Introduction of Rajasthan Lado Protsahan Yojana: A Brief Insight

• The Lado Protsahan Yojana was announced by the Bharatiya Janata Party (BJP) during the Rajasthan Assembly elections as a welfare promise for the people of the state.
• Soon after forming the government, the BJP-led Rajasthan Government implemented the Lado Protsahan Yojana in the State.
• The scheme has been officially launched across Rajasthan from August 1, 2024.
• This scheme is primarily focused on the welfare and empowerment of girl children and the main objective of the Lado Protsahan Yojana is to reduce the female infant mortality rate and to encourage girls to complete their education and pursue higher studies.
• Department of Women and Child Development of the Government of Rajasthan is the implementing department of this scheme.
• Under Lado Protsahan Yojana, the Rajasthan Government now provides financial support through savings bonds issued in the name of the girl child at the time of birth.
• During elections, a promise was made that a savings bond of Rs. 2 lakh would be issued under this scheme.
• However, the BJP-led state government has revised the amount and now provides savings bonds worth Rs. 1.5 lakh instead of Rs. 2 lakh.
• This means each girl child will receive financial assistance of Rs. 1,50,000/- under the Lado Protsahan Scheme in the form of saving bonds.
• The entire amount under the Lado Protsahan Scheme will not be provided in one lump sum; rather, it will be disbursed to the girl child in seven stages.
• Here are the 7 disbursement stages of the Rajasthan Government’s Lado Protsahan Yojana :-

• Only those girls will be eligible for these 7-stage benefits under Lado Protsahan Scheme who are born in government hospitals or private hospitals authorized under the Janani Suraksha Yojana.
• The school-based installments will be given only if the girl studies in a government school or a private school recognized by the Rajasthan Government.
• The required documents for registration include proof of residence, a copy of the bank passbook, and a marriage certificate.
• For complaints or assistance related to the Lado Protsahan Yojana, the beneficiary woman can contact the helpline number 181, the Anganwadi worker, or the Chief Medical Officer.
• The beneficiary woman can also register under the Government of India’s Pradhan Mantri Matru Vandana Yojana to avail an additional Rs. 5,000 after childbirth.

Benefits Provided to Eligible Beneficiaries

• Beneficiaries Woman who delivers a girl child will receive the following benefits from the Rajasthan Government under Lado Protsahan Yojana :-
  

  A savings bond worth Rs. 1.5 lakh will be issued by the Rajasthan Government in the name of the girl child. The amount under the issued savings bond will be disbursed to the beneficiary in the following 7 stages :- At the time of the girl’s birth :- Rs. 5,000/- After completing 1 year and full immunization :- Rs. 5,000/- On admission to Class 1st :- Rs. 10,000/- On admission to Class 6th :- Rs. 15,000/- On admission to Class 10th :- Rs. 20,000/- On admission to Class 12th :- Rs. 25,000/- After completing graduation and turning 21 years old :- Rs. 70,000/- In this way, a total financial benefit of Rs. 1,50,000/- will be provided to the girl under the Lado Protsahan Yojana of the Government of Rajasthan.

Financial Assistance Distribution Process

• Rajasthan Government, under its Lado Protsahan Yojana will provide the financial assistance of Rs. 1.5 lakh to each eligible pregnant woman and girl child, which is distributed in the following stages :-
  

  The first installment of Lado Protsahan Yojana will be transferred to the bank account of the pregnant woman after the girl child is born in a government or a private hospital authorized under the Janani Suraksha Yojana. Lado Protsahan Yojana’s second installment will be released once the girl child completes one year and has received all necessary vaccinations. The second installment will only be provided after submission of the Mamta Card or Health Card. No separate application is required for the third or any subsequent installments under the Lado Protsahan Yojana of the Government of Rajasthan. The third to sixth installments will be disbursed through the school where the girl child is going to be enrolled. It is important to note that only those girls are eligible to receive the third to sixth installments who will be going to study in state government schools or schools recognized by the Rajasthan Government. The Unique ID or PCTS ID number issued at the time of the mother’s registration will be mandatory for each stage of payment. The final and seventh installment of the Lado Protsahan Scheme will be provided through the Department of Higher Education. All documents related to the girl’s graduation must be uploaded to the portal by the Department of Higher Education. To receive the final installment, the girl must have completed her graduation and attained the age of 21 years. In this way, a total financial benefit of Rs. 1.5 lakh under Lado Protsahan Yojana will be provided in seven stages by the Rajasthan Government.

Eligibility Conditions Required to be Fulfilled

• Financial Assistance of Rs. 1.5 Lakh in the form of Saving Bonds will be provided to only those beneficiaries who meet the below-mentioned eligibility requirement of the Rajasthan Government’s Lado Protsahan Yojana :-
  • Only pregnant women who are permanent residents of Rajasthan are eligible for the scheme.
  • The woman must have given birth to a girl child.
  • The birth of a child should have taken place in a government hospital or a private hospital authorized under the Janani Suraksha Yojana.

Documents Required to be Attached

• Beneficiary Pregnant Woman will have to submit the following documents at the time of registering themselves under Lado Protsahan Yojana of the Rajasthan Government :-
  • Proof of Residence in Rajasthan.
  • Certificate of Marriage.
  • Aadhar Card of Pregnant Woman Beneficiary.
  • Family Jan Aadhaar Card.
  • Mobile Number.
  • Bank Account Number with IFSC Code.
  • MAMTA Card or Health Card.
  • Recent Color Passport Size Photo.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Rajasthan Government has kept the registration process for the Lado Protsahan Yojana very simple.
• Beneficiary Pregnant woman can register for the scheme during her first ANC (Antenatal Care) checkup by filling out an application form.
• The Application Form of Lado Protsahan Yojana is available free of cost and can be collected from the office of the Chief Medical Officer (CMO) at the hospital where the ANC checkup is conducted.
• Lado Protsahan Scheme Application Form can also be collected from the District Offices of the Department of Medical, Health & Family Welfare or the Department of Women and Child Development.
• After collecting the application form, the pregnant woman needs to fill it out and attach the following documents with it :-
  • Copy of the First Page of the Bank Passbook.
  • Certificate of Marriage.
  • Proof of Residence in Rajasthan.
• The application form along with all the required documents, must be submitted at the same office from which it was obtained.
• All details of the pregnant woman will be entered online into the PCTS (Pregnancy, Child Tracking & Health Services Management System) Portal by the health department officials.
• Once the information is uploaded, the woman will be issued a PCTS ID or a Unique ID, which will be used to track future records of the Lado Protsahan Yojana.
• The first installment of financial assistance will be transferred directly to the beneficiary’s bank account after the birth of a girl child.
• It is important to note that the financial benefits under this scheme are only available if the baby girl is born in a government hospital or in a private hospital authorized under the Janani Suraksha Yojana.
• Under the Lado Protsahan Yojana, financial aid is provided at every important stage of the girl’s life to ensure she never becomes financially dependent on others and can complete her basic and higher education.
