Introduction of Chhattisgarh Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana: A Brief Insight

• The Government of Chhattisgarh started the Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana on 12 March under the leadership of Chief Minister Vishnu Deo Sai.
• The state government introduced this scheme to help electricity consumers who are struggling to clear their pending electricity bills.
• Many people are unable to pay their bills on time because of financial difficulties, and over time, the surcharge on those bills keeps increasing.
• Through this scheme, the government wants to give relief to such consumers and help them settle their pending dues easily.
• The Government of Chhattisgarh’s State Power Distribution Company Limited is running this scheme to resolve long-pending electricity bill cases and reduce the financial burden on consumers.
• Under the Mukhyamantri Bijli Bill Bhugtan Samadhan Scheme, the government will provide 100% waiver on the pending surcharge amount of electricity bills.
• In addition, a subsidy will also be provided on the principal amount of the outstanding electricity bill.
• BPL electricity consumers will receive up to 75% waiver on the principal outstanding amount, while domestic and agricultural electricity consumers will receive 50% waiver on the principal amount of their pending bills.
• Another important benefit is that consumers do not need to pay the entire amount at once.
• Beneficiaries can also pay the remaining amount in easy instalments, which makes it easier for them to clear their dues under the Mukhyamantri Bijlee Bill Bhugtan Samadhan Yojana.
• Only permanent residents of Chhattisgarh who have pending electricity bills before 31 March 2023 are eligible to apply for this scheme.
• The scheme mainly covers BPL consumers, domestic electricity connection holders, and agricultural consumers.
• Eligible consumers can register and apply for the scheme in several simple ways.
• They can apply through the Official Website of CSPDCL, through the Mor Bijlee Mobile App, or by visiting the nearest electricity office or special camps organised by the department.
• Government estimates that around Rs. 1,566/- Crore amount of pending electricity bills will be settled through the Mukhyamantri Bijlee Bill Bhugtan Samadhan Yojana and 28.42 beneficiary electricity consumers will receive the benefit of Rs. 757/- Crore.
• At the time of registration, the applicant must deposit 10% of the outstanding amount to enrol in the scheme and start the settlement process.
• Beneficiary Electricity Consumers can also avail the benefit “Bijli Bill Half Yojana” of the Chhattisgarh Government, in which a subsidy will be provided on the specific use of electricity.

Benefits Provided to Eligible Beneficiaries

• Government of Chhattisgarh under its Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana will provide the following benefits to all eligible domestic and agricultural electricity consumers of the State :-
  • The government will 100% waive off the Pending Surcharge Amount of the Electricity Bills.
  • Subsidy on the Principal Amount of the Electricity Bill is also provided.
  • BPL Electricity Consumers will receive up to 75% waiver on the Principal Amount of the outstanding electricity bill.
  • Domestic and agricultural electricity consumers will receive 50% waiver on the Principal Amount of the electricity bill.
  • Beneficiary Electricity Consumers can also pay the amount in instalments.
  • It is mandatory to submit the 10% amount at the time of registration.

Eligibility Conditions Required to be Fulfilled

• The benefit of waiver on the pending surcharge amount of the electricity bill will be provided to only those applicants who fulfil the below-mentioned eligibility criteria of the Chhattisgarh Government’s Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana :-
  • Permanent Residents of Chhattisgarh State are only eligible to receive the benefits.
  • The applicant should have a pending electricity bill before 31-03-2023.
  • BPL, Domestic Connection Holders and Agriculture Consumers are eligible under this scheme.

• Beneficiary Electricity Consumers of the Chhattisgarh State can register themselves under the Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana through the following ways :-

  • Through the Mor Bijlee Mobile App.
  • Through the Electricity Office or Special Camps.

Online through the CSPDCL Official Website

• Chhattisgarh State Power Distribution Company Limited has its Official Website through which an electricity consumer can register themselves under the Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana.
• Visit the the Official Website of the CSPDCL and click on “Pay Your Bill Online”.
• Enter your electricity connection number and click on submit.
• The portal will verify the electricity connection number through OTP verification.
• The portal will also show the outstanding amount of the electricity bill along with the surcharge.
• The beneficiary consumer will have to pay the amount calculated by the Portal.
• Pay the pending surcharge amount along with the subsidised principal amount and avail the benefit of Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana of the Chhattisgarh Government.

Online through the Mor Bijlee Mobile App

• State Power Distribution Company Limited of the Chhattisgarh Government has its official mobile app named “Mor Bijlee”.
• Through the “Mor Bijlee Mobile App”, beneficiary applicants can register themselves under the Mukhyamantri Bijlee Bill Bhugtan Samadhan Yojana.
• Download the Mor Bijli Mobile App from the Google Play Store or Apple App Store.
• Log in to the mobile app with the registered mobile number.
• Select the Mukhyamantri Bijlee Bill Bhugtan Samadhan Yojana and enter your Electricity Connection Number.
• Verify the connection number with the mobile OTP.
• The Mobile App will verify the electricity connection number and calculate the outstanding surcharge amount and subsidised principal amount.
• Pay the electricity bill amount and receive the benefit of the Chhattisgarh Government’s Chief Minister Bijli Bill Bhugtan Samadhan Yojana of the Government of Chhattisgarh.

Offline through the Electricity Office or Camps

• The facility of registration under Mukhyamantri Bijlee Bijll Bhugtan Samadhan Yojana of the Chhattisgarh Government is also provided offline through the Electricity Officer or Special Camps.
• Beneficiary Electricity Consumer will have to visit their nearest electricity office or attend an organised special camp with the Aadhaar Card and the current electricity bill.
• The officials present at the location will entertain the consumer and register them in Mukhyamantri Bijli Bill Bhugtan Samadhan Yojana.
