Introduction of Chandranna Bima Scheme: A Brief Insight

• Chandranna Bima Scheme was launched by Andhra Pradesh Government on 2nd of October 2016.
• It is a social security scheme in which financial security cover will be provided to the primary bread earner or head of family.
• In most of the case we saw that due to the sudden demise of the primary bread earner of a family, the family faces financial difficulties.
• So, the main aim behind launching this scheme is to provide relief to those bereaved families who lost their only primary bread earner of family or head of family faced disability due to an accident.
• Labour Department of the Andhra Pradesh Government is the nodal agency of this scheme.
• Whereas, the Department of Grama Sachivalayam Ward Sachivalayam is the implementing department of this scheme.
• But in the year 2019 when the government changed, the name of this scheme changed to YSR Insurance Scheme.
• Then in the year 2024, TDP announced a pre-election promise to start this scheme again with other schemes such as “Annadata Sukhibhava Scheme”, “Deepam Scheme”, “Aadabidda Nidhi Scheme”, and “Nirudyoga Bruthi Scheme”.
• TDP won the assembly election and again renamed this scheme to “Chandranna Bima Scheme”.
• The government of Andhra Pradesh will provide financial assistance to all eligible families who lost their loved ones and are the only primary bread earners of the family.
• Apart from that, if any head of the family/ primary bread earner suffered full or partial disability due to an accident then financial assistance under this scheme will also provided to them.
• Families belonging to the Below Poverty Line (BPL) are only eligible under this scheme.
• Financial assistance provided under Chandranna Bima Scheme according to the category are mentioned below :-
  • For Natural Death :- Rs. 1,00,000/-.
  • For Accidental Death :- Rs. 5,00,000/-.
  • For Full Disability :- Rs. 5,00,000/-.
  • For Partial Disability :- Rs. 2,50,000/-.
• There is also an age limit criteria fix by Andhra Pradesh Government.
• Head of the Family’s Age should be between 18 to 50 years in order to claim insurance amount in Natural Death.
• For Accidental Death, Full Disability, and Partial Disability, the age of head of family/ primary bread earner should be between 18 years to 70 years.
• The payment in case of Natural Death will be paid by Andhra Pradesh Government directly to the nominee of the deceased.
• In Case of Accidental Death and Disability, the claim amount will be paid by the insurance company through the Group Insurance Scheme which are covered under the Chandranna Bima Yojana.
• Till date, more than 500 crore has been spent on 1.23 crore beneficiaries.
• Registration/ Enrollment under the  Chandramma Bima Scheme can be done by visiting the Grama/ Ward Sachivalayam which is also the Facilitation Centre of this scheme.
• Grama/ Ward Volunteers will register all eligible beneficiaries under this scheme.
• For cthe laim, the nominee will visit the same facilitation center and fill the claim form of Chandranna Bima Scheme.
• This scheme is very popular by some other names also which are “Chandranna Bima Yojana Andhra Pradesh” or “Chandranna Bima Pathakam”.

Benefits Provided to Eligible Beneficiaries

• Government of Andhra Pradesh will provide the following benefits to all eligible beneficiaries under the Chandranna Bima Scheme whose primary bread earner or head of family expired naturally or due to accident or suffered permanent or partial disability due to accident :-

• Type	Financial Assistance
  Natural Death	Rs. 1,00,000/-. Age should be 18 to 50 Years.
  Accidental Death	Rs. 5,00,000/-. Age should be 18 to 70 Years.
  Full Disability	Rs. 5,00,000/-. Age should be 18 to 70 Years.
  Partial Disability	Rs. 2,50,000/-. Age should be 18 to 70 Years.

• Government will pay Rs. 1 Lakh in case of Natural Death of a Primary Bread Earner.
• Whereas, Rs. 5 Lakh for Accidental Death and Disability will be provided through Group Insurance Scheme.

Eligibility Conditions Required to be Fulfilled

• Benefits of Chandranna Bima Scheme of Andhra Pradesh Government will be provided to only those beneficiaries who fulfill the below-mentioned eligibility criteria of scheme :-
  • Only Permanent Residents of Andhra Pradesh are Eligible.
  • Age of the Beneficiary should be between 18 Years to 70 Years.
  • The beneficiary should be the Primary Bread Earner/ Head of a Family.
  • Beneficiary Families should belong to Below Poverty Line. (BPL)
  • Having a BPL Ration Card/ Rice Card is a must.

Documents Required to be Attached

• The following documents will be required at the time of registration for Chandranna Bima Scheme of Andhra Pradesh Government :-
  • Any Residence Proof or Domicile of Andhra Pradesh.
  • Beneficiary Aadhaar Card.
  • Certificate of Income. (If Applicable)
  • BPL Ration Card.
  • Mobile Number.
  • Color Passport Size Photograph.
  • Nominee Aadhaar Card.
• In case of disability due to accident or sudden demise of registered primary bread earner/ head of family, the below mentioned documents wil be required at the time of Claiming the Insurance Amount under Chandranna Bima Scheme :-
  • Death Certificate of Family Head.
  • FIR Copy. (In Case of Accidental Death)
  • Postmortem Report. (In Case of Accidental Death)
  • Full/ Partial Disability Certificate. (In Case of Disability)
  • Bank Account Details with IFSC Code.
  • Nominee Identity Proof.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• GSWS Department of Andhra Pradesh Government will do a door-to-door survery and point out the eligible beneficiaries.
• Grama/ Ward Volunteers will enroll all eligible Primary Bread Earners/ Head of Families from Below Poverty Line under Chandramma Bima Scheme.
• An Enrollment/ Application Form of Chandramma Bima Scheme will be filled at the time of enrollment.
• The welfare Assistant of Grama Sachivalayam/ Ward Sachivalayam is the registering authority of this scheme.
• Grama/ Ward Sachivalayam are also work as Chandranna Bima Facilitation Centers.
• Those facilitation centres will register beneficiaries, process thier claims and make sure the proper implementation of Chandranna Bima Scheme.
• Signing of Good Health Medical Certificate is mandatory at the time of registration.
• Beneficiary has to also declare the name of the nominee in the Application Form of Chandranna Bima Scheme.
• After enrollment, concerned officials will maintain a database of all beneficiaries and forward it to the Department of Labour.
• Labour Department of Andhra Pradesh Government will accept the database and validate it.
• An acknowledgment will be sent on the registered mobile number of the beneficiary.
• Beneficiary can also Search their Name at Official Website of Chandranna Bima Scheme.
  

Claim Process of Chandranna Bima Scheme

• In case of natural death or death due to an accident of a registered primary bread earner/ head of family, the nominee can claim the insurance amount as promised under Chandranna Bima Scheme.
• And in case of Full or Partial Disability, beneficiary can claim the amount by themselves.
• Claim Application Form of Chandranna Bima Scheme can be collected from Grama/ Ward Sachivalayam which are also a Facilitation Centres of Chandranna Bima Scheme.
• Collect the Application Form/ Claim Form and fill it nicely without any mistake.
• Attach all the required documents with the claim form.
• Beneficiary can also take the help of Grama/ Ward Volunteer to fill Chandranna Bima Scheme Claim Form.
• Submit the filled claim form along with all the documents in Grama/ Ward Sachivalayam.
• Concerned officials will scrutinized the claim form and documents and forward the list of eligible claim forms to Labour Department for disbursement.
• Labour Department will directly pay the amount of Rs. 1,00,000/- to nominees if the registered primary bread earner’s death is natural.
• But in case of death due to accident or in case of full or partial disability, department will forward the claim forms to insurance company for disbursement.
• Rs. 5,00,000/- for death or full disability due to accident and Rs. 2,50,000/- for partial disability will be transferred in the bank account of beneficiary by Insurance Company under Chandranna Bima Scheme of Andhra Pradesh Government.
