Introduction of Delhi LPSC Rebate Scheme 2025: A Brief Insight
- Delhi Government launched two major short-term welfare schemes for the people of Delhi on 14-10-2025.
- The first one is the LPSC Rebate Scheme (दिल्ली एलपीएससी पानी बिल माफी योजना) and the full name is Late Payment Surcharge Payment Rebate Scheme 2025.
- The other one is “Scheme for Regularisation of Unauthorised Water and Sewer Connections”.
- In this article, we are going to talk about the water bill waiver scheme of the Delhi Government named “LPSC Rebate Scheme”.
- The main objective of the government behind starting this scheme is to provide relief to consumers of Delhi to settle their outstanding arrears of water bills.
- Jal Board of the Government of Delhi is the implementing agency of this scheme.
- According to government sources, the Delhi Jal Board has an outstanding bill amount of Rs. 87,589 crore out of which the principal amount is only Rs. 7,125 crore and the remaining amount of Rs. 80,463 is the surcharge amount.
- Through the Late Payment Surcharge (LPSC) Waiver Scheme, Delhi Jal Board aims to waive the amount of late payment surcharge on outstanding water bills.
- Delhi Jal Board sets two slabs of waiver for domestic water connection holder consumers.
- In the first slab, any domestic consumer who paid the principal amount of the water bill till 31-01-2026 can avail the benefit of a 100% waiver of the outstanding late payment surcharge amount.
- This means, they only have to pay the actual amount of the water bill, any penalty or additional surcharge amount on the water bill will be waived off 100% under the Delhi Government’s LPSC Water Bill Waiver Scheme.
- In the second slab of the water bill amnesty scheme of the Delhi Government, any domestic consumer who paid the principal amount of their water bill from 01-02-2026 to 31-03-2026 can avail the benefit of a 70% waiver on the outstanding late payment surcharge amount.
- LPSC Rebate Scheme on Water Bills of Delhi Government is a short-term scheme which is operational till 31-03-2026 only.
- So, any person who has an outstanding water bill with a late payment surcharge on it can pay the principal amount in full or in instalments till 31-03-2026 and avail the benefit of 100% or 70% waiver of the surcharge amount.
- Online Payment can also be done through the Revenue Management System Portal of Delhi Jal Board.
- In case any help or assistance is required regarding the Late Payment Surcharge Rebate Scheme of the Delhi Government, the applicant can call on 1916 or can visit their Zonal Revenue Office.
- If you can hear “Water Bill Amnesty Scheme” or “LPSC Water Waiver Scheme” or “LPSC Pani Bill Mafi Yojana” or “LPSC Water Bill Rebate Scheme”, then do not get confused. This is the same name of this scheme which can be said through by using different terms.
- Female Family Members can also apply for the upcoming financial assistance scheme of the Delhi Government’s named “Mahila Samriddhi Yojana” in which a monthly amount of Rs. 2,500/- per month will be provided.

Benefits Provided to Eligible Beneficiaries
- Delhi Government through the Jal Board will provide the below mentioned benefits to all eligible residents of the State under its newly launched LPSC (Late Payment Surcharge) Rebate Scheme :-
- Benefit of Waiver of Late Payment Surcharge on Domestic Water Bills.
- 100% water bill surcharge waiver benefit will be provided if the bill amount is paid by 31-01-2026.
- 70% waiver bill surcharge waiver benefit will be provided if the bill amount is paid from 01-02-2026 to 31-03-2025.
- Principal Amount of the Water Bill can be paid in a lump sum or in instalments.
Eligibility Conditions Required to be Fulfilled
- The benefit of 100% and 70% rebate on outstanding water bills payment will be provided to only those beneficiaries who fulfil the following eligibility criteria of the LPSC Rebate Scheme of the Government of Delhi :-
- Permanent Residence of NCT of Delhi.
- The applicant should have an Outstanding Water Bill Payment Due.
- Benefits will apply to Domestic and Valid Water Connections only.
- Applicants who are interested in paying the full principal amount are eligible.
- Facility to Pay Principal Amount in Lump Sum or Instalments (Till Last Date) is also available.

- The following documents will be required at the time of availing the benefit of a rebate on water bills under the LPSC Rebate Scheme of the Delhi Government :-
- Water Bill Connection Number. (KNO)
- Aadhaar Card.
- Mobile Number.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- There are two ways through which the residents of Delhi can avail the benefits of Delhi Government’s LPSC Rebate Scheme, alias Water Amnesty Scheme :-
- By Paying the Water Bill Online.
- By Paying the Water Bill Offline.
Online Process to Avail Rebate
- Residents of Delhi who have an outstanding water bill payment can apply online for the LPSC Rebate Scheme 2025 of the Government of Delhi for one-time settlement of the late payment surcharge.
- LPSC Rebate Scheme Online Application Form is available on the Delhi Jal Board’s Revenue Management System Portal.
- Open the Portal, Click on Information and Select “Check Rebate Details”.

- Enter your KNO, fill captcha and click on check rebate details.

- Portal will check the details and show Name, Address, LPSC Rebate Amount, Payable Amount and Total Amount Due in front of the screen.

- Check the details carefully and click on Pay Online.
- Delhi Jal Board’s Revenue Management System provides multiple payment options to pay the water bill.
- Choose any one of the above-mentioned payment methods and click on it.

- Pay the outstanding amount of your water bill online.
- After successful completion of payment of the water bill, the Delhi Jal Board waived off all the late surcharge amount and deducted the actual principal amount of the water bill.
- Call on 1916 in case any help or assistance is required regarding the Late Payment Surcharge (LPSC) Rebate Scheme of the Government of Delhi.
- Beneficiary Applicant can also pay their outstanding arrears on water bill through the Smart Billing Mobile App of Delhi Jal Board which can be downloaded from the Downloads Section.

Offline Process to Avail Rebate
- Applicants can also avail the benefit of a late surcharge payment waiver on water bills under the Delhi Government’s LPSC Rebate Scheme 2025 through the Offline channel.
- Beneficiary Applicant will have to visit their area’s Zonal Revenue Office with their latest water bill.
- Go to the counter and pay all the principal amount of the water bill before 31-01-2026 to avail 100% waiver.
- If the applicant pays the principal amount of water bill from 01-02-2026 to 31-03-2026 then he/ she can avail a 70% waiver on the outstanding water bill.
- Pay the bill and collect the receipt from the counter after availing the benefit of the Water Bill Waiver Scheme of the Delhi Government.
- Meet the Zonal Revenue Officer for any clarification regarding the scheme.
