Introduction of PM Vishwakarma Yojana: A Brief Insight

  • Honorable Prime Minister of India Shri Narendra Modi launched one of its kind major welfare scheme for unorganized traditional workers named “Pradhan Mantri Vishwakarma Yojana” popularly known as “PM Vishwakarma Yojana”.
  • It was launched on September 17, 2023, on the auspicious occasion of Vishwakarma Jayanti.
  • This scheme is implemented by the Ministry of Micro, Small and Medium Enterprises of the Central Government with the coordination of the State Government and other partners.
  • The main aim of the government behind starting the PM Vishwakarma Yojana is to improve the socio-economic status of traditional artisans and craftspeople and nourish their skills by providing them advanced skill training.
  • Initially, this scheme will be implemented for five years till 2027-2028.
  • Central Government will provide multiple benefits to traditional artisans and craftpersons who are actively engaged in hand and tool work.
  • Each Artisan and Craftsman will get Vishwakarma Certificates and Identity Cards that portray them as authentic traditional workers.
  • Under the PM Vishwakarma Yojana, the Government will also nourish the skills by providing them basic and advanced training for 40 hours and 120 hours, respectively.
  • During the period of skill training, beneficiary artisans and craftsmen will also get a daily stipend of Rs. 500/- directly in their bank account.
  • Artisans/ Craftspersons who completed the skill training under Pradhan Mantri Vishwakarma Yojana will get financial assistance of Rs. 15,000/- to purchase a tool kit related to their trade.
  • Those artisans or craftsmen who are interested in starting their own self-employment business in their own respective traditional work field can also apply for a collateral-free loan up to Rs. 3 lakh.
  • Business Loans under the PM Vishwakarma Scheme will be disbursed in two stages, in which Rs. 1 lakh will be provided on 5% interest for 18 months.
  • If the beneficiary successfully repays the loan amount within the stipulated time then they can apply for a second-stage business loan of Rs. 2 lakh at 5% interest for 30 months under PM Vishwakarma Yojana.
  • Central Government will also provide an interest subvention of 8% on disbursed loans, with all the credit guarantee fees will be paid by the government.
  • To encourage the use of digital transactions, a digital incentive of Rs. 1 per digital transaction will be provided up to 100 transactions monthly to beneficiary artisans and craftsmen.
  • As per government sources, more than 2 crore applications have been submitted for consideration under the Pradhan Mantri Vishwakarma Yojana of the Central Government, out of which more than 29 lakh beneficiaries are successfully registered under this scheme.

  • Central Government will also promote other schemes like “Pradhan Mantri Suraksha Bima Yojana”, “Pradhan Mantri Jeevan Jyoti Bima Yojana”, “Atal Pension Yojana”, and ensure the enrollment of traditional workers under these schemes.

Benefits Provided to Eligible Beneficiaries

  • Eligible Traditional Craftspersons or Artisans will receive the following benefits fromtheĀ  Central Government under PM Vishwakarma Yojana :-
    • PM Vishwakarma Certificate and ID Cards to Artisans/Craftsmen.
    • Basic Skill Training of 40 Hours. (Takes 5 to 7 Days)
    • Advance Skill Training of 120 Hours. (Takes 15 Days)
    • Stipend of Rs. 500/- per Day during the period of Skill Training.
    • Rs. 15,000/- Toolkit Incentive will also be provided to Artisans and Craftspersons.
    • Collateral Free Loan up to Rs. 3,00,000/- in two tranches.
    • Rs. 1,00,000/- will be provided in the first tranche at 5% interest, which is payable within 18 months.
    • Rs. 2,00,000/- will be provided in the second tranche at 5% interest, which is payable within 30 months.
    • Interest Subvention of 8% will also be provided.
    • Credit Guarantee Fees will be paid by the Government.
    • Digital Incentive of Rs. 1 per Digital Transaction up to 100 transactions.

  • Central Government notified 18 traditional trades for artisans and craftspersons. Beneficiaries working with hand and tools and engaging in any one of the below mentioned 18 traditional trades are eligible to get benefits of PM Vishwakarma Yojana :-

    • Blacksmith (Lohar)
    • Hammer and Toolkit Maker
    • Locksmith
    • Sculptor (Moortikar, Stone Carver)
    • Stone Breaker

    • Cobbler (Charmakar/ Shoesmith/ Footwear Artisan)
    • Mason (Raajmistri)
    • Basket/ Mat/ Broom Maker
    • Coir Weaver
    • Doll & Toy Maker (Traditional)
    • Barber (Nai)
    • Garland Maker (Malakaar)
    • Washerman (Dhobi)

PM Vishwakarma Yojana Eligible Trades

Eligibility Conditions Required to be Fulfilled

  • Benefits of Central Government’s PM Vishwakarma Yojana will only be provided to those beneficiaries who meet the below-mentioned eligibility criteria of scheme :-
    • An Indian Resident Artisan or Craftsperson is Eligible.
    • The Age of the Beneficiary Applicant should be 18 years or older.
    • Beneficiary Applicant should be working with their hands and tools.
    • Beneficiary Applicant should be engaged in any one of the 18 family-based traditional trades.
    • Beneficiary Applicant should not have availed the benefit of a loan under any of the below-mentioned schemes in the past 5 years :-
      • Prime Minister Employment Generation Programme.
      • PM SVANidhi Scheme.
      • PM Mudra Yojana.
    • Benefits will be provided to one member of one family.
    • If any person is in a government service, then they are not eligible to apply.

Documents Required to be Attached

  • Beneficiary Artisan or Craftsperson will have to produce the following documents at the CSC Centre at the time of applying for the benefits of Pradhan Mantri Vishwakarma Yojana (PM Vishwakarma Yojana ) :-
    • Applicant Aadhaar Card Number.
    • Mobile Number.
    • Artisan or Craftsman Proof.
    • Caste Certificate. (If it belongs to the Special Category)
    • PAN Card. (Optional)
    • Ration Card Number. (Optional)
    • Family Member Details.
    • Bank Account Number with IFSC Code.
    • UPI ID. (For Digital Incentive)

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

  • At present, there is no direct way to apply for the PM Vishwakarma Yojana online by artisans/ craftsmen themselves.
  • Only Common Service Centres (CSC) is registering beneficiaries under Pradhan Mantri Vishwakarma Yojana.
  • Beneficiary Traditional Artisan or Craftsperson will have to visit their nearest CSC Centre with all the required documents like Aadhaar Card, Ration Card, Bank Account Details etc.
  • Operator present at the CSC Centre will fill out the Online Application Form of PM Vishwakarma Yojana on behalf of the beneficiary applicant.
  • CSC Operator will Login on PM Vishwakarma Scheme Portal with their username and password and enter the Aadhaar Number of the beneficiary.
  • Beneficiary Aadhaar Number will be verified by the portal through OTP authentication.
  • Thereafter, the CSC Operator will fill the Prime Minister Vishwakarma Yojana Online Application Form with the following information :-
    • Personal Information.
    • Contact Details.
    • Family Details.
    • Address Details.
    • Profession/ Trade Details.
    • Bank Account Details.
    • Credit Support Information.
    • Digital Incentive Details.
    • Skill Training.
    • Tool Kit.
    • Marketing Support.
    • Declaration.
  • It is advisable to beneficiary to check all the filled details in the Pradhan Mantri Vishwakarma Yojana Online Application Form before finally submitting it.
  • Portal will generate the Application ID after form submission.
  • Submitted Application Form of PM Vishwakarma Yojana will be verified initially at the Gram Panchayat or Urban Local Body (ULB) level.
  • Thereafter, the Vetting and Recommendation will be given by the District Implementation Committee.
  • Recommended application form of beneficiary artisans and craftsperson will be further forwarded for approval by the Screening Committee.
  • Finally selected beneficiary artisans will get the benefits of the PM Vishwakarma Scheme in a staged manner and will be notified through SMS on their registered mobile number.
  • Beneficiary Applicant can also check the Application Status of PM Vishwakarma Yojana on the Official Portal by logging in with their registered mobile number.
