512 Aspirants will be selected under Governor Assam’s Pratibha Protsahan Yojana, in which free of cost coaching for UPSC Civil Services Examination will be provided. 12 Aspirants will get offline coaching at Delhi NCR, and 500 aspirants will get coaching through Online Mode.

Introduction of Governor Assam’s Pratibha Protsahan Yojana: A Brief Insight

• Raj Bhavan of Assam took a very remarkable step towards youth empowerment by launching a welfare scheme for them.
• A new scheme named “Governor Assam’s Pratibha Protsahan Yojana” was started by Raj Bhawan on 17-09-2024.
• The main objective behind starting this scheme is to provide mentorship to those aspirants who are keen to join the Civil Services by clearing one of the toughest examinations of India, i.e. Civil Services Examination conducted by the Union Public Service Commission.
• Free of Cost Coaching will be provided to selected aspirants for UPSC Civil Services Prelims and Mains Examination under the Governor of Assam’s Pratibha Protsahan Yojana.
• This scheme is fully funded by Raj Bhavan of Assam State.
• Raj Bhavan of Assam partnered with Paavan Chintan Dhara Ashram and Arya Pratibha Vikas Sansthan to provide free-of-cost coaching (mentorship) to selected aspirants.
• A total of 512 aspirants will be selected through the All Assam Talent Search Examination under this scheme.
• Out of 512 aspirants, 12 students will get coaching for the Civil Services through Direct/ Offline Mode at Delhi NCR.
• Apart from free coaching, 12 students will also get free accommodation and food.
• Out of 12, 2 Aspirants will get coaching in Arya Pratibha Vikas Sansthan.
• And the remaining 10 Aspirants will get coaching in Paavan Chintan Dhara Ashram.
• The remaining 500 aspirants will get coaching for civil services through online mode by Paavan Chintan Dhara Ashram.
• Top 5,000 Aspirants will be selected for the screening test, out of which only 600 will be called for Group Counselling.
• Merit List of 50 aspirants will be prepared after group counselling for personal interview who opt offline coaching out of which only 12 aspirants will be selected finally.
• Free of Cost Coaching will be provided for both Prelims and Mains Examination of UPSC Civil Services under Governor Assam’s Pratibha Protsahan Yojana.
• Aspirants can apply online to appear in the screening test of the Governor of Assam’s Pratibha Protsahan Yojana.

  • A Total of 512 Students will be selected through a Competitive Exam.
  • 12 Students will get coaching through the Direct Mode.
  • 500 Students will get coaching through the Online Mode.
  • All the Expenses of Coaching will be borne by Raj Bhavan Assam.

Detailed Benefits Provided

Eligibility Conditions Required to be Fulfilled

• Free of Cost Coaching for UPSC Civil Services Preliminary and Mains Examination will be provided by the Assam Government to only those applicants who fulfill the following eligibility criteria of Governor Assam’s Pratibha Protsahan Yojana :-
  • Permanent residents of Assam are Eligible.
  • Applicant should be a UPSC Civil Services Aspirant.
  • Applicant should be a Graduate Degree Holder.

• Eligible Beneficiaries will have to upload the below-mentioned documents on the portal at the time of applying for the Government of Assam’s Pratibha Protsahan Yojana :-
  • Recent Color Passport Size Photograph.
  • Scanned Signature of Applicant.
  • Class 10th Marksheet and Passing Certificate.
  • Class 12th Marksheet and Passing Certificate.
  • Graduation Marksheets and Degree.
  • Any other Education Related Documents.
  • Applicant Aadhaar Card.
  • Voter Identity Card. (If there is no Aadhaar Card)
  • Mobile Number.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Interested Students can apply online to take part in the All Assam Talent Search Examination, which is held under Governor Assam’s Pratibha Protsahan Yojana to get free of cost coaching for the UPSC Civil Services Examination.
• Online Application Form is available on the Official Website of the Governor Assam’s Pratibha Protsahan Yojana.
• Online Application on this portal will only be accepted in a limited time period, which might be open in the month of September.
• Register first on the portal with the help of your Mobile Number and Email ID.
• Login with the help of your Email ID and the received Password.
  
• Fill Personal Details, Contact Details, and Educational Details in the Online Application Form and upload all the required documents.
• Preview all the filled details and click on Submit Button to submit it.
• The government will scrutinize the received Applications and prepare a list of the Top 5,000 Aspirants for the Screening Test.
• Applicants will be shortlisted for the screening Test based on their Class 12th Percentage and Graduation Percentage.
• and will issue the Admit Cards to Students on their Email ID.
• Prepared well, appeared in the entrance examination and cracked it to avail the benefit of free of cost coaching for UPSC Civil Services Examination.

Selection Process of Applicants

• Top 5,000 Applicants will appear in the Screening Test of All Assam Talent Search Examination.
• Screening Test will be conducted at Guwahati, Jorhat, Silchar, and Bongaigaon.
• Syllabus of Screening Test is the same as UPSC Civil Services Preliminary Examination.
• Multiple Choice Questions and Descriptive Essay will come in the examination,n and the time limit is 2 hours for MCQs and 30 minutes for Essay.
• Government of Assam will select the Top 600 Aspirants based on the Governor Assam’s Pratibha Protsahan Yojana Competitive Examination.
• Selected Aspirants will then call for a group counselling session at Guwahati by the partner agencies.
• Merit will be made and the Top 50 Aspirants will be called for a Personal Interview who opt direct coaching mode.
• 12 Aspirants will be selected out of 50 after a personal interview and sent to Delhi NCR for direct coaching for UPSC Civil Services Examination, which is fully funded by Raj Bhavan of Assam.
• The remaining 500 Aspirants will be selected for Online Coaching, for which they will be connected to coaching centres at Delhi NCR through Online Mode.
