Introduction of Assam Chief Minister Atmanirbhar Asom Abhijan 2.0: A Brief Insight

Assam Government started Chief Minister Atmanirbhar Asom Abhijan in the year 2023.
The main aim of this scheme is to open ample opportunities for self-employment for unemployed but educated youth of Assam.
This scheme also aims to create an entrepreneurship-oriented environment inthe State through which new employment opportunities in rural and urban areas will be created by setting up new business ventures.
Through the Chief Minister Atmanirbhar Asom Abhijan Scheme, the Assam Government will provide interest-free loans to young and educated entrepreneurs to start their own income-generating activity.
Apart from an interest-free loan, the government will also provide a grant/ subsidy on the disbursed loan, which is 50% of the loan amount.
The government also facilitates Entrepreneurship Training for selected youths for one month in which a stipend of Rs. 10,000/- is also provided.
The 1.0 version of this scheme was very successful, in which more than 25,000 beneficiary youth received Rs. 510/- Crore as financial assistance under this scheme.
Now, the Government launched the 2.0 version of Chief Minister Atmanirbhar Asom Abhijan on 18-10-2024 for the year 2024-2025.
Assam Government divides targeted youths into two categories through which the benefits of Chief Minister Atmanirbhar Asom Abhijan will be provided.
Group 1 is of Youth with Technical/ Professional Degrees of 4 years and Group 2 is of general degree holders or below graduation.
Youths of Group 1 are eligible to get an interest-free loan up to Rs. 5 lakh and youths of Group 2 are eligible to get loans up to Rs. 2 lakh under this scheme.

Loans that are going to be disbursed under Assam Government’s Chief Minister Atmanirbhar Asom Abhijan, according to groups, are as follows :-

Group 2 :- Unemployed Post-Graduates General Degree Graduates ITI Passed Diploma Holders Polytechnic Passed Class 10th Passed SC, ST, OBC Applicant (up to Class 10th	Interest-Free Loan of Rs. 2 Lakh. Rs. 1 Lakh is the Interest Free Loan Amount. Rs. 1 Lakh is a Government Grant/ Subsidy.

Only those beneficiaries are eligible to avail the benefits of Chief Minister Atmanirbhar Asom Abhijan 2.0 whose age is between 28 years and below 45 years.
Minimum Qualification required for general category applicants is Class 10th passed and if the beneficiary youth belongs to the Scheduled Caste. Scheduled Tribe and Other Backwards Class, then the minimum educational qualification required to avail the benefit is passed up to class 10th.
From 01-02-2025, Eligible Beneficiaries can apply to get interest-free loans and a government grant under Chief Minister Atmanirbhar Asom Abhijan 2.0.

Young Entrepreneurs of Assam will take interest-free loans and government subsidy to start any of the below-mentioned income generation activity :-
- Readymade Garment Business.
- Furniture Business.
- Packaging Business.
- Fisheries.
- Stationary Business.
- Agriculture and Horticulture.
- Poultry, Goatery, Dairy, Piggery.
- Fabrication and Hardware Business.
- Professional Courses for Self-Employment.
- Bamboo, Rubber, Agar, etc., Plantation Business.
- Any other business, includingthe service sector.

Benefits Provided to Eligible Beneficiaries

All eligible applicants will get the following benefits under Chief Minister’s Atmanirbhar Asom Abhijan 2.0 of the Government of Assam :-

Loans will be disbursed to Young Entrepreneurs to start their own Income Generation Activity.
Disbursed Loans will be Completely Interest Free.
The government will also provide a grant in terms of subsidy on disbursed loans.
Technical/ Degree Holders will get a Rs. 5 Lakh Loan in which 2.5 Lakh is the loan amount and Rs. 2.5 Lakh is a subsidy/ grant from the government.
Whereas, other general degree holders and below graduates will get Rs. 2 Lakh Loan in which 1 lakh is loan amount in Rs. 1 lakh is a government subsidy.
Entrepreneurship Training without any Cost will also be provided to beneficiaries.
Training Time Period will be 1 Month.
Rs. 10,000/- Stipend will also be provided to Trainees.

Eligibility Conditions Required to be Fulfilled

Assam Government will provide the benefits of Chief Minister Atmanirbhar Asom Abhijan 2.0 to only those applicants who fulfill the following eligibility criteria of scheme :-

Permanent Residents of Assam are only Eligible to Apply.
Applicant’s Age should be between 28 years and 45 years.
Beneficiary Applicant should possess the following educational qualification :-
- For General Category Applicant :- Class 10th Passed.
- For SC/ ST/ OBC Applicant :- Up to Class 10th.
The beneficiary applicant should have skills, Experience and Knowledge to start an income-generating activity.
Bank Account of the Beneficiary Applicant should be opened before 01-04-2024.
The beneficiary applicant shouldn’t be a defaulter of any bank.
The beneficiary applicant should be registered in the Employment Exchange.
1 Member per Family is eligible to apply for this scheme.
Applicant shouldn’t be a beneficiary of Chief Minister Atmanirbhar Asom Abhijan 2.0.

Documents Required to be Attached

Beneficiary Applicant will have to submit the following documents on the portal at the time of applying for benefits under Chief Minister Atmanirbhar Asom Abhijan 2.0 of Assam Government :-

Any one of the following identity proof/ address proof :-
- Beneficiary Aadhaar Card.
- Voter Identity Card.
- Driving License.
- Passport.
Copy of Bank Account Passbook.
PAN Card of Applicant.
Registration Card of Employment Exchange.
Education Qualification-related Documents.
Mobile Number and Email.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

Young Entrepreneurs who are interested in starting their own income generation activity can avail the benefit of Chief Minister Atmanirbhar Asom Abhijan 2.0 version through Online Application Form.
Assam Government launched the Official Website of Chief Minister Atmanirbhar Asom Abhijan to facilitate applicants to submit applications online.
If any applicant avails the benefit of the 1.0 version of this scheme, then they are not eligible to apply for the 2.0 version.
Visit Official Website and Click on Sign Up.
A User Sign Up Form will appear in which applicants will have to enter their Name, Email, Mobile Number and Password as shown in the image below :-
Portal will verify the Mobile Number of the Application through OTP authentication.
After Registration, Click on Login and log in with a Registered Mobile Number through a Password or OTP.
Fill the Online Application Form of Chief Minister Atmanirbhar Asom Abhijan 2.0.
Beneficiary Applicant will have to fill in Personal Details, Contact Details, Education Details, and Bank Account Details in the form.
Upload all the required documents on the portal.
Preview the filled details in the Application Form and click on the Submit Button to submit it.
Portal will generate the Certificate of Acknowledgement, and take a printout of it for future use.
Concerned Officials of the Industries and Commerce Department will scrutinise the received application form and documents.
The list of Selected Applicants will be made then and intimation will be sent to them on their Mobile Number through SMS.
Entrepreneurship Training will be provided to selected youths and after completion of the training loan amount will be directly transferred to the bank account of the beneficiary.
The beneficiary applicant will have to pay half the amount of the loan, other half will be paid by the Government of Assam.
Chief Minister Atmanirbhar Asom Abhijan 2.0 registration has started on 01-02-2025.
Application Fees for General Category Applicant is Rs. 200/- and for SC/ ST/ OBC Applicant, the Application Fees is Rs. 100/-.
