Introduction of Delhi Pink Saheli Smart Card Scheme: A Brief Insight

  • Chief Minister of Delhi Smt. Rekha Gupta announced on Twitter that the Pink Saheli Smart Card Scheme will be implemented very soon in the State.
  • It will take place under the earlier scheme of the Kejriwal-led Delhi Government, named “Pink Ticket Scheme”.
  • Transport Corporation of the Delhi Government is the implementing agency of this scheme.
  • The benefits under the Pink Saheli Smart Card Scheme is the same as the Pink Ticket Scheme.
  • Girls, Women, and Transgender individuals aged above 12 are eligible to receive the benefit of free of cost travel in buses within Delhi.
  • The benefit of free travel under the Pink Saheli Smart Scheme of the Government of Delhi is only applicable in the Delhi Transport Corporation (DTC) and Cluster Buses.
  • Now, the Smt. Rekha Gupta led the Delhi Government to make slight changes in the implementation of this scheme.
  • Pink Saheli Smart NCMC Cards will be issued to beneficiaries for hassle-free travel in buses.
  • Delhi Transport Corporation with the help of empanelled banks, will issue two types of Pink Saheli Smart Cards under this scheme.
  • The first one is Zero KYC (Prepaid) Pink Saheli Smart Card which can be applied through PoS machines installed in DTC Places and in Metro Stations.
  • These Zero KYC Pink Smart Cards are simple ones which will be issued instantly to beneficiary women/ transgender by verifying only their mobile number and Aadhaar card number.
  • The other type of card is “Full KYC Pink Saheli Smart NCMC Card”.
  • It is a personalised smart card on which there will be a Name and Colour Photo of the applicant and it can be applied for by visiting the bank branch.
  • Both Zero KYC and Full KYC Pink Saheli Smart Cards can be used to avail the benefit of free bus travel under the Pink Saheli Smart Card Scheme of the Delhi Government.
  • These smart cards can also be used in other public transport systems such as the Delhi Metro or RRTS, but the travel is not free; beneficiaries will have to pay the fare charges.
  • Delhi Transport Corporation has already issued a tender to empanel banks for issuance of NCMC (National Common Mobility Card) Pink Saheli Smart Cards under the Government’s Pink Saheli Smart Card Scheme.
  • These NCMC Pink Saheli Smart Cards facilitate the Girl, Women and Transgender Beneficiaries of Delhi to travel hassle-free and free of cost in DTC and Cluster Buses.
  • This is the only information available. Very soon, the application process for the Pink Saheli Smart Card will begin.
  • Eligible Women Applicants of Delhi can also apply for “Mahila Samriddhi Yojana” of the Government of Delhi, in which monthly financial assistance of Rs. 2,500/- will be provided directly in their bank account.

  • Delhi Government will provide the following benefits to all eligible women and transgender individuals under its Pink Saheli Smart Card Scheme :-
    • Free of Cost Travel in Buses across Delhi.
    • No Fare will be charged from Women or transgender beneficiaries.
    • Pink Smart Cards issued under this scheme can also be used in other transport systems.

Eligibility Conditions Required to be Fulfilled

  • Government will issue the Pink Saheli Smart Card for free travel in buses to only those beneficiaries who fulfil the below-mentioned eligibility criteria of the Pink Saheli Smart Card Scheme of the Government of Delhi :-
    • Permanent Resident Women, Girls and Transgenders are Eligible.
    • The Beneficiary’s age should be 12 years or more.
    • The benefits of Free Travel are applicable only in the Delhi Transport Corporation (DTC) and Cluster Buses.
    • There will be a cost of issuance of the Smart Card charged by the Bank.

Documents Required to be Attached

  • The following documents will be required at the time of applying for the NCMC Pink Saheli Smart Card for free travel in DTC and Cluster Buses under the Delhi Government’s Pink Saheli Smart Card Scheme are as follows :-
    • Residence Proof of Delhi.
    • Voter Identity Card.
    • Aadhaar Card of Beneficiary.
    • Recent Colour Passport Size Photo.
    • Mobile Number.
    • Email.

How Beneficiaries Can Avail the Benefit of this Scheme

  • There will be two types of smart cards issued under the Delhi Government’s Pink Saheli Smart Card Scheme which are mentioned below :-
    • Zero KYC Pink Smart Card. (Prepaid)
    • Full KYC (Prepaid or Debit cum Prepaid) Pink Smart Cards.

Application Process of Zero KYC Pink Saheli Smart Card Scheme Delhi

Application Process to Obtain Zero KYC Pink Saheli Smart Card (Prepaid)

  • The Zero KYC (Prepaid) Pink Saheli Smart Card will be issued to bonified women and transgender residents of Delhi to travel free of cost in DTC and Cluster Buses.
  • Zero KYC Pink Saheli Card under the Government of Delhi’s Pink Saheli Card Scheme can be applied through the following ways :-
    • Over the Bank Counter.
    • DTC Places.
    • Metro Stations.
  • Visit any one of the above-mentioned places and find an installed PoS Machine.
  • Beneficiary Applicant will have to enter their valid mobile number and Delhi-based Aadhaar Card Number.
  • PoS Kiosk will verify the mobile number and Aadhaar card number of the beneficiary through OTP authentication.
  • After verification, the PoS Kiosk Machine will issue the Zero KYC Pink Saheli Card instantly.
  • The only difference is that, this card doesn’t have a name or photograph of the applicant but it can be used to travel free of cost in DTC or Cluster Buses.

Application Process of Pink Saheli Smart Card Scheme Delhi

Application Process to Obtain a Full KYC Pink Saheli Smart Card

  • To apply for a Full KYC Pink Saheli Smart NCMC Card, the beneficiary woman/transgender applicant will have to visit the Bank Branch.
  • Currently, the facility to apply is not available, but it will soon open for beneficiaries in the coming days.
  • Pink Saheli Smart Card can also be applied through the Bank’s Official Website and the e-KYC can be done through video conferencing.
  • The bank will do the KYC of the Applicant as per the bank norms and collect the documents like Aadhaar Card, PAN, Proof of Residence etc.
  • The bank will charge the nominal fees for the issuance of a smart card to the beneficiary.
  • The bank will then dispatch the Pink Saheli Smart Card to the residential address of the applicant.
  • The applicant can also collect the Pink Smart Card personally from the Bank Branch.
  • Full KYC Pink Saheli Smart Cards have the Name and Photograph of the beneficiary.
  • Saheli Smart Card will be activated automatically through OSA when tapped first time on the ETM in the bus.
  • After the activation, the Pink Saheli Smart Cards can be used in DTC and Cluster Buses to avail the free travel service.
  • No Smart Card will be issued through DTC Counters.
  • Female/ Transgender Beneficiary can also use this NCMC Pink Saheli Smart Card in other transport systems like Delhi Metro on a charged basis.
