Introduction of West Bengal Lokprasar Prakalpa: A Brief Insight
- The government of West Bengal launched Lokprasar Prakalpa in the year 2014 for the welfare of folk artists.
- The main aim of starting this scheme is to uplift the social and financial conditions of folk artist.
- Information and Cultural Affairs Department of West Bengal Government is the nodal department of this scheme.
- Folk and Tribal Cultural Centre is the implementing agency of this scheme.
- West Bengal Government will now provide every possible support to veteran and current folk artists under its Lokprasar Prakalpa Scheme.
- A separate identity card will be issued to every folk artiste for easy identification to show the mark of respect.
- Around 1,81,678 identity cards have been issued to folk artists under this scheme.
- Most of the folk artist are not able to perform now due to their old age.
- Due to nonperformance, their source of income is vanished and some of them also don’t have anyone to look after them well.
- All those retired folk artists whose age is 60 years or more will now get a monthly pension of Rs. 1,000/- per month from West Bengal Government under Lokprasar Prakalpa.
- 44,911 retired folk artist have been receiving the pension amount of Rs. 1,000/- per month under this scheme.
- Lok Prasar Prakalpa Pension is comes under single umbrella scheme for pension of West Bengal Government named “Jai Bangla Scheme”.
- The other benefits available under Lok Prasar Prakalpa are “Retainer Fees” and “Performance Fees” for currently performing Artists.
- Folk Artists of 18 years or more age and below 60 years of age will get monthly retainer fees of Rs. 1,000/- per month under this scheme.
- 1,36,767 folk artists have been receiving the retainer fees under Lokprasar Prakalpa of the West Bengal Government.
- Whereas, after every performance in National or International Festivals/ Events or in Government Programmes like Fair, Festival, Krishi Mela, Sabala Mela etc, Folk Artists will get Performance Fees of Rs. 1,000/- per head per day.
- Folk Artists will also showcase the other welfare schemes of the West Bengal Government such as “Rupashree Prakalpa”, “Lakshmir Bhandar Scheme” etc during their performances in unique way for awareness among peoples.
- Only Registered Folk Artists are eligible to avail the benefits of this scheme.

Benefits Provided to Eligible Beneficiaries
- Every eligible folk artist will get the below-mentioned benefit from the West Bengal Government side under Lokprasar Prakalpa :-
- Identity Cards will be Issued to Folk Artists.
- Monthly Retainer Fees will be Provided to Folk Artists.
- Rs. 1,000/- per Month Retainer Fees will be given to Folk Artists.
- Apart from that, Performance Fees will also provided for every Performance.
- Rs. 1,000/- per day will be given to Folk Artist for every Performance.
- Old Age Folk Artists will get a Monthly Old Age Pension of Rs. 1,000/- per Month.
Eligibility Conditions Required to be Fulfilled
- Benefits of West Bengal Government’s Lokprasar Prakalpa will be provided to only those beneficiaries who fulfill the below-mentioned eligibility criteria of scheme :-
- Folk Artists are Eligible to Apply.
- Folk Artists should be Permanent Residents OR should be Residing in West Bengal for a minimum 10 Years.
- Folk Artists should be Registered and have a Valid Registration Number.
- The age of Folk Artists for Retainer Fees and Performance Fees should be 18 Years to 60 Years.
- Old Age Pension will be provided to those Folk Artists whose ages are 60 years or more.
Documents Required to be Attached
- Beneficiary Folk Artist will have to attach the below-mentioned documents with the Application Form of Lokprasar Prakalpa at the time of applying :-
- Any Residence Proof or Domicile of West Bengal.
- Aadhaar Card of Folk Artist.
- Voter ID Card. (For Age Proof)
- Registration Number of Folk Artist.
- Color Photograph.
- Bank Account Number with IFSC Code.
- Family Income Certificate or Self Declaration.
- Certificate of Caste. (if needed)
- Digital Ration Card Details.
- Mobile Number.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Fork Artists can apply for the benefit of retainer fees, performance fees, and old age pension under Lokprasar Prakalpa as per their eligibility by filling out the Application Form.
- Application Form of Lokprasar Prakalpa can be collected from the offices of Block Development/ Sub Divisional Officer Office in Rural Areas and from the Kolkata Municipal Commissioner Officer Office in Urban Areas.
- Application Forms are also available in the District Office of Folk and Cultural Centre.
- Take the Application Form and fill it out correctly without any mistakes.
- Attach all the documents required as per the eligibility criteria.
- Check all the filled details and submit the application form along with all the documents in the same office.
- After primary verification, the list of selected eligible folk artists will be forwarded to the Information and Cultural Affairs Department ofthe West Bengal Government.
- Retainer Fees of Rs. 1,000/- per month, Performance Fees of Rs. 1,000/- per day for every performance and Old Age Pension of Rs. 1,000/- per month as per Folk Artist Eligibility will be provided to selected beneficiaries under Lokprasar Prakalpa.
- It is to be noted that no Online Application Form of Lokprasar Prakalpa is available.
