Owner can use this amount to upgrade their dairy infrastructure.
Offline Application Process
- Every village has a Village Service Cooperative Society through which cattle or dairy owners can apply for the Rajasthan Government’s Gopal Credit Card Loan Scheme.
- Visit the Cooperative Society Office and collect the Offline Application Form of the Gopal Credit Card Loan Scheme.
- Fill the application form carefully and attach all the required documents with it.
- Submit the Rajasthan Cooperative Gopal Credit Card Loan Scheme Application Form along with all the documents in the Office of Village Service Cooperative Society.
- Concerned officials will verify the received application form and documents.
- Applications of eligible cattle or dairy owners will be forwarded to the State Cooperative Bank Limited of Rajasthan for further processing.
- The loan amount will be directly transferred to the bank account of the beneficiary applicant after successful verification.
- The bank will issue a Gopal Credit Card in the name of the applicant through which the beneficiary applicant can withdraw their loan amount.
