Introduction of Jharkhand Kalakar Masik Nivrittika Yojana: A Brief Insight
Artists who dedicate their lives to preserving Jharkhand’s rich cultural heritage, such as folk musicians, tribal dancers, theatre artists, sculptors, painters, often face severe financial hardship in old age or when illness strikes. With no regular income and no formal pension system, many of these artists struggle to meet basic needs despite a lifetime of cultural contributions. To address this gap and provide financial dignity to such artists, the Government of Jharkhand approved the Kalakar Masik Nivrittika Yojana in the State Cabinet meeting dated 27 May 2026.
The Tourism, Art Culture, Sports and Youth Affairs Department, of the Government of Jharkhand, implements the scheme through the Directorate of Cultural Affairs (Sanskriti Karya Nideshalaya), Jharkhand, Ranchi. The official Government Resolution was issued on 05 June 2026, superseding previous resolutions dated 28.08.2017 and 27.03.2023 with significantly expanded coverage, including permanently disabled artists and a simplified centralised application process.
Under the Jharkhand Government’s Artist Pension Scheme, eligible artists receive Rs. 4,000 per month directly in their Aadhaar-linked bank account through DBT. General artists must be 60 years or above with a monthly income below Rs. 8,000. Seriously ill and permanently disabled artists have no minimum age limit. The artist must have an established identity in folk or tribal music, classical music, dance, theatre, craft, performing arts, or visual arts, confirmed through a DDC certificate, Akashvani/ Doordarshan approval, state-sponsored programme participation, or national/state awards. Registration on the Cultural Troupe Management System (CTMS) portal is mandatory before applying.
Applications are accepted offline at the Directorate of Cultural Affairs, Ranchi. The current application deadline is 31 July 2026. After selection, beneficiaries must submit a Life Certificate every year in November to continue receiving the pension. The amount is non-transferable and stops after the artist’s death.
Senior artists and beneficiaries of the Kalakar Masik Nivrittika Yojana who need cashless medical treatment can also check the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), which provides eligible families with cashless health insurance coverage of up to Rs. 5 lakh per year for treatment at empanelled hospitals across India. Jharkhand residents who are not covered under AB-PMJAY can also explore the Abua Swasthya Suraksha Yojana, which provides cashless health insurance coverage to eligible families in Jharkhand through empanelled government and private hospitals.
