Introduction of Tamil Nadu Kalaignar Kaivinai Thittam: A Brief Insight
- Government of Tamil Nadu launched Kalaignar Kaivinai Thittam (KKT) in the year 2024.
- The main objective of the government in starting this scheme is to support the businesses of state artisans and craftspersons by providing them with collateral-free trade loans and other benefits.
- Micro, Small and Medium Enterprises Department of the Tamil Nadu Government is the implementing department of this scheme.
- Traditional Artisans and Craftpersons of Tamil Nadu can now take collateral free loan up to Rs. 3,00,000/- for their existing business to expend it or to start a new business under Kalaignar Kaivinai Thittam.
- The beneficiary will also get a credit-linked subsidy on the loan amount availed, which is 25% of the loan amount or a maximum of Rs. 50,000/-.
- 25 Artisanal Trades identified by Government of Tamil Nadu are eligible to apply for the benefits of Tamil Nadu Government’s Kalaignar Kaivinai Thittam Scheme.
- Selected Artisans or Craftpersons will also get skill training and entrepreneurship development programme training to upskill and boost their skills.
- Interest Subvention of 5% on loans of other banks and 2% on loans from TAICO Bank are also applicable under this scheme.
- Beneficiaries will have to repay the availed loan within 5 years. (12 Months)
- Benefits of the Kalaignar Kaivinai Scheme will only be provided to those applicants who have prior experience of at least 5 years in their trade and whose age is 35 years or above.
- If any beneficiary applicant availed subsidy benefit of more than Rs. 1,500,000/- from any other welfare scheme of Tamil Nadu Government in the last 5 years for self employment or business purpose then they are not eligible to apply for Kalaignar Kaivinai Thittam Scheme.
- But if beneficiary avail the benefit of New Entreneur cum Enterprise Development Scheme (NEEDS), Unemployed Youth Employment Guarantee Scheme (UYEGP), Annal Ambedkar Business Champions Scheme (AABCS), Chief Minister’s Entrepreneurship Program for Adi Dravidar and Tribal Socio Economic Development (CM ARISE) and repaid their loan on time then they are eligible to get collateral free loans under Kalaignar Kaivinai Thittam.
- There will be no minimum or maximum income limit applicable for this scheme.
- Skill Training to selected beneficiaries will be provided by the Skill Development Corporation of the Tamil Nadu Government after the sanction of loan from the bank, and all the training costs will be borne by the department itself.
- Interest Artisans or Craftpersons can apply for a collateral-free loan up to Rs. 3 lakh for their business through the Online Application Form, which is available on the MSME Online Portal.

Benefits Provided to Eligible Beneficiaries
- Government of Tamil Nadu will provide the following benefits to all eligible beneficiaries under its Kalaignar Kaivinai Thittam :-
- Collateral-free loan will be provided to beneficiaries.
- The beneficiary can take a Collateral Free Loan up to Rs. 3,00,000/-.
- The government will also provide a Subsidy on the availed Loan.
- 25% of the Loan Amount or a Maximum of Rs. 50,000/- will be provided as a Subsidy on the Loan.
- Skilled Training Programmes to Upskill and Upscale the Artisans.
- Interest Subvention up to 5% will also be provided.
- Loan Repayment Period will be 60 Months. (5 Years)
- Benefits will only be provided to List 25 Trades.
Eligibility Conditions Required to be Fulfilled
- Tamil Nadu Government under its Kalaignar Kaivinai Thittam will provide the benefits of subsidized loans for business purpose to only those beneficiaries who fuflill the below mentioned eligibility criteria of scheme :-
- Only Permanent Residents of Tamil Nadu are Eligible.
- The Age ofthe Beneficiary Applicant is not below 35 years.
- Beneficiary Applicant should have at least 5 years or above experience in their trade business.
- Applicant should not have availed the subsidy benefit of more than Rs. 1.5 lakh from any other Government of Tamil Nadu Scheme.
- Applicant should not be a Defaulter of any other Loan Scheme like NEEDS, AABCS, UYEGP, CM ARISE Scheme.
- One Member of One Family is Eligible to Apply.

- Visit the Website and Click on Login/ Registration.
- Fill Name, Date of Birth, Aadhaar Card, Mobile Number and Choose Password to Register for Kalaignar Kaivinai Thittam.
- Aadhaar Card and Mobile Number will be verified by the portal through OTP authentication.
- Login with your Mobile Number and Chosen Password.
- Fill Tamil Nadu Government’s Kalaignar Kaivinai Thittam Online Application Form and Upload all the required documents.
- Preview the filled details and click on the Submit Button to submit it.
- Beneficiary Applicant doesn’t have to pay any type of fees or charges at the time of application.
- Submitted Application Forms of Kalaignar Kaivinai Thittam will be scrutinized by the Task Force Committee which is chaired by the General Manager of District Industries Centre.
- The list of Selected Applicants will be forwarded to the respective bank for approval of a collateral-free bank loan.
- The bank will further verify the documents and disburse the loan directly in the bank account of the beneficiary applicant.
- Selected Applicant of Kalaignar Kaivinai Thittam will have to go through Trade Specific Skill Training and Entrepreneurship Development Programme Training (EDP).
- Thereafter, the Tamil Nadu Government will release the amount of subsidy on the loan after submission of the training certificate.
