Introduction of Karnataka Santwana Scheme: A Brief Insight
- Karnataka State faced many natural calamities in which many people suffered house and shop damage.
- Due to financial instability, many people doesn’t have the capability to reconstruct or renovate it.
- Keeping these things in mind, the Government of Karnataka launched a new scheme named “Santwana Scheme”.
- The main aim of this scheme is to provide financial support to those people who suffered house and shop damage due to natural calamities or communal violence.
- Minorities Development Corporation Limited of the Karnataka Government is the implementing agency of this scheme.
- Financial Assistance will be provided by the Karnataka Government under the Santwana Scheme to all eligible people to reconstruct or renovate their houses or shops who got demolished or damaged in communal violence or due to natural calamities.
- Rs. 5,00,000/- under the Santwana Scheme will be provided to beneficiaries under this scheme.
- Assistance provided to beneficiaries under the Santwana Scheme of the Karnataka Government will be provided as a loan and subsidy, in which 50% amount is a loan and 50% amount is a subsidy.
- Beneficiary applicant will have to pay only 50% of the loan amount i.e. Rs. 2,50,000/-.
- Remaining 50% amount of the loan i.e. Rs. 2,50,000/- will be paid by the Karnataka Government as a subsidy.
- Financial Assistance will only be used for the renovation and reconstruction of damaged houses and shops.
- But the Santwana Scheme is not for all residents of Karnataka, only minorities i.e. Muslims, Sikhs, Jains, Parsis, Buddhists and Zoroastrians are eligible to apply.
- If any applicant’s family annual income is more than Rs. 8,00,000/- per year then they are not eligible to avail the benefit of financial assistance under the Santwana Scheme.
- Only 18 years to 55 years age group applicant are eligible under this scheme.
- Inspection Report/ Incident Report is mandatorily required to be submitted to show damage valuation.
- If beneficiary applicant already availed the benefit of any loan scheme of Karnataka Minorities Development Corporation Limited in the last 5 years then they are not eligible to apply for the Santwana Scheme.
- However, beneficiaries of Arivu Education Loan Scheme of the Karnataka Government is exempted and are eligible to apply.
- The beneficiary can visit KMDC Online Portal and apply for the Santwana Scheme of the Government of Karnataka in order to avail the benefit of financial assistance of Rs. 5 lakh for renovation or reconstruction of damaged shops or houses.
- The beneficiary can also apply for the Santwana Scheme through Mobile App of KMDC Online.

- In case of help or assistance required, the beneficiary can contact Minorities Development Corporation Limited.
- Families of Karnataka can apply for “Gruha Jyothi Scheme” to avail the benefit of free domestic electricity at their homes.
Benefits Provided to Eligible Beneficiaries
- Government of Karnataka will provide the below mentioned benefits under the Santwana Scheme to those minority category applicants whose houses and shops have been destroyed due to natural calamity or communal violence :-
- Financial Assistance of Rs. 5,00,000/- will be provided to Beneficiaries.
- The beneficiary can use this amount to renovate their damaged house and shop.
- This Assistance will be provided in the form of 50% as a Loan and 50% as a Government Subsidy.
- The beneficiary will have to pay the loan of Rs. 2,50,000/- and the remaining Rs. 2,50,000/- will be paid by the Karnataka Government.
- Interest will be Applicable at the Bank Rate.
Eligibility Conditions Required to be Fulfilled
- Loan Assistance of Rs. 5,00,000/- in the form of 50% Subsidy and 50% Loan will be provided by the Karnataka Government to only those beneficiaries who fulfil the below-mentioned eligibility criteria of Santwana Scheme :-
- Beneficiary Applicant should belong to any one of the following minority category :-
- Muslim.
- Sikh.
- Jains.
- Parsis.
- Zoroastrians.
- Buddhist.
- Above Mentioned Minority Category Applicant should be a Permanent Resident of Karnataka.
- Age of Beneficiary Applicant should be between 18 years to 55 years.
- Beneficiary Applicant’s Family Annual Income should not be more than Rs. 8,00,000/- per year.
- Incident Report from the Concerned Authority is mandatorily required.
- If any family member of the beneficiary applicant is employed in the Central or State Government, then they are not eligible to apply.
- If any loan is taken from Karnataka Minorities Development Corporation (except Arivu Education Loan Scheme) in last five years then the beneficiary is not eligible to apply.
- Beneficiary Applicant should belong to any one of the following minority category :-

Documents Required to be Attached
- Beneficiary Applicant will have to upload the following documents on the KMDC Online Portal at the time of applying for a loan under the Karnataka Government’s Santwana Scheme :-
- Applicant Photograph.
- Certificate Income from Competent Authority.
- Certificate of Caste or Minority Certificate from the Competent Authority.
- Bank Account Number with IFSC Code.
- Applicant Aadhaar Card for Proof of Residence.
- Surety Self Declaration Form.
- Self Declaration of Applicant.
- Incident Report from Competent Authority.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Beneficiary Applicant whose houses and shops have been destroyed due to natural calamity or communal violence can apply for financial assistance under the Santwana Scheme of the Karnataka Government.
- Application under the Santwana Scheme can be submitted through Online Portal of Karnataka Minorities Development Corporation Limited known as KMDC Online.
- Beneficiary Applicant will have to visit the KMDC Online Website and choose the Santwana Scheme or click on Apply Online.

- Enter your Mobile Number and Click on Submit.

- Online Portal will then ask for the Aadhaar Number which will be authenticated through OTP.

- After Aadhaar Authentication, Select Santwana Scheme.
- Fill the Santwana Scheme Online Application Form which will appear after verification.
- Upload the mandatory documents on the portal.
- Preview the Application Form, check the uploaded documents and click on the submit button to submit the form.
- Online Portal will generate the Registration ID of the Santwana Scheme.
- Application Form and Documents will be verified by the concerned officials of Karnataka Minorities Development Corporation Limited.
- Selected Beneficiary List will then be forwarded to the banking institution for approval of the loan.
- After final approval, financial assistance of Rs. 5,00,000/- under the Karnataka Government’s Santwana Scheme will be transferred to the bank account of the beneficiary.
- 50% amount of the loan will be paid by the Karnataka Government and the remaining 50% will be paid by the Beneficiary Applicant.
- Beneficiary Applicant can also check the Santwana Scheme Application Status with the help of Mobile Number/ Registration ID, Mobile Number and Date of Birth.
