Introduction of Odisha Antyodaya Gruha Yojana: A Brief Insight
- Odisha Government had launched Antyodaya Gruha Yojana in the State on 20-08-2025.
- The main objective of government behind starting this scheme is to ensure pucca house for every household who left out from the ongoing housing schemes such as “PM Awas Yojana”.
- Through the Antyodaya Gruha Yojana, government aims to provide pucca house to all families in rural areas who are homeless or currently living in kutcha house.
- The implementing department of this scheme is the Panchayati Raj & Drinking Water Department of the Odisha Government and the Panchayat Samities is the implementing agencies of this scheme.
- There are two components in Odisha Government’s Antyodaya Gruha Yojana, the first one is assistance for construction of new house and the another one is incentive to beneficiaries.
- Each eligible beneficiaries will now receive financial assistance from Odisha Government under Antyodaya Gruha Yojana to construct the pucca house.
- Financial Assistance of Rs. 1,20,000/- in 3 installment of Rs. 40,000/-, Rs. 65,000/- and Rs. 15,000/- respectively will be provided for the construction of new pucca house.
- Apart from this financial assistance, Odisha Government is also providing financial incentive to those beneficiaries who completed their house construction within 4 or 6 months.
- Beneficiary of Antyodaya Gruha Yojana who completed the house construction within 4 month will receive the additional financial benefit of Rs. 20,000/-.
- And, those beneficiaries who completed the work of the house within 6 months will receive the financial incentive of Rs. 10,000/- under Antyodaya Gruha Jojana of Government of Odisha.

- Odisha Government allocated Rs. 2,603/- Crore for the smooth implementation of the scheme for the year 2025-2026.
- There is no need to apply directly for Antyodaya Gruha Scheme of Government of Odisha to avail the benefit of financial assistance for construction of house.
- District Magistrate with BDO and Tehsildar will select the beneficiaries after due ground verification.
- In the first and second phase of Antyodaya Gruha Yojana, 60,000 and 50,000 beneficiaries respectively has already taken the benefit of financial assistance for the construction of pucca house.
- And on 19-10-2025, Chief Minister of Odisha Shri Mohan Charan Majhi launched the 4th phase of the Antyodaya Gruha Jojana in which he released the 1st installment of Rs. 40,000/- directly in the bank account of 48,693 beneficiaries.

- Families having women can apply for “Subhadra Yojana” in which financial assistance will be provided by the Orissa Govt.
Benefits Provided to Eligible Beneficiaries
- Government of Odisha under its Antyodaya Gruha Yojana will provide the following benefits to all eligible applicants who are houseless or doesn’t own kutcha house :-
- Moneratary Assistance will be provided to construct pucca house.
- Housing Sites/ Plots will be provided to Homeless People.
- Rs. 1,20,000/- financial assistance will be provided by government for the construction of house.
- This housing assistance will be provided in 3 installments to the beneficiary.
- Additional Incentive will also provided to beneficiaries for early completion of house construction.
- Rs. 20,000/- additional incentive will be provided if the construction of house is completed within 4 months.
- Rs. 10,000/- additional incentive will be provided if the construction of house is completed within 6 months.
- Amount of Assistance for house construction will be directly transferred in the account of beneficiary.
- 90/95 Days work will also provided to beneficiaries under MGNREGA.
Release of Installments
- Amount of Assistance for construction of house under Antyodaya Gruha Yojana will be issued in 3 installments at the following level of construction :-

Eligibility Conditions Required to be Fulfilled
- The benefits of financial assistance of Rs. 1,20,000/- for construction of house will be provided to only those applicants who fulfill the following eligibility criteria of Antyodaya Gruha Yojana of Government of Odisha :-
- Permanent Resident Applicants of Rural Areas in Odisha are Eligible for Assistance.
- Applicant should be houseless or living in kutcha house and comes under any one the following mentioned category :-
- Beneficiaries of Forest Right Act, 2006 (FRA).
- Families whose Head of the Family is Disabled having 40% or more disability.
- Lower Income Group Families who left out from current housing schemes of central or state government.
- If the applicant falls under any one of the below mentioned category then they are also eligible to apply for housing assistance under Antyodaya Gruha Yojana :-
- Houses damaged fully or severly in natural or man made disasters such as flood, fire, earthquake, cyclone, elephant menace, communal violence, LWE violence, major law and order problems etc.
- House relocation or shifting due to River/ Sea Inundation.
- Houses which are rehabilitated or relocated due to Government projects such as irrigation projects, highways etc.
- Relocation of Houses due to staying in Sanctuary or Reserve Forest Areas.
- The minimum carpet area should be 25 Square Meters.
- There should be Hygienic Cooking Space and Toilet Area in the constructed house.
Ineligibility Conditions Set by the Government
- Odisha Government also sets some ineligibility criteria and any applicants who falls within any one the below mentioned category then they are not eligible to avail the benefits of Antyodaya Gruha Yojana of Odisha Government :-
- Families staying in Pucca House.
- Families having Current or Retired Employee of Central or State Government.
- Families having following vehicles at home :-
- Four Wheeler.
- Mechanized Three or Four Wheeler Agricultural Equipment.
- Families having Registered Non-Agrilcultural Enterprises.
- If having any person in a family who is earning Rs. 15,000/- per month or more.
- Families hodling any one areas of the land :-
- Irrigated Land of 2.5 Acres or more OR,
- Un-Irrigated Land of 5 Acres or More.
- Beneficiaries of any other housing schemes of State or Central Government.
- Families relocated due to Government Projects but own pucca house in other locality.
Documents Required to be Attached
- The below mentioned documents will be required to show to the authorities at the time of survey of the house under Antyodaya Gruha Yojana of Odisha Government :-
- Recent Color Photo of the Applicant.
- Aadhaar Card of the Beneficiary.
- Family Ration Card.
- Family Income Certificate.
- Bank Account Number with IFSC Code.
- Certificate of Disability. (If Applicable)
- Mobile Number.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Odisha Government didn’t provide any direct channel for beneficiaries to apply for financial assistance for the construction of house under Antyodaya Gruha Yojana.
- The District Magistrate of the respective district will make a list of eligible beneficiaries after ground verification and submit the list to Panchayati Raj & Drinking Water Department.
- Panchayati Raj & Drinking Water Department will further take orders from the Office of the Chief Minister and forward the sanction list to Block Development Officer.
- Block Development Officer will then sanction the house in favour of eligible beneficiaires of Antyodaya Gruha Yojana of Government of Odisha.
- BDO also allocated the housing sites to those beneficiaries who are homeless/ houseless and issued sanction letter to them.
- It is mandatory to complete the work of construction of house within 12 months from the date of receiving the 1st installment under Antyodaya Gruha Yojana of Odisha Government.
