Introduction of Bihar Mukhyamantri Kalakar Pension Yojana: A Brief Insight

• Bihar Government’s cabinet approves two most important schemes on 01-07-2025.
• First one is for unemployed youth named “Bihar CM PRATIGYA Yojana”.
• And, the second one of which we are going to talk in this article is for senior artists named “Mukhyamantri Kalakar Pension Yojana”.
• The main objective of the government behind starting this scheme is to provide financial support to old age and economically weaker artists of the State who contributed throughout their lives to preserve the rich cultural heritage of the Bihar State.
• Bihar Government’s Art, Culture & Youth Department will implement this scheme in the State.
• Monthly financial assistance as a pension will be provided under the Mukhyamantri Kalakar Pension Yojana to all eligible senior artists of the State.
• Each eligible artist will receive Rs. 3,000/- per month pension directly in their bank account as an incentive for their contribution in art and culture.
• Artists (Kalakar) of 50 years or more age and who have contributed a minimum of 10 years in performing or promoting the art and cultural heritage of Bihar are eligible to get a monthly pension of Rs. 3,000/- under Mukhyamantri Kalakar Pension Yojana.
• If the annual income of a kalakar (artist) is more than Rs. 1,20,000/- per year from all sources, then that artist is not eligible to apply for this scheme.
• Registration of a Kalakar on the Artist Registration Portal is mandatory before applying for the monthly pension under the Bihar Government’s Chief Minister Kalakar Pension Scheme.
• The following forms of arts and culture are eligible in which the beneficiary artist contribute their lives to perform and promote:-
  • Announcer
  • Dance
  • Fine Arts
  • Playing
  • Poet/ Poetry Recital
  • Singing
  • Theatrical Arts
  • Any Other Form of Arts
• Application Form of CM Kalakar Pension Scheme of the Bihar Government is available in the office of the District Art and Culture Officer.

Benefits Provided to Eligible Beneficiaries

• Bihar Government under its Mukhyamantri Kalakar Pension Yojana will provide the following benefits to all eligible senior artists of the State :-
  • Monthly Pension will be provided to Eligible Artists. (Kalakar)
  • Each Artist will get Rs. 3,000/- per month pension from the Government.

Eligibility Conditions Required to be Fulfilled

• Monthly Pension of Rs. 3,000/- per month under Bihar Government’s Mukhyamantri Kalakar Pension Yojana will be provided to only those beneficiaries who fulfill the below-mentioned eligibility criteria of the scheme :-
  • Permanent Residents Artists of Bihar are Eligible to Apply.
  • The Age of Artist (Kalakar) should be 50 years or more.
  • Artist (Kalakar) should have experience of minimum 10 years in their field.
  • The Annual Family Income of a Kalakar (Artist) should be less than Rs. 1,20,000/-.
  • An artist should not be in any Government Services.
  • The artist (Kalakar) should be registered on the Bihar Artist Registration Portal.

Documents Required to be Attached

• Beneficiary Kalakar (Artist) will have to attach the following documents at the time of applying for per-month pension under Mukhyamantri Kalakar Pension Yojana of Bihar :-
  • Document to Proof Age. (Class 10th Marksheet/ Birth Certificate)
  • Caste Certificate. (If Belongs to Special Category)
  • Income Certificate.
  • Recent Color Passport Size Photograph.
  • Domicile or Ration Card.
  • Mobile Number and Email ID.
  • PAN Card.
  • Aadhaar Card.
  • Artist (Kalakar) Registration Portal Number.
  • Letter of Recommendation from the District Art and Culture Office.
  • Bank Account Details with IFSC Code.
  • Self Declaration.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Eligible Senior Artists (Kalakar) of Bihar State can apply for a monthly pension under the Government’s Mukhyamantri Kalakar Pension Yojana through an Offline Application Form.
• Mukhyamantri Kalakar Pension Yojana Application Form is available free of cost at the below-mentioned government offices :-
  • District Art and Culture Officer’s Office.
  • District Office of Art, Culture & Youth Department Office.
  • District Collector’s Office.
• Collect the Bihar Kalakar Pension Yojana Form from above mentioned offices and fill it out correctly without making any mistakes.
• Attach all the required documents, which are mentioned at the end of the Application Form.
• It is mandatory to attach a Letter of Recommendation with the Application Form, which can be obtained from the District Art and Culture Officer.
• Now, submit the Application Form along with all the attached documents to the District Art and Culture Officer’s Office.
• DACO will scrutinize the received application form and documents and make a list of eligible artists.
• List of Artists (Kalakar) selected for per month pension under Mukhyamantri Kalakar Pension Scheme of Bihar Government will be forwarded to the Department of Art, Culture & Youth for further approval of pension.
• A monthly pension of Rs. 3,000/- per month will be transferred directly in the bank account of the selected artist on a monthly basis after the department gives its final approval.
• Registration of an Artist (Kalakar) on the Bihar Artist Registration Portal is mandatory and without it beneficiary artist can not apply for a monthly pension under this scheme.
• Application Status of Mukhyamantri Kalakar Pension Yojana of the Government of Bihar can be checked by visiting the District Art and Culture Officer’s Office.

Registration Process on the Artist Registration Portal

• Bihar Government made it mandatory for artists to register on the Artist Registration Portal to avail the benefits of a monthly pension under the Mukhyamantri Kalakar Pension Yojana.
• There is a dedicated portal “Artist Registration Portal” through which artists can register themselves as artist (kalakar) on the government database.
• Visit the Portal and click on Register/ Login Now or Register Now as shown below.
  
• An Artist Registration Form will appear in which the beneficiary will have to fill in the following information :-
  
• The portal will verify the Mobile Number through OTP.
• After verification, the beneficiary artist will have to fill the Artist Registration Online Application Form in the following steps :-

  • Bank Account Details
• The artist will have to upload the following documents on the Artist Registration Portal :-
  • Passport Size Photo
  • 5 Performed Photograph
  • Performed Video
  • Grading Certificate
  • Training Certificate
  • Experience Certificate
  • Bank Passbook Copy
• Check all the filled details and click on the submit button.
• Artist Registration Portal will generate the Registration Number thereafter.
• The Registration Number of the Artist is needed mandatorily at the time of applying for the monthly pension of Rs. 3,000/- per month under the Government of Bihar’s Mukhyamantri Kalakar Pension Scheme.
