Introduction of Jharkhand Adhivakta Swasthya Bima Yojana: A Brief Insight

• Jharkhand Government launched a one-of-a-kind scheme named “Adhivakta Swasthya Bima Yojana” on 03-05-2025.
• The main objective behind launching this scheme is to provide healthcare protection to State Advocates and their family members.
• Earlier, only the Delhi Government had this kind of scheme for advocates called as “Chief Minister Advocate Welfare Scheme Delhi”.
• Adhivakta Swasthya Bima Yojana (Advocate Health Insurance Scheme) is implemented by the Department of Health, Medical Education & Family Welfare with the help of the State Argoya Society and Insurance Companies.
• Free of cost health insurance cover up to Rs. 5,00,000/- per year will be provided to all eligible and registered advocates and their dependents under the Jharkhand Government’s Adhivakta Swasthya Bima Yojana.
• This means that the beneficiary advocate and their dependent family members can avail cashless and free healthcare treatment up to Rs. 5 lakh per year under the Advocate Health Insurance Scheme of the Government of Jharkhand.
• The premium of this scheme is Rs. 6,000/- per year, which will be paid by the Jharkhand Government to insurance companies.
• The advocate doesn’t have any need to pay the amount of premium.
• Government also extends its support in case of serious illness, in which beneficiary advocates and their dependents can avail the benefit of cashless and free treatment up to Rs. 10 lakh under Mukhyamantri Adhivakta Swasthya Beema Yojana.
• The most important relief provided to advocates under this scheme is that lifetime health insurance cover will be provided to disabled advocates or disabled dependents under the Adhivakta Swasthya Bima Scheme.
• It is mandatory for all advocates to register themselves in the State Bar Council and the Advocates’ Welfare Fund Trust Committee in order to avail the benefit of health insurance cover under this scheme.
• Jharkhand Government provided an online facility to apply for Adhivakta Swasthya Bima Yojana, and the online application form is available on the State Employees Health Insurance Scheme Portal.
• Advocates can visit the above-mentioned portal, enroll themselves under Adhivakta Swasthya Beema Yojana alias Advocate Health Insurance Scheme, and can avail the benefits of free health insurance cover up to Rs. 5 lakh per year for general conditions and up to Rs. 10 lakh for serious illness.
• Beneficiaries can also explore another prominent scheme of the Jharkhand Government named “Mukhyamantri Maiyya Samman Yojana”.

Eligible Family Members/ Dependents

• The following dependents/ family members of advocates are eligible to get free health insurance cover up to Rs. 5 lakh under Jharkhand Government’s Adhivakta Swasthya Bima Yojana :-
  • Spouse.
  • Son. (Age should be below 25 years and unemployed)
  • Daughter. (Unmarried, Widow, Abandoned)
  • Adopted Son. (Age should be below 25 years and unemployed)
  • Minor Brother.
  • Unmarried Sister.
  • Mother and Father. (If Pensioner, thenthe  pension amount should not be more than Rs. 9,000/-)

Benefits Provided to Eligible Beneficiaries

• Government of Jharkhand will provide the following benefits to all eligible advocates and their dependents under its Mukhyamantri Adhivakta Swasthya Bima Yojana :-
  • Health Insurance Cover up to Rs. 5,00,000/- per year.
  • Advocates and their Dependents can avail the benefit of cashless treatment up to Rs. 5 lakh.
  • No Need to Pay any Premium.
  • Premium of Rs. 6,000/- will be paid by the Jharkhand Government.
  • In case of Serious Disease, Cashless Treatment up to Rs. 10,00,000/- is Applicable.
  • Dependents of Advocates are also eligible to avail the benefits of the scheme.
  • Disabled Advocates or Disabled Dependents are Eligible for Lifetime Health Insurance Coverage.

Eligibility Conditions Required to be Fulfilled

• Health Insurance Cover under Adhivakta Swasthya Bima Yojana of the Government of Jharkhand will be provided to only those beneficiaries who fulfill the below-mentioned eligibility criteria of scheme :-
  • Jharkhand’s Permanent Resident Advocates are Eligible.The
  • Beneficiary Advocate should be registered with the Advocates’ Welfare Fund Trust Committee.
  • Beneficiary Advocate should be registered in the State Bar Council of Jharkhand.

Documents Required to be Attached

• Beneficiary Advocate will have to upload the following documents at the time of registering under Jharkhand Government’s Adhivakta Swasthya Bima Yojana :-
  • Bar Council Registration Number.
  • Bar Council Identity Card.
  • Aadhaar Card.
  • Recent Color Passport Size Photograph.
  • Mobile Number and Email.
  • Disability Certificate. (For Disabled)
  • Dependents’ Aadhaar Card.
  • Dependents Photograph.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Beneficiary Advocates of Jharkhand can register themselves and their dependents under Adhivakta Swasthya Bima Yojana through the Online Application Form.
• Adhivakta Swasthya Bima Yojana Online Application Form is available on the Jharkhand Government’s Official Portal of the State Employees Health Insurance Scheme.
• The portal will open the registration form from time to time for advocate registration.
• Open State Employees Health Insurance Scheme Portal and Click on Register.
  
• Enter Name, Email Address, Mobile, Choose Password and Click Register Button.
  
• Login with your Mobile Number and Password.
  
• Click on New Application and Choose Adhivakta Swasthya Bima Yojana. (Advocate Health Insurance Scheme)
• Fill in all the details in the Application Form of Adhivakta Swasthya Beema Yojana of the Jharkhand Government.
• Upload all the required documents on the portal.
• Preview the application form carefully and click on submit button to submit the form.
• Concerned Officials of the Department will verify the submitted application form and documents and make a list of eligible advocates.
• The list of Selected Advocates will then be sent to empanelled insurance companies for registration.
• Insurance Companies will then issue the PVC Adhivakta Swasthya Bima Health Card in the name of the beneficiary advocate.
• Beneficiary Advocate and their dependent can use this Health Card in hospitals and avail the benefit of Health Insurance cover up to Rs. 5 lakh.

List of Eligible Serious Diseases

• The following is a list of serious diseases. If any advocate or their dependents face any one of the diseases, then they can avail free and cashless treatment up to Rs. 10 lakh under Adhivakta Swasthya Bima Yojana of the Government of Jharkhand :-
  

  All types of Cancer, Chemotherapy, Oral Chemotherapy Acid Attack Liver Disease or Liver Transplantation Kidney Diseases or Kidney Transplantation Organ Transplantation Thalassaemia, Blood Dyscrasia Wiskott-Aldrich Syndrome Bone Morrow Transplant Retinal Detachment Plastic Surgery in the case of Post Traumatic Deformity and Burn Cases Total Replacement of Joints Neurosurgery Diseases Related to Blood Disorder Juvenile Nasopharyngeal Angiofibroma Duchenne Muscular Dystrophy Cochlear Implant Congenital Deformities including :- Facial Clefts Microtia Hemifacial Micrsomaia Teacher Collins Syndrome Cronion Synostosis Ectopia Vasia Brain Haemorrhage Penetrating Keratoplasty Meningoencephalocele Surgery Operation of Trachea Oesophageal Fistula Proliferative Diabetic Retinopathy Continuous Rena Replacement Therapy in Acute Failure in ICU Patient Heart Diseases, Coronary Artery Bypass, Open Heart Surgery Serious Head Injury with Craniotomy plus Critical Care
