Introduction of Rajasthan Swami Vivekananda Scholarship for Academic Excellence Scheme: A Brief Insight
Studying at world-renowned universities such as Oxford, Harvard, MIT, IIT Madras, or IISc Bengaluru is a dream for many students in Rajasthan. However, high tuition fees and living expenses often make quality higher education unaffordable. To help deserving students overcome this financial barrier, the Department of Higher and Technical Education, Government of Rajasthan introduced the Swami Vivekananda Scholarship for Academic Excellence Scheme (SVSAES) under the guidelines issued on 20 August 2025 (Reference No. F7(4)/CCE/SVS/2025/05977).
The scheme aims to support talented students who secure admission to universities included in the official eligible university list notified by the Rajasthan Government. It is implemented by the Commissionerate of College Education, Rajasthan. Every financial year, the government offers 500 scholarships, including 150 for foreign universities and 350 for Indian universities. Out of these, 30% seats are reserved for female students belonging to the E1 and E2 income categories.
The scholarship amount depends on the applicant’s income category. Students in the E1 category with an annual family income below Rs. 8 lakh receive 100% tuition and bench fees up to Rs. 50 lakh per year. They also receive a monthly maintenance allowance of Rs. 1,00,000 for studies abroad or Rs. 25,000 for studies in India. Eligible E1 students admitted to foreign universities also receive a one-time advance of Rs. 3 lakh to meet approved pre-departure expenses.
Students under the E2 category receive 85% tuition and bench fee assistance along with a monthly maintenance allowance of Rs. 50,000 for foreign universities or Rs. 15,000 for Indian universities. Students in the E3 category receive 70% tuition and bench fee assistance up to Rs. 35 lakh per year for eligible foreign universities. They are not eligible for a monthly maintenance allowance.
To apply, students must be permanent residents of Rajasthan, be below 35 years of age as on 1 July of the relevant financial year, have secured at least 60% marks in the last qualifying examination, and possess a valid admission or offer letter from an eligible institution. Applications are accepted online through Rajasthan Scholarship Portal using an SSO ID linked to Jan Aadhaar.
Students who wish to continue higher education within Rajasthan can also explore the Devnarayan Chhatra Scooty Vitran Evam Protsahan Rashi Yojana, which provides free scooties and annual financial incentives to eligible MBC girl students. One-Time Advance for Foreign Studies
Students belonging to the E1 category and joining an eligible foreign university after selection can receive a one-time advance of Rs. 3 lakh before leaving India.
- The advance can be used for airfare, visa fees, laptop purchase, medical insurance, and other approved pre-departure expenses.
- The monthly maintenance allowance during the first year will be Rs. 75,000 per month after adjusting the advance amount.
- This advance is available only once during the entire course.
Seats and Reservation
- 500 scholarships are available every financial year.
- 150 seats are reserved for eligible foreign universities.
- 350 seats are reserved for eligible Indian universities.
- 30% of seats are reserved for female students belonging to the E1 and E2 income categories.
- Female students of the E1 category receive priority over E2 category applicants.
Additional Benefits
- Selected students receive priority consideration for the Rajasthan Government’s Young Intern Program.
- The maintenance allowance covers accommodation, medical insurance, contingency expenses, visa charges, airfare, equipment, books, and TCS wherever applicable.
- If a student receives scholarship or fellowship assistance exceeding Rs. 12 lakh per year from any other source, the excess amount will be adjusted while calculating benefits under this scheme.

Note: If the applicant is below 18 years of age or is studying outside Rajasthan, the prescribed annexures must be completed by the parent or legal guardian as specified in the official guidelines.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
Eligible students can apply for the Swami Vivekananda Scholarship for Academic Excellence Scheme only through the Rajasthan Scholarship Portal. A valid Jan Aadhaar-linked SSO ID is mandatory to submit the online application. Students who are unable to apply online themselves can also submit their application through an E Mitra Kiosk.
Step 1: Visit the Rajasthan Scholarship Portal and click on Login. The portal will redirect you to the Rajasthan SSO Portal.
Step 2: If you do not already have an SSO ID, click on Register and create your account using your Jan Aadhaar Number. Complete the OTP verification and ensure your Jan Aadhaar Family ID and Aadhaar details are correctly updated in your SSO profile.
Step 3: Log in using your SSO ID and password. From the dashboard, open the Swami Vivekananda Scholarship for Academic Excellence Scheme (SVSAES) application.
Step 4: Select your name from the list of family members available through the Jan Aadhaar database. Verify the OTP received on your registered mobile number to open the application form.
Step 5: Your basic details such as name, date of birth and address will be fetched automatically from Jan Aadhaar. Fill in the remaining information, including your current address, bank account details, educational qualifications, family income, scholarship details if any, and details of the eligible Indian or foreign university where you have secured admission.
Step 6: Upload all the required documents, including your Class 10 marksheet, latest qualifying examination marksheet, domicile certificate, university offer or admission letter, fee letter, income affidavit, ITR-related documents, and other prescribed affidavits and annexures in the required format.
Step 7: Click on Save as Draft if you want to complete the application later. The system will generate a unique Application ID. Keep this number safely as it will be required for future correspondence and application tracking.
Step 8: After verifying all the information, click on Submit. Confirm the submission when prompted. Once the application is successfully submitted, you can monitor its status, respond to objections, and view updates through your Citizen Dashboard on the scholarship portal.
Alternative Method: Students who are unable to submit the application online can visit their nearest E Mitra Kiosk with all the required original documents. The E Mitra operator will complete the online application, upload the documents, submit the form, and provide the acknowledgement receipt containing the Application ID.
After Provisional Selection: Provisionally selected candidates must submit the Unconditional Offer Letter, Indemnity Bond on a Rs. 500 non-judicial stamp paper with two guarantors, Relieving Letter from the employer (where applicable), and Passport with Visa for foreign university admissions within the prescribed time limit mentioned in the scheme guidelines.
