Introduction of West Bengal Bina Mulya Samajik Suraksha Yojana: A Brief Insight

Think about a daily wage worker, a street vendor, a domestic servant, or a construction labourer. These workers do not have a fixed employer, no EPF account, and no workplace health insurance. If they fall sick, face an accident, or a family emergency hits, there is nothing to fall back on. This is the reality for nearly 93% of West Bengal’s working population who belong to the unorganised sector.

The West Bengal Government created the Bina Mulya Samajik Suraksha Yojana (BM-SSY) to build a safety net for these workers. Under a single registration, a worker gains access to five welfare benefits – provident fund savings, health treatment support, death and disability compensation, education assistance for children, and free skill development training. The scheme runs under the Labour Commissionerate, Government of West Bengal, and the official portal at bmssy.wblabour.gov.in handles all registrations and benefit claims online.

The scheme was launched as Samajik Suraksha Yojana (SSY) on 01 April 2017. At that time, workers contributed Rs. 25 per month towards their provident fund. The state government matched this with Rs. 30 per month. From 01 April 2020, the state government started paying the worker’s Rs. 25 contribution itself – making the scheme completely free. This is why the scheme was renamed as Bina Mulya Samajik Suraksha Yojana. “Bina Mulya” simply means free of cost in Bengali.

Workers who were already enrolled under the old Samajik Suraksha Yojana automatically became beneficiaries of BM-SSY when the scheme was made free of cost in 2020. New applicants can complete their registration through the official portal and access a wide range of social security benefits under a single scheme.

Today, BM-SSY serves as one of the largest welfare initiatives for unorganised sector workers in West Bengal, helping them and their families secure financial protection during illness, accidents, disability, old age, and other unforeseen circumstances.

The Government of West Bengal has also launched several other welfare initiatives aimed at improving the financial security and quality of life of different sections of society. Eligible women can explore the Annapurna Yojana for food security support and the Free Travel Scheme for Women for transportation benefits. Young job seekers looking for employment opportunities may also check the Yuva Shakti Yojana.
