Introduction of Odisha Videsh Shiksha Bruthi Scheme: A Brief Insight

• Videsh Shiksha Bruthi Scheme is launched by Odisha Government’s Higher Education Minister Shri Suryabanshi Suraj on 26-11-2025.
• The main objective behind starting this scheme is to support the economically and socially backwards students so that they can pursue their higher education from foreign universities.
• The Higher Education Department of the Odisha Government is the implementing department of this scheme.
• Odisha Government’s Videsh Shiksha Bruthi Scheme is an overseas scholarship programme that is not for general students.
• Students belonging to the Scheduled Caste and Scheduled Tribe Category are only eligible to apply for a scholarship under the Videsh Shiksha Bruti Scheme.
• Beneficiary Students pursuing Post-Graduation Course or Doctoral Course from top 200 QS World-Ranked Universities are only eligible to apply for this overseas scholarship programme of the Odisha Government.
• Yearly Financial Assistance of Rs. 25 Lakh will be provided to selected students for their higher education from top foreign universities.
• This Scholarship includes the Tuition Fees, Living Expenses and other Academic Costs.
• If any student’s annual family income is more than Rs. 12 lakh per year then they are not eligible to apply for a scholarship under the Videsha Shiksha Bruti Yojana of the Government of Odisha.
• Every year 50 students will be selected by the government out of which 18 seats are for Post Graduation Course and 32 seats are for Doctoral Courses.
• Application under the Videsh Shiksha Bruti Scheme will be accepted twice by the Odisha Government, first in July and August and second in December and January.
• At present, only this much information is available regarding this scheme.

Available Seats under Videsh Shiksha Bruti Scheme

• Odisha Government’s Higher Education Department will select 50 units every year. The allotment of seats as per the educational course of the student is mentioned below :-

Benefits Provided to Eligible Beneficiaries

• The Odisha Government will provide the following benefits to selected students under the Videsh Shiksha Bruti Scheme who secured admission in top-ranking foreign educational institutes :-
  • Financial Assistance as a Scholarship will be provided to Selected Students.
  • Scholarship of Rs. 25 Lakh per year is applicable under this scheme.
  • The Amount of Scholarship includes Tuition Fees, Living Expenses, and other academic costs.
  • Every Year 50 Students will be selected for a Scholarship.
  • Scholarship will be provided to Post Graduate and Doctoral Courses only.

Eligibility Conditions Required to be Fulfilled

• Financial Assistance as a scholarship of up to Rs. 25 lakh per year will be provided by the Odisha Government to only those students who fulfil the following eligibility conditions of Videsh Shiksha Bruti Scheme :-
  • Permanent Students of Odisha are Eligible to Apply.
  • Beneficiary Student should belong to the Scheduled Caste or Scheduled Tribe Category.
  • The student should be a Meritorious One.
  • Beneficiary Student should have secured admission in a Post Graduate or Doctoral Course in a Top Global Educational Institution/ University.
  • The Educational Institute/ University should be ranked within the Top 200 in the QS World University Rankings.
  • The Annual Family Income of a Student should not be more than Rs. 12 Lakh.

• The expected documents that are required at the time of applying for a scholarship under the Government of Odisha’s Videshi Shiksha Bruti Scheme are mentioned below :-
  • Residence Proof of Odisha.
  • Aadhaar Card of the Student.
  • Mobile Number and Email.
  • Passport.
  • Visa.
  • Recent Colour Passport Size Photo.
  • Admission Letter.
  • Family Income Certificate.
  • Bank Account Number with IFSC Code.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Higher Education Minister Shri Suryabanshi Suraj launched the Videsh Shiksha Bruti Scheme on 26-11-2025.
• He states that twice every year the Higher Education Department of the Odisha Government will accept the application form under this scheme.
• First in July and August and second in December and January.
• At present, the application process of the Videsh Shiksha Bruti Scheme is not clear.
• The Higher Education Department will soon draft the Official Guidelines of the Scheme and release them in the public domain.
• It depends on the department to accept the Videsh Shiksha Bruti Scheme Application through Online Mode or through Offline Mode.
• If the mode of application is online then there might be a possibility that the online application form will be available on the Odisha State Scholarship Portal.
• And if the application form is accepted offline, then the forms will be distributed through the District Offices of the Higher Education Department.
• Currently, only this much information is available regarding the Odisha Government’s Videsh Shiksha Bruthi Scheme.
