Introduction of Jharkhand Abua Awas Yojana: A Brief Insight

Government of India launched Pradhan Mantri Awas Yojana – Rural, in which housing assistance of Rs. 1,20,000/ or Rs. 1,30,000/- will be provided.
Jharkhand Government also submits a proposal in front of the Central Government for approval of an additional 8 lakh houses under PMAY-R in the State.
But the Central Government rejects the proposal of the Jharkhand Government.
Due to this, the Jharkhand Government decided to build 8 lakh houses with their own exchequer and launched a new housing scheme for homeless people.
The name of the Scheme is “Abua Awas Yojana” which was launched in the year 2023.
The main aim of this scheme is to provide a pucca house to all homeless people of Jharkhand.
Rural Development Department of Jharkhand is the implementing department of this scheme.
Jharkhand Government plans to provide 8 lakh pucca houses to all eligible people in three different phases.
The government will spend Rs. 16,320/- crore on the construction of houses under Abua Awas Yojna in 3-year period.
2,00,000 houses in the first phase in the year 2023-2024 will be constructed, then 50,000 houses in the second phase in the year 2024-2025 and at last 2,50,000 houses will be constructed in the third phase in the year 2025-2026.
Jharkhand Government has divided beneficiaries in two parts in order to provide them housing assistance under Abua Awas Yojana.
The first part consists of those beneficiaries who are homeless and destitutes who don’t have their own home in Jharkhand.
For homeless and destitute families, the Jharkhand Government will build well-constructed houses which consist of 3 rooms, 1 kitchen and 1 bathroom and allot them to beneficiaries under Abua Awas Yojana.
These houses will be built in an area of 31 Square Meters.
Whereas, if any person is living in a kutcha house, then they will receive the financial assistance of Rs. 2,00,000/- under Abua Awas Yojana for the construction of a house.
Apart from the homeless and those persons living in kutcha houses, Natural Calamities Victims, Specially Vulnerable Tribal Group (PVTG) Families, Bonded Labourers who are released are also eligible to get housing assistance under Jharkhand Government’s Abua Awas Yojana.
If the beneficiary person has already availed the benefit of housing assistance under “Pradhan Mantri Awas Yojana – Rural” or “Indira Awas Yojana” or “Baba Saheb Bhimrao Ambedkar Awas Yojana” or Birsa Awas Yojana” then those beneficiaries are not eligible to get the benefit under Abua Awas Yojana.

Selected Beneficiary will also get the benefits of 95 days of paid work under MGNREGA.
Jharkhand Government also launched the Abua Awas Yojana Official Website which can only be used for filing a Complaint regarding the scheme.
If the beneficiary wants to check the Abua Awas Yojana Application Status, then they can check by visiting Apki Yojana – Apki Sarkar – Apke Dwar Portal.
Camp Details can also be checked on this portal.
Application Form can be collected from the Gram Sabha or the Panchayat Office.
This scheme has another famous name which is “Abua Awas Scheme Jharkhand” or “Abua Housing Scheme Jharkhand”.
Abua Awas Yojana List of Beneficiaries can be checked by visiting the Office of Gram Sabha or Gram Panchayat.
At present, there is no facility available to apply for housing assistance under Abua Awas Yojana Online.
Jharkhand Government is also providing free of cost electricity under its “Mukhyamantri Urja Khushali Yojana”.

Benefits Provided to Eligible Beneficiaries

Government of Jharkhand will provide the following benefits to all eligible beneficiaries under Abua Awas Yojana :-
- Well-constructed 3 Room Set House with Kitchen and Bathroom will be provided to Houseless People.
- The area of the constructed house will be 31 Square Meters.
- Financial Assistance of Rs. 2,00,000/- will be provided to those People who are living in a Kutcha House.
- Paid Labour Work of 95 Days under MGNREGA will also be provided under Abua Awas Yojana.

Eligibility Conditions Required to be Fulfilled

Well-constructed 3 Room House with Kitchen and Financial Assistance of Rs. 2,00,000/- for the Construction of the House will be provided to those beneficiaries who fulfil the following eligibility criteria of Abua Awas Yojana :-

Only Permanent Residents of Jharkhand are Eligible to get Benefits.
The beneficiary should belong to any one of below mentioned category :-
- Presently Living in a Kuccha/ Kutcha House.
- Homeless persons or Destitute Families who don’t have his/her own House in Jharkhand.
- Specially Vulnerable Tribal Group (PVTG) Families.
- Natural Calamities Hit Victim Families.
- Released Bonded Labourers.
Beneficiary Person who doesn’t get housing benefit under any of the below-mentioned schemes is also eligible to apply for Abua Awas Yojana :-
- Indira Awas Yojana.
- Birsa Awas Yojana.
- Baba Saheb Bhimrao Ambedkar Awas Yojana.
- Pradhan Mantri Awas Yojana – Rural.

Ineligibility Conditions Set by the Government

If the applicant falls within the ambit of any of the following categories, then he/ she is not eligible to get assistance under Abua Awas Yojana of Jharkhand Government :-

Documents Required to be Attached

Beneficiary applicants will have to submit the following documents at the time of applying for housing assistance under Jharkhand Government’s Abua Awas Yojana :-
- Residence Proof of Jharkhand or Domicile Certificate.
- Beneficiary Aadhar Card.
- Beneficiary Caste Certificate. (If Required)
- Certificate of Income.
- MGNREGA Job Card.
- Self Declaration of Not Having Own House.
- Bank Account Number with IFSC Code.
- Mobile Number or Email.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

Homeless and Destitute Families and Families who are living in Kutcha House can apply to get a constructed house and financial assistance for house construction under the Government of Jharkhand’s Abua Awas Yojana.
The beneficiary can apply for this scheme through Application Form which is available at the following offices :-
- Block Office.
- Head (Mukhiya) of Panchayat Office.
- Office of Gram Sabha.
- Camp Offices of Apki Yojana – Apki Sarkar – Apke Dwar.
Take Application Form of Abua Awas Yojana from the above-mentioned offices and fill it correctly without any mistakes.
Beneficiary Applicant will have to attach the mandatory documents with the application form.
Submit the Application Form with all documents to the same office.
Head of Panchayat or Gram Sabha Officials will verify the received application form and documents and make a list of eligible beneficiaries of Abua Awas Yojana.
Eligible Beneficiary Details will then be entered on the Official Website.
As per the waiting list, each homeless beneficiary will get a constructed house which consists of 3 rooms, a kitchen and a bathroom and each beneficiary who is living in a kutcha house will get financial assistance of Rs. 2,00,000/- to construct a house.
Beneficiary Applicant can also check their Application Status of Abua Awas Yojana with the help of Acknowledgement Number and Registered Mobile Number on Apki Yojana – Apki Sarkar – Apke Dwar.
