The Tourism, Art Culture, Sports and Youth Affairs Department, of the Government of Jharkhand, implements the scheme through the Directorate of Cultural Affairs (Sanskriti Karya Nideshalaya), Jharkhand, Ranchi. The official Government Resolution was issued on 05 June 2026, superseding previous resolutions dated 28.08.2017 and 27.03.2023 with significantly expanded coverage, including permanently disabled artists and a simplified centralised application process.

Under the Jharkhand Government’s Artist Pension Scheme, eligible artists receive Rs. 4,000 per month directly in their Aadhaar-linked bank account through DBT. General artists must be 60 years or above with a monthly income below Rs. 8,000. Seriously ill and permanently disabled artists have no minimum age limit. The artist must have an established identity in folk or tribal music, classical music, dance, theatre, craft, performing arts, or visual arts, confirmed through a DDC certificate, Akashvani/ Doordarshan approval, state-sponsored programme participation, or national/state awards. Benefits Provided to Eligible Beneficiaries

The Tourism, Art, Culture, Sports and Youth Affairs Department provides the following benefits to eligible artists under the Kalakar Masik Nivrittika Yojana:

• Monthly pension of Rs. 4,000 per month
• Amount transferred directly to Aadhaar-linked bank account through Direct Benefit Transfer (DBT)
• Amount is non-transferable, stops after the artist’s death and is not payable to family members as a family pension
• Pension continues as long as the monthly income remains below Rs. 8,000 per month

Eligibility Conditions Required to be Fulfilled

Only those artists will receive the monthly pension who fulfil the following eligibility conditions for the Kalakar Masik Nivrittika Yojana:

• General artists must be 60 years of age or above; there is no minimum age limit for seriously ill or permanently disabled artists
• Monthly income from all sources must be less than Rs. 8,000 per month
• Must be a permanent resident of the State. Jharkhand artists living outside the state for professional or family reasons are also eligible if they are actively performing Jharkhand art forms outside the state
• Ill or disabled artists must be so severely affected that they are unable to perform their art for a livelihood

For Artists Unable to Apply Themselves

If an artist is unable to apply due to illness or disability, information submitted by a reputed literary or art institution or a senior artist on their behalf will also be considered by the Executive Committee as per the prescribed process.

Selection Process After Application

Step 1: The Directorate prepares a district-wise list of all applications received and sends it to the respective districts.

Step 2: The District Review Committee, headed by the Deputy Commissioner, reviews all applications and submits its recommendations to the Directorate within one month.

Step 3: The Departmental Executive Committee, headed by the Director, Directorate of Cultural Affairs, reviews the recommended applications and approves the final list.

Step 4: After departmental approval, the monthly pension of Rs. 4,000 is transferred to the beneficiary’s Aadhaar-linked bank account through DBT every month.

Step 5: Every year in November, beneficiaries must submit their Life Certificate (Jeevan Praman Patra) at the DC or DDC office to continue receiving the pension.

To qualify under Kalakar Masik Nivrittika Yojana, an artist must prove their art identity through any one of the following four ways:
