Introduction of Pradhan Mantri Anusuchit Jaati Abhyuday Yojana: A Brief Insight

India has multiple programmes for Scheduled Caste welfare, but for years these programmes operated as separate schemes with separate portals, separate funds, and overlapping objectives. A village needing drinking water had to go to one scheme, a student needing a hostel had to go to another, and an SC farmer needing skill training had to go to a third. PM-AJAY was created to consolidate this fragmented approach into one unified, comprehensive scheme. The

Government of India launched Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) in FY 2021-22 by merging three existing Centrally Sponsored Schemes, Pradhan Mantri Adarsh Gram Yojana (PMAGY), Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP), and Babu Jagjivan Ram Chhatrawas Yojana (BJRCY). The Ministry of Social Justice and Empowerment implements the scheme with 100% Central Government funding across 28 States and UTs. The annual outlay for 2025-26 stands at Rs. 2,250 crore.

The scheme works through three components. The Adarsh Gram component transforms SC-majority villages into model villages by filling gaps in drinking water, sanitation, education, nutrition, and health services across 50 socio-economic indicators. Villages with more than 40% SC population and 500 or more total population qualify. Till March 2025, the government declared more than 11,000 villages as Adarsh Grams, benefiting lakhs of residents. The government selected 29,846 villages for 2025-26. The Grants-in-Aid component funds livelihood projects, skill development, infrastructure, and financial assistance for loans for SC communities below the poverty line. Ministry released Rs. 457.82 crore for 8,146 projects in 2023-24 and 2024-25. The Hostel Construction component funds hostels in top NIRF-ranked Government-funded institutions to support SC students in higher education.

PM-AJAY works alongside other Central Government schemes that support SC communities at different levels. SC families who own agricultural land can access the Stand Up India Scheme, which provides composite bank loans from Rs. 10 lakh to Rs. 1 crore to SC and ST entrepreneurs for greenfield enterprises. SC students who need scholarship support for higher education can explore the Post Matric Scholarship Scheme for SC Students, which provides financial assistance for post-matriculation studies. SC communities looking for housing support can check eligibility under the Pradhan Mantri Awas Yojana Gramin, which provides Rs. 1.20 lakh to Rs. 1.30 lakh to rural BPL families for house construction.

SC communities, state government officials, district programme officers, educational institutions, and anyone looking for more welfare schemes, livelihood support, educational assistance, and infrastructure development programmes for the Scheduled Castes can also explore other available initiatives under our Central Government Schemes List section.

Which Three Schemes Were Merged Into PM-AJAYThe

Government of India merged three existing Centrally Sponsored Schemes into PM-AJAY in FY 2021-22 to eliminate duplication, streamline fund flow, and create a single comprehensive framework for SC welfare. Beneficiaries of all three earlier schemes now receive support under PM-AJAY.

1. Pradhan Mantri Adarsh Gram Yojana (PMAGY)

Pradhan Mantri Adarsh Gram Yojana (PMAGY) focused on the holistic development of villages with high SC population density. The scheme covered infrastructure gaps in SC-dominated villages across drinking water, sanitation, education, health, and other basic services. Under PM-AJAY, PMAGY continues as the Adarsh Gram component, which transforms SC-majority villages into model villages by filling 50 socio-economic indicators across 10 development domains.

2. Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP)

Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP) provided financial assistance to States and UTs for income-generating schemes, skill development, and livelihood support for SC communities below the poverty line. Under PM-AJAY, SCA to SCSP continues as the Grants-in-Aid component, which funds district and state-level projects for socio-economic betterment, including livelihood projects, infrastructure creation, and financial assistance for loans for SC beneficiaries.

3. Babu Jagjivan Ram Chhatrawas Yojana (BJRCY)

Babu Jagjivan Ram Chhatrawas Yojana (BJRCY) funded the construction of hostels for SC students in educational institutions to encourage enrollment and reduce dropout rates. Under PM-AJAY, BJRCY continues as the Hostel Construction component, which funds the construction and expansion of hostels in top NIRF-ranked Central and State Government-funded higher educational institutions and Government-funded schools recommended by the Ministry of Education.
