Introduction of PM Viksit Bharat Rozgar Yojana (PMVBRY): A Brief Insight
- Smt. Nirmala Sitharaman, the Finance Minister of India, while presenting the budget for the year 2024-2025 announced the Employment Linked Incentive Scheme. (ELI Scheme)
- It is a part of the Prime Minister’s package of five schemes.
- “PM Internship Scheme” is one of the schemes of the package and was already launched by the government, in which internships will be provided to youth of the country in top 500 companies.
- Under the chairmanship of Honorable Prime Minister Shri Narendra Damodardas Modi, the Central Government’s cabinet on 01-07-2025 gave its approval to launch the Employment Linked Incentive (ELI) Scheme for first-time employees and employers.
- But now this scheme has got a new name. The ELI Scheme will now going to be known as Pradhan Mantri Viksit Bharat Rozgar Yojana, alias PM Viksit Bharat Rozgar Yojana. (PMVBRY)
- Centra Government’s main aim behind launching this scheme is to encourage employers to create additional jobs and to provide financial security to first-time employees.
- Ministry of Labour & Employment of the Central Government will implement the PM Viksit Bharat Rozgar Yojana in collaboration with the Employees’ Provident Fund Organisation. (EPFO)
- PM Viksit Bharat Rozgar Yojana has two main components :-
Part A Incentive to First-Time Employees. Part B Support to Employers. - Central Government will provide financial incentives to all eligible first-time employees under Prime Minister Viksit Bharat Rozgar Yojana whose monthly salary is less than Rs. 1 lakh.
- Financial Incentive of one month’s salary or a maximum up to Rs. 15,000/- is payable to first-time employees under this scheme.
- Financial incentives to the Employer will also be provided under the PM Viksit Bharat Rozgar Scheme for the creation of additional job opportunities.
- Employer will receive a financial incentive up to Rs. 3,000/- per month per employee under this scheme.
- Central Government will disburse the incentive amount under Pradhan Mantri Viksit Bharat Rozgar Yojana to the employer as per the salary structure of the employee :-
- Salary of an Employee is up to Rs. 10,000/- per month :- Incentive of 10% of Salary or a maximum Rs. 1,000/- per month.
- Salary of an Employee is more than Rs. 10,000/- and up to Rs. 20,000/- per month :- Incentive of Rs. 2,000/- per month.
- Salary of an Employee is more than Rs. 20,000/- and up to Rs. 1 lakh per month :- Incentive of Rs. 3,000/- per month.
- Financial Incentive under Pradhan Mantri Viksit Bharat Rojgar Yojana will be disbursed in the aadhaar-linked bank account of the employee and the PAN Card-linked bank account of the employer.
- Central Government estimates that more than 1.92 crore first-time employees and more than 2.60 crore employers will get the benefit of financial incentive under PM Viksit Bharat Rozgar Yojana of the Central Government.
- Pradhan Mantri Viksit Bharat Rozgar Yojana benefits will be applicable for job that are created between 1st of August 2025 to 31st of July 2027.
- Central Government also launched the Official Portal of Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY).

Benefits Provided to Eligible Beneficiaries
- First Time Employee and the Employer who created additional job will receive the following benefits from the Central Government under its PM Viksit Bharat Rozgar Yojana :-
- Benefits to Employee :-
- Financial Support from the Central Government for First-Time Employees.
- One-month EPF wage or a maximum up to Rs. 15,000/- incentive in 2 installments is applicable.
- 1st Installment will be released on completion of 6 months.
- 2nd Installment will be released on completion of 12 months and completion of the Financial Literacy Course.
- Financial Incentive under PM Viksit Bharat Rozgar Yojana will only be applicable if the monthly salary of an employee is less than Rs. 1 lakh.
- Benefits to Employer :-
- Financial Incentive from the Central Government for the creation of additional jobs.
- Incentive from Rs. 1,000/- per month to Rs. 3,000/- per month is applicable.
- Manufacturing Sector Employer will receive the benefit for 4 years, while other sector employers will receive the incentive for 2 years..
- Central Government will provide the financial incentive to the Employer as per the EPF wage slab of an Employee:-
Monthly EPF Wage Slab of Employee Monthly Incentive to Employer Up to Rs. 10,000/- 10% of Salary or Up to Rs. 1,000/- More than Rs. 10,000/- and up to Rs. 20,000/- Rs. 2,000/- More than Rs. 20,000/- and up to Rs. 1 Lakh Rs. 2,000/-

Eligibility Conditions Required to be Fulfilled
- Central Government sets the following eligibility criteria for First-time employees and the Employers. The benefits of the PM Viksit Bharat Rozgar Yojana will be provided to only those beneficiaries who fulfill the following eligibility conditions :-
- Eligibility Criteria For Employee :-
- First-time employees are Eligible.
- Registration with the Employees’ Provident Fund Organization (EPFO) is a must.
- The Monthly Salary of a First-time employee should be less than Rs. 1 lakh.
- Employment of an Employee should be at least 6 months old.
- Eligibility Criteria For Employer :-
- PM Viksit Bharat Rozgar Yojana Benefits are applicable to Employers of all Sectors.
- Employer will have to hire at least 2 additional employees per year in case the entity has less than 50 employees.
- Employer will have to hire at least 5 additional employees per year in case the entity has more than 50 employees.
- Pradhan Mantri Viksit Bharat Yojaan benefits will only be applicable when hired Employee has completed employment of at least 6 months.
- The Salary of the hired Employee should not be more than Rs. 1 lakh.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- There is no need to register separately for PM Viksit Bharat Rojgar Yojana. Every employer and employee while joining the EPFO automatically eligible to get benefits of this scheme.

Employee Registration Process
- A UAN Number is generated by the EPFO when the first-time employee gets their job and registers.
- To avail the benefit of one month’s wage or a maximum of Rs. 15,000/- as an incentive, it is important that the UAN of an employee is activated.
- It is also important that the bank account of the employee should be Aadhaar-seeded.
- Beneficiary Employee will have to join the entity who are already registered in the PM Viksit Bharat Rozgar Yojana.
- Employer of the Employee will register the first timers in the Employees’ Provident Fund Organisation and get their UAN Number generated.
- First time employees will then get the benefits of PM Viksit Bharat Rozgar Yojana as soon as they register in EPFO.
- Benefits of financial incentive under this scheme will be disbursed to the beneficiary employee in 2 installments.
- First Installment of PM Viksit Bharat Rozgar Yojana (PMVBRY) financial incentive will be released after the completion of 6 months of service.
- And the second installment of the incentive will be released after the completion of 12 months of service and completion of the Financial Literacy Course.
- Now, before completing the 12 months, the beneficiary employee will have to complete the Financial Literacy Course.
- To take part in the Financial Literacy Course under PM Viksit Bharat Rozgar Yojana, the beneficiary employee will have to log in on the EPFO website with their UAN Number and registered mobile number.
- Visit My Dashboard and Click on the Learning Section.
- Click on Financial Literacy for ELI Members and enroll in it.
- Beneficiary Employee will have to watch all the video modules and complete the course.
- Website will generate the Certificate after successful completion of the Financial Literacy Course under Pradhan Mantri Viksit Bharat Rozgar Yojana.
- After completing the course, beneficiary employees are eligible for a second installment of the incentive under the PM Viksit Bharat Rozgar Scheme.

Employer Registration Process
- Employers who want to avail the benefits of the monthly incentive under PM Viksit Bharat Rozgar Yojana doesn’t have any to need to register themselves separately.
- Registration under PM Viksit Bharat Rozgar Yojana for the Employer will going to start from 1st of August 2025.
- PAN Details, GST Details, PAN Seeding and Filing Monthly ECR in time is mandatorily required at the time of availing the benefits of Pradhan Mantri Viksit Bharat Rozgar Yojana. (PMVBRY)
- To avail the benefits of PM Viksit Bharat Rozgar Yojana Employer, the following details will have to be filled by the employer in their EPFO Login :-
- Entity Name
- PAN
- TAN
- GSTIN
- Bank Name
- Bank Branch Name
- IFSC Code
- Account Number
- Submit the details of new employees hired by the entity after 01-08-2025.
- Beneficiary Entity will have to submit its ECR on time every month.
- Government will release the amount of incentive as promised under Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) directly in the PAN-linked account number of the employer.
