Introduction of Pandit Lakhmi Chand Kalakar Samajik Samman Scheme: A Brief Insight

  • Haryana Government, while presenting the budget for the year 2023-2024 announced the launch of a pension scheme named “Pandit Lakhmi Chand Kalakar Samajik Samman Scheme”.
  • Then on the 5th of May 2025, the Government of Haryana finally launched this scheme in the whole state.
  • The main objective of the Haryana Government behind starting this scheme is to improve the socioeconomic and financial status of senior artists and art scholars of the State who don’t have a stable source of income at a certain age.
  • Pandit Lakhmi Chand Kalakar Samajik Samman Scheme was specifically started for those artists and art scholars who made a significant contribution in the field of art or who are still contributing but not actively participating due to their age.
  • This scheme is implemented by the Haryana Government’s Art and Culture Affairs Department.

  • Whereas, if the annual income of an artist or art scholar is more than Rs. 1.80 lakh but less than Rs. 3 lakh, then they will get Rs. 7,000/- per month under the Haryana Government’s Pandit Lakhmi Chand Kalakar Samajik Samman Yojana.
  • Those artists or art scholars are not eligible for a monthly pension whose annual income is more than Rs. 3 lakh per year.

  • However, the Beneficiary Applicant can apply through an Offline Application Form to avail the benefit of a monthly pension under the Government of Haryana’s Pandit Lakhmi Chand Kalakar Samajik Pension Scheme.

Benefits Provided to Eligible Beneficiaries

  • Senior Artists and Art Scholars will get the following benefits from the Haryana Government under its Pandit Lakhmi Chand Kalakar Samajik Samman Scheme :-
    • Monthly Honorarium (Financial Assistance) as a Pension will be provided.
    • Rs. 10,000/- per month will be provided to those beneficiaries whose annual income is up to Rs. 1,80,000/- per year.
    • Rs. 7,000/- per month will be provided to those beneficiaries whose annual income is more than Rs. 1,80,000/- but less than Rs. 3,00,000/-.
    • Monthly Pension will be directly transferred to the bank account of the beneficiary artist and art scholar.

  • Government of Haryana sets the following eligibility conditions for artisans and art scholars to provide them monthly honorarium under Pandit Lakhmi Chand Kalakar Samajik Samman Scheme :-
    • Only Permanent Residents of Haryana are Eligible to Apply.
    • Applicant should be a Registered Artist or Art Scholar.
    • Applicant Artist or Art Scholar should have worked in the field of art for at least 20 years.
    • The Age of the Applicant should be 60 years or more than 60 years.
    • Applicant should have a valid Parivar Pehchan Patra. (PPP ID)
    • Applicant Artist or Art Scholar’s Annual Income should be between Rs. 1.80 Lakh to Rs. 3 Lakh.
    • Applicant should have contributed to any of the below-mentioned art fields :-
      • Singing.
      • Acting.
      • Dance.
      • Drama.
      • Painting.
      • Playing a Musical Instrument.
      • Sculpture.
      • Theatre.
      • Or any other Visual Arts.

  • Beneficiary Artist will have to attach the following documents with the Application Form of Pandit Lakhmi Chand Kalakar Samajik Samman Scheme at the time of applying for financial assistance :-
