Kalia Scheme was started in the year 2018 by the Government of Odisha to support farmers of the State. Financial Assistance per Season, Life Insurance Cover, Personal Accident Cover, Crop Loan-like benefits will be provided to all small and marginal farmers but in 2024, the BJP-led Odisha Government closed this scheme and started CM Kisan Yojana.

Introduction of Odisha Kalia Scheme: A Brief Insight
- Farmers is the backbone of India.
- Millions of people engaged directly or indirectly in agricultural activity.
- And most of them are small or marginal farmers or tenant farmers who don’t own the land or the landless laborers whose income solely depends on the agricultural activity.
- They don’t have a secure source of income and depend on the produce of their crop.
- And if there is a crop loss or a low production,then there will be a crisis on their livelihood.
- So, the Government of Odisha launched Kalia Scheme to secure the income of farmers and all those people whose income are directly or indirectly dependent on agricultural activity.
- Kalia in Odisha Kalia Scheme stands for “Krushak Assistance for Livelihood and Income Augmentation”.
- This scheme is also known as “Odisha Farmer Financial Assistance Scheme” or “Odisha Kalia Yojana”.
- This scheme was launched on 22nd of December 2018.
- Odisha Government’s Department of Agriculture and Farmer Empowerment is the implementing agency of the Kalia Scheme.
- The main objective behind launching Odisha Kalia Scheme is to secure the income of farmers and of all those people who are engaged in agricultural activity.
- Farmers of all category including the landless farmers, tenant farmers and agricultural laborer’s are eligible to get financial assistance under Kalia Scheme.
- It is to be estimated that more than 50 lakh families will be covered under the Odisha Kalia Scheme.
- Financial Assistance of Rs. 5,000/- (Five Thousand Rupees Only) per season per farmer family will be given to land owner farmers of Odisha.
- Rs. 12,500/- (Twelve Thousand Five Hundred Rupees Only) in 3 equal installments will be given to every landless agricultural laborer’s/ family.
- Life Insurance Cover and Personal Accident Cover of Rs. 2,00,000/- (Two Lakh Rupees Only) each will also provided to small and marginal farmers and landless agricultural farmers and laborer’s.
- Financial Assistance of Rs. 10,000/- (Ten Thousand Rupees Only) per Family per Year will be provided to Vulnerable Agricultural People or Family.
- Beneficiaries of Odisha Kalia Scheme can also avail the benefit of an interest-free crop loan up to Rs. 50,000/- (Fifty Thousand Rupees Only)
- Educational Scholarship will also be provided to children of beneficiaries under the Odisha Kalia Scheme.
- But in the year 2024, the BJP-led Government of Odisha completely closed this scheme and started a new scheme in place of that named “CM Kisan Yojana”.
- Under CM Kisan Yojana, small and marginal farmers will get additional assistance of Rs. 4,000/- per year with PM Kisan Samman Nidhi Yojana.
- And Landless Agricultural Households (LAH) will get one-time financial assistance of Rs. 12,500/- directly in their bank account.
- And, for the children of small and marginal farmers and landless agricultural households, the government started “Krishi Vidya Nidhi Yojana” in which a yearly scholarship will be provided.
Benefits Provided to Eligible Beneficiaries
- The following financial assistance will be provided to eligible farmers or to those people who are engaged in agricultural activity under Odisha Kalia Scheme :-
- To Small and Marginal Farmers :-
- Rs. 25,000/- will be given to per farmer family for five seasons. (Rs. 5,000/- per Crop Season)
- Rs. 2,00,000/- Life Insurance Cover to the Farmer’s Family.
- Rs. 2,00,000/- Personal Accident Cover to the Farmer’s Family.
- Crop Loan of Rs. 50,000/- which is totally interest-free.
- To Landless Agricultural Farmer Families or People Engaged in Agricultural Activity :-
- Rs. 12,500/- per family will be given in 3 Equal Installments.
- Rs. 2,00,000/- Life Insurance Cover to the Beneficiary’s Family.
- Rs. 2,00,000/- Personal Accident Cover to the Farmer’s Family.
- Crop Loan of Rs. 50,000/- which is totally interest-free.
- To Vulnerable Agricultural People/ Family :-
- Rs. 10,000/- per Year to per Farmer Family will be given.

Note :- Scholarship to Children of Odisha Kalia Scheme Beneficiaries will also provided under this scheme.

Eligibility Conditions Required to be Fulfilled
- The following eligibility criteria is set by the Government of Odisha to avail the benefit of financial assistance under Odisha Kalia Scheme :-
- Applicant should be a Permanent Resident of Odisha.
- Below Mentioned category of Farmers are eligible to apply :-
- Small Farmer.
- Marginal Farmer.
- Landless Agricultural Farmer.
- Vulnerable Agricultural Farmer.
- Sharecropper or Tenant Farmer.
- Agricultural Laborers who doesn’t have Agricultural Land.

- The following documents will be required at the time of applying for financial assistance under the Odisha Kalia Scheme :-
- Domicile of Odisha. OR
- Any Permanent Residence Proof of Odisha.
- Copy of Land Records.
- Proof of Farming as Occupation. (Landless Applicant)
- Age Proof of Applicant.
- Aadhar Card of Applicant.
- Voter Identity Card of Applicant.
- Passport Size Photo of Applicant.
- Mobile Number.
- Bank Account Details of Applicant.
- Caste Certificate. (If Applicable)
- Certificate of Disability. (If Applicable)
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- The only way to avail the benefit of financial assistance under the Odisha Kalia Scheme is by applying through the Offline Application Form.
- Application Form of the Odisha Kalia Scheme will be available free of cost at the Gram Panchayat Office.
- Fill the Application Form correctly and attach all the required documents with it.
- Submit the Application Form along with the documents in the office of the Gram Panchayat.
- Gram Panchayat Officials will verify the application thoroughly.
- After verification, the financial assistance under the Odisha Kalia Scheme will be transferred in the bank account of the beneficiary.
- Beneficiary can also check the Application Status Kalia Scheme Application by entering the Aadhaar number of the Beneficiary.
Features of Kalia Scheme
- The definition of small and marginal farmers are as follows :-
- A farmer who owns a land between 1 Hectare (2.5 Acres) to 2 Hectare (5 Acres) is called Small Farmer.
- And a Farmer own a land less than 1 Hectare (2.5 Acres) is called a Marginal Farmer.
- Premium of Accidental Cover and Life Insurance Cover will be borne by the beneficiary and Odisha Government Equally.
- Serving, Retired Employee of Central or State Government or an Income Tax Paye,e is not eligible to avail the benefit of Odisha Kalia Scheme.
