Introduction of Uttar Pradesh Mukhyamantri Matsya Sampada Yojana: A Brief Insight

Uttar Pradesh is home to approximately 39 lakh fishermen and fish farmers, many of whom depend on Gram Sabha ponds for their livelihood. These ponds, managed traditionally by local leaseholders, produce only 25-30 quintals of fish per hectare annually, far below their potential. The central Pradhan Mantri Matsya Sampada Yojana does not permit any project on ponds allotted under Gram Sabha lease, leaving thousands of leaseholders without access to fisheries subsidy support. To fill this gap, the Matsya Vibhag, Government of Uttar Pradesh, launched the Mukhyamantri Matsya Sampada Yojana (MMMSY) on 30 December 2022.

The scheme operates through two components. Component A provides a subsidy for the first year’s investment in fish production, while Component B supports the establishment of fish seed banks on improved Gram Sabha and other leased ponds. Both components carry a unit cost of Rs. 4 lakh per hectare, with a 40% subsidy amounting to Rs. 1.60 lakh, while the leaseholder bears the remaining 60% as Rs. 2.40 lakh.

Leaseholders with a minimum of 4 years remaining on their lease can apply for up to 2.0 hectares of pond area through the UP Fisheries Department portal. The District Level Committee, headed by the District Magistrate, selects beneficiaries, after which physical verification and four rounds of geo-tagging confirm proper utilisation before subsidy release. The scheme aims to raise pond productivity from 25-30 quintals to 50 quintals per hectare per year, targeting 3,000 hectares of water area over five years from 2022-23 to 2026-27.

Fish farmers in Uttar Pradesh who own private ponds and are not covered under MMMSY can explore the central Pradhan Mantri Matsya Sampada Yojana, which supports hatcheries, fishing vessels, cold storage, and other fisheries infrastructure on privately owned land. Traditional fishermen communities looking for boat and equipment support can also check the Nishadraj Boat Subsidy Yojana, which provides a 40% subsidy on fishing boats, nets, and life jackets for fishermen across Uttar Pradesh.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

Mukhyamantri Matsya Sampada Yojana accepts applications online through the departmental portal. Beneficiaries are selected by the District Level Committee (DLC) headed by the District Magistrate, after which physical verification and geo-tagging confirm eligibility before subsidy release.

Step 1: Visit the official portal at fisheries.up.gov.in and select the relevant sub-scheme – Component A (First Year Investment) or Component B (Fish Seed Bank), based on your requirement.

Step 2: Register on the portal and fill in your personal details, pond lease details, and bank account information in the online application form.

Step 3: Upload all required documents – photograph, identity proof, bank passbook, pond lease records, lease rent receipt, Antyodaya/BPL card copy if applicable, and self-attested affidavit.

Step 4: Submit the application. The District Level Committee, headed by the District Magistrate, will review your application along with other applicants in your district and select beneficiaries within the target allotted to your district.

Step 5: After selection, local Fisheries Department officials will conduct an initial site survey of your pond, including soil testing and a feasibility report submitted to the Assistant Director Matsya or the CEO concerned.

Step 6: Purchase the required investment items as per your project report – fish seed, supplementary feed, water supply resources, medicines, and nets for Component A, or spawn, fry, supplementary feed, hapa, and nets for Component B. Submit certified bills and vouchers to the departmental office.

Step 7: The first geo-tagging of your pond is conducted before work begins. If you have availed a bank loan, the first instalment is released after this stage. The second geo-tagging follows after the first instalment is utilised, after which the second instalment is released.

Step 8: A third geo-tagging is conducted after the second instalment is approved, and a fourth geo-tagging is conducted once the work is fully completed. All four rounds of geo-tagging are mandatory for subsidy verification and release.

Step 9: Continue fish farming or fish seed production on the applied pond for a minimum of 4 years. Discontinuing the activity midway results in the recovery of the subsidy amount along with 12% annual interest, as per the self-certified undertaking submitted at the time of application.
