PM-UDAY 2026 Update: Regularisation of 1,511 Colonies on “As-Is Where-Is” Basis

In a landmark decision announced on 7 April 2026, the Ministry of Housing and Urban Affairs expanded PM-UDAY significantly. Here are the key changes:

  • 1,511 out of 1,731 unauthorised colonies (those not falling under exclusion criteria) will now be regularised on an “as-is, where-is” basis, without requiring approved layout plans.
  • Land use of all plots and buildings in these colonies will be officially treated as residential.
  • Convenience shops up to 20 sq. metres will be regularised if they have a right-of-way access of 6 metres. Shops up to 10 sq. metres may have a lesser right-of-way requirement.
  • Absence of approved layout plans will no longer be a barrier to regularisation.
  • MCD/local bodies will issue Certificates of Regularisation and facilitate the development of civic infrastructure.
  • The Revenue Department, GNCTD, will issue Conveyance Deeds / Authorisation Slips to eligible residents.

Redevelopment Rules (New 2026 Norms)

  • For reconstruction or redevelopment, land equal to 50% of the right-of-way

Eligibility Conditions Required to be Fulfilled

Residents of Unauthorized Colonies in Delhi can apply under PM-UDAY only if their property and ownership status meet the government-defined conditions given below:

  • The property must be located in a notified Unauthorized Colony (UC) in Delhi.
  • The applicant must be in physical possession of the property.
  • The property should exist on or before 01 June 2014.
  • The colony should meet the minimum built-up criteria as defined by the government.
  • The applicant must have supporting documents such as GPA, Agreement to Sell, Will, or similar ownership proofs.
  • The property should not fall under restricted or prohibited areas.
  • Maximum Floor Limit: Ownership rights under the PM-UDAY Scheme are considered only up to four (4) constructed/ covered floors built in a plot. In case of stilt parking, only up to four floors above the stilt are considered.
