Introduction of Contractor Saksham Yuva Scheme: A Brief Insight
- Government of Haryana launched three major employment-specific schemes in the State.
- One scheme is “Drone Didi Scheme” for Women Self Help Groups, second one is “IT Saksham Yuva Scheme”, and the last one is “Contractor Saksham Yuva Scheme”.
- Contractor Saksham Yuva Scheme was launched by Government on 30th of January 2025.
- The main objective of the government behind starting this scheme is to provide skill training to unemployed youths who possess a degree or diploma in Engineering.
- This scheme will open the gates for new career opportunities to work as a contractor.
- This scheme is implemented by the Haryana Government’s Youth Empowerment and Entrepreneurship Department and the Directorate of Skill Development & Industrial Training.
- Short-term skill training will be provided to all eligible youths who hold a degree or diploma in engineering under the Contractor Saksham Yuva Scheme.
- Time period of skill training is 3 months, which covers theoretical as well as practical experience.
- The initial 45 days of training will cover classroom-based theoretical subjects, and the remaining 45 days will be on-the-job training in Government Departments.
- No remuneration or stipend will be provided to selected youths during on-the-job training under Contractor Saksham Yuva Yojana.
- Applicants whose age is between 18 years to 40 years and have a B.E./ B.Tech in Engineering or a Diploma in Engineering are only eligible to apply for skill training under this scheme.
- Skill Training and Training Completiion Certificate will be provided by Shri Vishwakarma Skill University.
- Selected youth must obtain PAN, TAN, GST, TIN, etc. duringthe training period.
- Interest Free Loan up to Rs. 3 lakh will also be provided to trained youths under Contractor Saksham Yuva Scheme for a period of 1 year.
- Bank Interest applicable on disbursed loans will be paid by the Government of Haryana.
- Trained Youths can take up contractor work up to Rs. 25 lakh for Panchayati Raj Institutions and Municipalities.
- Training Cost under this scheme is Rs. 26,000/- per candidate.
- 3 months skill training under the Contractor Saksham Yuva Scheme will be provided free of cost to only those beneficiary youths whose family annual income is less than Rs. 3 lakh per year.
- Beneficiary youths will have to pay 50% of the training cost i.e., Rs. 13,000/- if his/ her annual family income is between Rs. 3 lakh to Rs. 6 lakh.
- And if the annual family income of the beneficiary youth is more than Rs. 6 lakh, then he/she will have to pay the complete training cost of Rs. 26,000/- under the Contractor Saksham Yuva Yojana of Haryana Government.
- Lodging/ Accommodation Charges will also be applicable in the same format.
- Haryana Government plans to train 10,000 youth in the first phase of this scheme to upgrade their skills.
- An Online facility is available for applicant youths to apply for 3-month skill training under the Contractor Saksham Yuva Scheme.

- Eligible and Selected Youths of Haryana will get the following benefits from the Government under the Contractor Saksham Yuva Scheme :-
- 3 Months of Skill Training will be provided.
- Skill Training includes 45 Days of Theoretical and 45 Days of on-the-job training in Government Departments.
- Trained Youth will also get a Loan up to Rs. 3,00,000/- for 1 Year.
- Loans are Interest Free which will be paid by the Haryana Government.
- Trained Youths can also take a Government Contract up to Rs. 25,00,000/-.
- Training Completion Certificate will also be provided to youths.
Eligibility Conditions Required to be Fulfilled
- Short Term Training to Eligible Youths will be provided to only those youths who meet the following eligibility conditions of Contractro Saksham Yuva Scheme of Haryana Government :-
- Only Permanent Residents of Haryana are Eligible to Apply.
- The Age of the Applicant Youth should be 18 to 40 years.
- Applicant Youth should be a Degree or Diploma holder in Engineering. (B.E./ B.Tech.)
- Having a Parivar Pehchan Patra (PPP ID) is mandatory.
- Applicant Youth should have qualified Common Eligibility Test (CET).

How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Eligible Applicant Youth can apply for the Contractor Saksham Yuva Scheme of the Haryana Government through the Online Application Form.
- Contractor Saksham Yuva Scheme Online Application Form is available on the Website of the Youth Empowerment and Entrepreneurship Department.
- Open the Website and Choose the Contractor Saksham Yuva Scheme.
- Then Click on Registration and Enter Family ID (PPP ID) or CET ID.
- PPD ID will be verified by the portal through OTP authentication.
- The portal will fetch the details of the family member, and the Applicant Youth will have to select their name.
- Fill out the Online Application Form of Contractor Saksham Yuva Yojana.
- Upload all the required documents on the portal.
- Check all the filled details and click onthe Submit Button to submit it.
- Registration under this scheme is completely free of cost.
- Details of Eligible and Selected Youths will be sent to Shri Vishwakarma Skill University, which is the training body of this scheme.
