Government of Bihar, under its Mukhyamantri Divyangjan Udhyami Yojana, will provide collateral and interest-free loans up to Rs. 10 lakh for self-employment business activity. The government will also provide a 50% capital subsidy on the disbursed loan.

Introduction of Bihar Mukhyamantri Divyangjan Udhyami Yojana: A Brief Insight

• The year 2025 is turning out to be a very good year for the people of Bihar as the government is announcing lots of welfare schemes one after another.
• The recent and major announcement is “Mukhyamantri Pratigya Yojana”, “Mukhyamantri Kalakar Pension Yojana” and “Mukhyamantri Guru Shishya Parampara Yojana” of which the last two are already launched by the Government of Bihar.
• Now, on 26-08-2025, the Bihar Government Cabinet has taken another decision to launch a welfare scheme for physically disabled people named “Mukhyamantri Divyangjan Udhyami Yojana”. (मुख्यमंत्री दिव्यांगजन उद्यमी योजना)
• The main objective behind launching this scheme is to financially support the physically disabled people of Bihar so that they can easily start their own self-employment business activity and make themselves self-reliant.
• Social Welfare Department of the Government of Bihar will be the implementing department of this scheme.
• Secretary of the Social Welfare Department released a press note stating that Mukhyamantri Divyangjan Udhyami Yojana of the Bihar Government will be launched on the lines of the Mukhyamantri Alpsankhyak Udhyami Yojana.
• Mukhyamantri Divyangjan Udyami Yojana will operate under the Mukhyamantri Divyangjan Sashaktikaran Yojana (Sambal).
• Collateral-free and interest-free loans will be provided under this scheme to physically disabled (divyangjans) beneficiaries to start their own business.
• Business Loan of Rs. 10,00,000/- (Ten Lakh Rupees) will be provided to all eligible beneficiaries under the Bihar CM Divyangjan Udhyami Scheme.
• The government will also provide a 50% subsidy on the business loan, in which the amount of Rs. 5 lakh will be repaid by the Bihar Government.
• The remaining 50% (Rs. 5 Lakh) of the loan amount will have to be repaid by the beneficiary applicant.
• Moratorium Period under Mukhyamantri Divyangjan Udhyami Scheme of the Bihar Government will start after year from the date of disbursement of the last installment of the amount of loan.
• Social Welfare Department of the Bihar Government allocated the budget of Rs. 10,25,00,000/- (Ten Crore 25 Lakh Rupees) for the year 2025-2026 for the smooth implementation of Chief Minister Divyangjan Udyami Scheme.
• The government will soon going to accept the applications under this scheme.
• Beneficiary physically disabled people will have to wait to avail the benefit of a business loan under the Divyangjan Udyami Yojana of the Bihar Government.

Benefits Provided to Eligible Beneficiaries

• Bihar Government under Mukhyamantri Divyangjan Udhyami Yojana will provide the following benefits to all eligible disabled persons of the state :-
  • Collateral-free Employment Business Loan up to Rs. 10 lakh will be provided.
  • 50% amount of the Loan i.e., Rs. 5 Lakh, is a subsidy from the Bihar Government.
  • The remaining 50% amount of the Loan i.e., Rs. 5 lakh, is an interest-free loan.
  • The beneficiary should only have to repay Rs. 5 lakh.
  • Moratorium Period of 1 year will also be provided.

Eligibility Conditions Required to be Fulfilled

• Collateral and Interest Free Loan up to Rs. 10 lakh with 50% subsidy will be provided to only those beneficiaries who fulfill the below-mentioned eligibility criteria of Bihar Government’s Mukhyamantri Divyangjan Udhyami Yojana :-
  • Permanent Resident Applicant of Bihar are Eligible to Apply.
  • Applicant should be a Divyangjan. (Physically Handicapped)
  • The Age of the Applicant Divyangjan should be between 18 years to 50 years.
  • The applicant should not be a beneficiary of any other Business Loan Scheme of the Bihar Government.
  • Minimum Qualification required for the scheme should be Class 12th, ITI, or Polytechnic Diploma Passed.
  • Remaining Eligibility Criteria will be released soon.

• The following documents will be required at the time of applying for collateral and interest-free loan under the Bihar Government’s Mukhyamantri Divyangjan Udhyami Yojana :-
  • Proof of Residence of Bihar.
  • Disability Certificate.
  • Mobile Number.
  • Email ID.
  • Bank Account Number with IFSC Code.
  • Documents related to Educational Qualification.
  • Business Project Report.
  • Recent Passport Size Photo.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Cabinet of the Bihar Government gave its approval to launch the Mukhyamantri Divyangjan Udhyami Yojana in the State on 26-08-2025.
• Department of Social Welfare will soon draft the Official Guidelines of this scheme and release it to the public.
• The application process of the Bihar Divyangjan Udhyami Yojana is not clear yet.
• There is a possibility that the Application for Mukhyamantri Divyangjan Udhyami Yojana will going to be accepted online through https://udyami.bihar.gov.in/ portal of the Bihar Government.
• Social Welfare Department of the Bihar Government has already released the press note regarding the launch of the Mukhyamantri Divyangjan Udhyami Yojana in the State.
  
• In the coming days, eligible applicants can apply for a collateral-free and interest-free loan for self-employment purposes under this scheme.
