Introduction of Assam Mukhya Mantrir Eti Koli Duti Paat Scheme: A Brief Insight
- Assam Government officially launched the much-awaited financial assistance scheme for tea garden workers named “Mukhya Mantrir Eti Koli Duti Paat Scheme” on 25th of January 2026.
- The official name of this scheme is “Assam Tea Garden Workers’ Financial Assistance Scheme”.
- Cabinet of the Assam Government gave its approval to launch this scheme on 18th of July 2025.
- The main objective of the government behind starting this scheme is to provide monetary support to tea garden workers of Assam to stabilise their financial position.
- Finance Department of the Assam Government is the implementing department of this scheme.
- The one-time financial assistance of Rs. 5,000/- will be provided to each eligible and registered tea garden worker under the Mukhyamantri Eti Koli Duti Paat Scheme of the Government of Assam.
- Permanent or Temporary Registered Tea Garden Workers who are currently working in the recognised tea gardens of Assam State are eligible to receive the financial assistance under this scheme.
- Tea Garden Owners, Management, Small Growers, Government Employees, Income Tax Payers and contractual staff of any government entity is not eligible to apply for assistance under the Assam Tea Garden Workers’ Financial Assistance Scheme.
- Around 7 lakh tea garden workers and their families will receive the one-time financial assistance scheme under Mukhya Mantrir Eti Koli Duti Paat Scheme of the Assam Government.
- Assam Government allocated Rs. 342 crore for the year 2025-2026 for the smooth implementation of this scheme.
- Tea Garden doesn’t have any need to apply directly for the Assam Government’s Mukhya Mantrir Eti Koli Duti Paat Scheme.
- The management of the tea garden will forward the list of eligible tea garden workers to the District Administration which will be further approved by the District Level Implementation Committee. (DLIC)
- Women Tea Garden Workers can also apply for “Orunodoi Scheme” in which monthly financial assistance of Rs. 1,250/- will be provided directly in the bank account.

Benefits Provided to Eligible Beneficiaries
- Assam Government will provide the following benefits to all eligible tea garden workers under the Mukhya Mantrir Eti Koli Duti Paat Scheme :-
- One-time financial assistance will be provided to eligible beneficiaries.
- Each Tea Garden Worker will receive Rs. 5,000/- assistance directly into their bank account.
Eligibility Conditions Required to be Fulfilled
- One Time Monetary Assistance of Rs. 5,000/- will be provided by the Assam Government to only those beneficiaries who fulfil the below-mentioned eligibility criteria of Mukhya Mantrir Eti Koli Duti Paat Scheme :-
- Permanent and Presently Residing Beneficiary of Assam is Eligible.
- The beneficiary should be a Registered Tea Garden Worker working in the Recognised Tea Gardens of Assam.
- The beneficiary should have an Aadhaar Linked Active Bank Account.
- Both Permanent and Temporary Tea Garden Workers are eligible to receive assistance.
Ineligibility Criteria of the Scheme
- If any beneficiary falls within the ambit of any of the following criteria, then they are not eligible to receive financial assistance of Rs. 5,000/- under Mukhya Mantrir Eti Koli Duti Paat Asoni of the Government of Assam :-
- Beneficiary of similar cash assistance under any Tea Welfare Scheme.
- Tea Garden Owners and Management.
- Owners of Associated Business.
- Small Tea Growers.
- Income Tax Payee.
- Government Employee.
- Contractual Employee with Government Entity.
Documents Required to be Attached
- The following documents will be required at the time of availing the benefit of Assam Government’s Mukhya Mantrir Eti Koli Duti Paat Scheme :-
- Residence Proof of Assam.
- Aadhaar Card of the Beneficiary.
- Mobile Number.
- Registration Number of Tea Garden Worker.
- Bank Account Details with IFSC Code.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Beneficiary Tea Garden Workers don’t have any need to apply directly for Mukhya Mantrir Eti Koli Duti Paat Scheme to receive one-time financial assistance of Rs. 5,000/-.
- The Tea Garden Management will prepare a list of all eligible (both permanent and temporary) tea garden workers and employees and submit it to the District Administration.
- Employees of Tea Garden Management are not eligible to apply.
- District Level Implementation Committee (DLIC) will verify the received information and approve the list.
- The Application Form of Mukhya Mantrir Eti Koli Duti Paat Scheme will then be distributed by the District Committee among the approved beneficiaries.
- The manager of the Tea Garden will assist the tea garden workers in filling out the application form.
- Mukhya Mantrir Eti Koli Duti Paat Scheme Filled Application Form will then be submitted to the District Administration for digitisation.
- Details of the beneficiary tea garden will then be uploaded and further authenticated by the District Level Implementation Committee.
- Selected Tea Garden Workers will receive the financial assistance of Rs. 5,000/- through an account payee cheque.
- A beneficiary must deposit the received cheque within 15 days of receipt.
