Introduction of Tamil Nadu Mudhalvarin Kakkum Karangal Scheme: A Brief Insight
- Chief Minister of Tamil Nadu Thiru. M.K. Stalin launched a welfare scheme for Ex-Servicemen and their dependents named “Mudhalvarin Kakkum Karangal Scheme”.
- The meaning of the name of the scheme is “Protecting Hands”.
- The main objective of the government behind starting the Mudhalvarin Kakkum Karangal Scheme is to support Ex-Servicemen and their Dependents to establish their self-employment venture.
- Tamil Nadu Government’s Department of Ex-Servicemen’s Welfare is the implementing department of this scheme.
- Mudhalvarin Kakkum Karangal Thittam provides a unique opportunity for beneficiary Ex-Servicemen, their widows and their Dependents to establish self-employment ventures by availing business loans up to Rs. 1 crore.
- To make these loans more affordable, the Tamil Nadu Government extends its support by providing a capital subsidy of 30% on the sanctioned loan amount.
- Along with that, the beneficiary applicant will also receive an additional benefit of 3% interest subvention, which reduces the financial burden on applicants.
- The benefits of Mudhalvarin Kaakum Karangal Scheme are extended exclusively for ex-servicemen, widows of ex-servicemen, dependent daughters and sons (including unmarried and separated daughters).
- The government has not set any minimum or maximum eligibility conditions for this scheme.
- Dependent sons of ex-servicemen should be below 25 years of age; in case the son is above 25 year, the ex-serviceman must be the primary applicant and the son will serve as a co-applicant.
- To ensure fair distribution of benefits under Mudhalvarin Kakkum Karangal Thittam, the applicants who are already availing assistance under the following schemes are not eligible :-
- Prime Minister Employment Generation Programme. (PMEGP)
- Pradhan Mantri Formalisation of Micro Food Processing Enterprises. (PMFME)
- Unemployed Youth Employment Generation Programme. (UYEGP)
- New Entrepreneur cum Enterprise Development Scheme. (NEEDS)
- Anal Ambedkar Business Champions Scheme. (AABCS)
- Bank Loan Interest Subsidy Scheme. (BLISS)
- To avail the benefits of the Mudhalvarin Kakkum Karangal Scheme of the Tamil Nadu Government, the eligible applicants must register online through the official portal of the Department of Ex-Servicemen’s Welfare, Tamil Nadu (www.exwel.tn.gov.in)
- Once submitted, the applications will be scrutinised by a dedicated committee.
- The names of selected beneficiaries will then be forwarded to the lending banks for further verification, after which the subsidy amount under the Mudhalvarin Kakkum Karangal Scheme will be credited directly to the bank accounts of eligible ex-servicemen or their dependents.
- This initiative not only strengthens the financial stability of ex-servicemen and their families but also reflects the Government of Tamil Nadu’s commitment to honouring their service by providing meaningful opportunities for livelihood and self-reliance.
- Another recent successful scheme of the Tamil Nadu Government is “Vidiyal Payana Thittam” in which free services to travel in buses will be provided to eligible girl and women beneficiaries.
Benefits Provided to Eligible Beneficiaries
- Government of Tamil Nadu under its newly launched Mudhalvarin Kakkum Karangal Scheme will provide the following benefits to all eligible Ex-Servicemen and their Dependents :-
- Facility of Loan for Self-Employment Business Activity.
- The beneficiary can avail a business loan up to Rs. 1 Crore.
- The government will provide a 30% capital subsidy on the sanctioned loan.
- The benefit of 3% interest subvention is also applicable.
Eligibility Conditions Required to be Fulfilled
- The benefit of 30% capital subsidy and 3% interest subvention will be provided to only those applicants who fulfill the following eligibility criteria of Tamil Nadu Government’s Mudhalvarin Kakkum Karangal Scheme :-
- Applicant should belong to any one of the following category :-
- Ex-Servicemen.
- Widows of Ex-Servicemen.
- Dependent Daughters and Sons of Ex-Servicemen.
- Unmarried and Separated Daughters are also Eligible.
- Ex-Servicemen and their Dependents should be permanent residents of Tamil Nadu.
- No Income Eligibility required.
- The Age of the Son of an ex-serviceman should be under 25 years.
- If the Son is over 25 years, then Ex-Servicemen should be the Primary Applicant and the Son is a Co-Applicant.
- Applicant should not be a Beneficiary of PMEGP, PMFME, UYEGP, NEEDS, AABCS, or BLISS.
- Applicant should belong to any one of the following category :-

- Applicant Ex-Servicemen or their Dependents will have to upload the following documents at the time of applying for subsidy on business loans under Mudhalvarin Kakkum Karangal Scheme of Government of Tamil Nadu :-
- Business Project Report.
- Applicant Aadhaar Card.
- Co-Applicant Aadhaar Card. (If Any)
- Ex-Servicemen/ Widow/ Dependent IdentityCard.
- Land Documents.
- Nativity Certificate.
- Proof of Age. (Class 10th or Class 12th Marksheet)
- Discharge Book of Ex-Servicemen.
- Mobile Number and Email ID.
- Unemployment Certificate from Tehsildar. (If Applicable)
- Bank Account Number with IFSC Code.
- Any other documents asked by the Bank or Ex-Servicemen Welfare Department.
- Recent Color Passport Size Photograph.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Eligible Ex-Servicemen or their dependents can apply for business loans and subsidy under the Tamil Nadu Government’s Mudhalvarin Kakkum Karangal Scheme through an Online Application Form.
- Online Application Form of Mudhalvarin Kakkum Karangal Scheme is available on the Official Portal of Department of Ex-Servicemen’s Welfare of the Tamil Nadu Government.
- Visit the Official Portal and Click on Mudhalvarin Kakkum Karangal Scheme Registration.
- Thereafter, Choose Applicants and Click on Login.
- Applicant will have to Login in to their account with the help of their Mobile Number.
- An Application Form of Mudhalvarin Kakkum Karangal Scheme will appear on screen, in whichthe applicant will have to fill in the basic information about themselves.
- The applicant will have to then fill in the address details as shown below.
- A section of educational details will appear in which the applicant will have to fill his/ her details of education.
- Project Details will going to be filled in the next section as shown below.
- Applicant will also have to fill in the details of the lending bank from where they are going to arrange the loan for their project.
- The last section is uploading of documents, in which the applicant will have to submit the documents mentioned below on the portal in PDF form.
- Uploading the Land and Project Documents is mandatory.
- A declaration will appear in which the applicant will have to declare that he/she is not a beneficiary of any other similar scheme of the central or state government.
- Submitted Application Form of Mudhalvarin Kakkum Karangal Scheme will be scrutinised by the Committee.
- The committee will select the eligible ex-servicemen and dependents for subsidy on business loan under the Tamil Nadu Government’s Mudhalvarin Kaakum Karangal Thittam.
- The list of selected beneficiaries will be sent to the lending bank for further verification.
- Beneficiary of Mudhalvarin Kakkum Karangal Thittam will be transferred directly to the applicant beneficiary.
