Introduction of Dulari Kanya Scheme: A Brief Insight

  • The government of Arunachal Pradesh launched the Dulari Kanya Scheme in the state on the 15th of August 2016.
  • This is a girl-centric scheme and the main objective behind starting this scheme is to promote institutional (hospital) deliveries among pregnant women, to prevent early girl-child marriages, and to reduce the infant mortality rate.
  • Dulari Kanya Scheme is implemented by the Arunachal Pradesh Government’s Department of Health and Family Welfare.
  • The government will make a fixed deposit in the name of the girl child at the time of her birth under the Dulari Kanya Scheme.
  • A fixed Deposit of Rs. 30,000/- in the name of a newborn girl child will be deposited by the Arunachal Pradesh Government.
  • Earlier the amount was Rs. 20,000/- under this scheme, but in the year 2025, Arunachal Pradesh increased this amount of fixed deposit to Rs. 30,000/-.
  • The government also added an additional benefit under the Dulari Kanya Scheme from the year 2025 for girl children.
  • Financial Assistance of Rs. 20,000/- will also provided to girl beneficiaries under the Dulari Kanya Scheme through Direct Benefit Transfer which will transferred directly to the bank account of girl beneficiary when she take admission in Class 11th.
  • This means under the Dulari Kanya Scheme of the Arunachal Pradesh Government, Girl Beneficiary will now receive the benefit of a Fixed Deposit of Rs. 30,000/- at the time of birth and financial assistance of Rs. 20,000/- at the time of admission in Class 11th.
  • The benefits of this scheme is only applicable when a woman will deliver her girl child in any Government or Government-recognized Private Hospital within Arunachal Pradesh.
  • Only Schedule Tribe Category Families are eligible to get benefits under this scheme.
  • Dulari Kanya Scheme benefits will be provided to only two girl children per family.
  • Fixed Deposit maturity time period is 18 years, girl beneficiary can claim the amount when she attains the age of 18 years and passes at least class 10th board examinations.
  • Girl Beneficiary will also receive interest of 18 years on a Fixed Deposit of Rs. 30,000/- as per the applicable Bank Interest Rate.
  • The other popular name of this scheme is “Dulari Kanya Yojana Arunachal Pradesh”.

Benefits Provided to Eligible Beneficiaries

  • Newborn Girl Child in Arunachal Pradesh will get the below-mentioned benefit under Government’s Dulari Kanya Scheme :-
    • Fixed Deposit of Rs. 30,000/- at the time of Birth of Newborn Girl Child.
    • The maturity period of a Fixed Deposit is 18 Years.
    • Interest for 18 years will also provided on a Fixed Deposit as per the applicable Bank Interest Rate.
    • Girl Beneficiary Claim the Amount when she attained the age of 18 years and passed class 10th.
    • Girl Beneficiary will also get Financial Assistance of Rs. 20,000/- when she takes admission in Class 11th.

Eligibility Conditions Required to be Fulfilled

  • Arunachal Pradesh Government will provide the following benefits to all eligible beneficiaries under its Dulari Kanya Scheme :-
    • Newborn Girl Children are Eligible to get Benefits.
    • Girl Child should be Born in a Government Hospital or any Government Recognized Private Hospital within Arunachal Pradesh.
    • Parents/Guardians of the Girl Child should belong to the Schedule Tribe Category of Arunachal Pradesh.
    • Parents/ Guardians ofthe  Girl Child should be a Permanent Resident of Arunachal Pradesh or should have a Household Residential Certificate.
    • The benefits of the Scheme will only be applicable for the first two live girl children per family.

Documents Required to be Attached

  • The below-mentioned documents will be required at the time of registration and at the time of claiming the maturity amount of the Dulari Kanya Scheme of the Arunachal Pradesh Government :-
    • For Registration at the Time of Birth :-
      • Discharge/ Delivery Certificate from Hospital.
      • Mother and Child Protection Card. (MCP)
      • Child Birth Certificate.
      • Parent/ Guardian Domicile Certificate or ST Category Certificate.
      • Group Photo of Child with Parent/ Guardian. (2 in Number)
      • Child Aadhaar Card. (If Available)
      • Parents/ Guardian Aadhaar Card.
      • Mobile Number.
    • At the Time of Claiming the Maturity Amount :-
      • Class 10th Marksheet and Passing Certificate.
      • Self Declaration of being an Unmarried.
      • Bank Account Number and IFSC Code of State Bank of India.
      • Dulari Kanya Scheme Withdrawl Form.
      • Fixed Deposit Certificate.

How Beneficiaries Can Avail the Benefit of this Scheme

  • Parents/ Guardians of newborn girl child can register under the Dulari Kanya Scheme of the Arunachal Pradesh Government by applying through the Application Form.
  • No Online Application Form or Official Website of the Dulari Kanya Scheme is available.
  • Offline Application Forms of the Dulari Kanya Scheme can be collected without any cost from the Office of Medical Officer Incharge or from the Office of Medical Superintendent.
  • Fill out the Application Form correctly and attach all the required documents with the application form.
  • Dulari Kanya Scheme Application Form along with all the documents will be submitted by the beneficiary in the same office.
  • Initial verification of the Application Form and Documents will be done by the Medical Superintendent or Medical Office In Charge.
  • List of Eligible and Selected Beneficiaries will then be forwarded to District Medical Officer for further approval.
  • Final Approval to deposit Rs. 30,000/- as a fixed deposit in the name of the Girl Child will be given by Department of Health and Family Welfare.
  • Fixed Deposit Certificate of Dulari Kanya Scheme will be provided to beneficiaries for future reference.
  • Once the girl child attained the age of 18 years and passed class 10th, the Fixed Deposit Amount of Rs. 30,000/- + Bank Interest of all those year as applicable will be provided to girl child.

How to Apply for Dulari Kanya Scheme Arunachal Pradesh

Maturity Claim Procedure of Dulari Kanya Scheme

  • Girl Beneficiary when attains the age of 18 years and passes the class 10th board exam can apply to claim maturity amount of Dulari Kanya Scheme.
  • Dulari Kanya Scheme Withdrawal Form/ Dulari Kanya Scheme Maturity Claim Form is available in the District Medical Office.
  • It is advisable for girl beneficiaries to open a bank account in the State Bank of India on their name before applying for the maturity claim amount.
  • Collect the Maturity Claim Form from the DMO Office and fill it out carefully without making any mistake.
  • Attach all the required documents with it. Attaching an FD Certificate and Self Declaration of being Unmarried is mandatory.
  • The claim Form and all documents will be submitted by the girl beneficiary in the DMO Office.
  • District Medical Officer will verify the received application form and documents and make a list of eligible girl beneficiaries.
  • The list of Selected Girl Beneficiaries will then be forwarded to Department of Health and Family Welfare for further approval.
  • The amount of Rs. 30,000/- as promised by the Arunachal Pradesh Government under the Dulari Kanya Scheme plus the amount of interest for 18 years as per applicable bank rate will transferred in the bank account of girl beneficiary after final approval from the Department.
  • Girl Beneficiaries can use this amount for their Higher Education or to manage the expenses for their marriage.
