Introduction of Haryana DAYALU II Yojana: A Brief Insight
- Haryana Government started the Deendayal Upadhyaya Antyodaya Parivar Suraksha Yojana on 1st of April 2023, in which financial assistance will be provided in case of death and disability.
- It is a I version of the scheme of the Haryana Government which covers natural death and disability due to any cause.
- Then on 9th of November 2023, the Haryana Government launched its II version named Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana II, which is popularly known as DAYALU II.
- The main objective of starting this version II of the already operational scheme is to extend its reach and cover other causes of death and disability.
- DAYALU II Scheme is also implemented by the Haryana Parivar Suraksha Nyas of the Haryana Government similar to DAYALU-I.
- The Haryana Government will provide Financial Assistance in case of death or permanent disability due to an accident which is caused by a stray animal/ cattle or dog bite.
- According to official guidelines, the following will be considered as stray animal/ cattle under DAYALU II Scheme, which are roaming freely :-
- Cow
- Bull
- Oxen
- Donkey
- Dog
- Nuke
- Nilgai
- Buffalo
- Antyodaya Families whose income is less than Rs. 1,80,000/- per year are eligible to claim financial assistance under DAYALU II Yojana of the Haryana Government in case they lost their family member due to accidents caused by stray cattle or animals or suffered permanent disability.
- Financial Assistance from Rs. 1 lakh to Rs. 5 lakh is applicable as per the age of the family member under DAYALU II Yojana.
- Financial assistance provided under DAYALU II Yojana of the Haryana Government also includes the amount of assistance provided under the Pradhan Mantri Jeevan Jyoti Bima Yojana and the Pradhan Mantri Suraksha Bima Yojana of the Central Government.
- The easiest way to file a claim under the DAYALU II Scheme of the Government of Haryana is through the Online Application Form, which is available on the Official Website of Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana.
- Parivar Pehchan Patra (PPP Family ID) is the mandatory document that is required at the time of claiming the financial assistance.
- Financial Assistance will only be applicable if a stray cattle, animal, or dog bite causes death or permanent disability to a beneficiary.
- Beneficiary Antyodaya Families can also explore other major welfare schemes of the Haryana Government’s Antyodaya Parivar Parivahan Yojana and Har Ghar Har Grihini Yojana.
Benefits Provided to Eligible Beneficiaries
- Haryana Government under its DAYALU II Yojana will provide the below-mentioned benefits to all eligible Antyodaya Families in case of death or permanent disability due to an accident caused by a stray animal or a dog bite :-
Beneficiary Age Amount Up to 12 Years Rs. 1,00,000/- Above 12 Years and up to 18 Years Rs. 2,00,000/- Above 18 Years and up to 25 Years Rs. 3,00,000/- Above 25 Years and up to 40 Years Rs. 5,00,000/- Above 40 Years Rs. 2,00,000/-
Eligibility Conditions Required to be Fulfilled
- Financial Assistance in case of death or permanent disability will be provided to those beneficiaries who fulfill the following eligibility criteria of DAYALU II Yojana of the Government of Haryana :-
- Antyodaya Families of Haryana are Eligible for Assistance.
- Family Annual Income should be less than Rs. 1,80,000/- per year.
- Having a Parivar Pehchar Patra/ Family ID is mandatory.
- The Age of the Beneficiary should be more than 12 years.
- Financial Assistance will be paid only for Death or Permanent Disability due to an Accident which is caused by a stray cattle/ animal/ dog bite.
- Natural Death or Death due to any cause is not covered under this scheme.
- Permanent Disability should be 70% or more.
Documents Required to be Attached
- The following documents will be required at the time of claiming financial assistance under Haryana Government’s DAYALU II Yojana :-
- Certificate of Death. (In case of Death)
- First Information Report. (FIR) (In Case of Death)
- Permanent Disability Certificate. (In Case of Disability)
- Hospital Discharge Summary.
- Aadhaar Card of Registered Family Member.
- Antyodaya Family Ration Card.
- Family Annual Income Certificate.
- Bank Account Number with IFSC Code.
- Mobile Number and Email ID.
- Parivar Pehchan Patra. (PPP Family ID)
- Any other documents required by the concerned authority.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- Claimant or Nominee, or Legal Heir can claim the amount under DAYALU II Yojana by filling the Online Application Form in case of death or permanent disability of a registered family member.
- Haryana Government has the Official Website of DAYALU II through which beneficiaries can file their claim.
- Open the Official Website and Choose the Apply Scheme.
- A new window will appear from the beneficiary will have to choose DAYALU-2 (Impact with Stray Cattle/ Animal) and will have to enter the Parivar Pehchan Patra (PPP Family ID) and click on Get OTP.
- PPP Family ID of the claimant will be verified by the portal through OTP authentication.
- The portal will show the list of all family members in front of the screen after successful verification.
- Select the name of the family member and choose Death or Permanent Disability.
- Applicant will have to fill out the DAYALU II Yojana Online Claim Application Form.
- Upload all the mandatory documents on the portal.
- Filing a Claim under the Dayalu II Scheme of the Haryana Government is completely free of cost there will be no need to pay any application fees or charges.
- Preview the filled online claim application form and submit it.
- Portal will allot the registration number will be allotted after successful submission of the application form.
- Take a printout of the submitted claim form for future reference.
- DAYALU II Yojana submitted application form will be forwarded to the respective department officials of Parivar Surakshan Nyas of the Government of Haryana.
- Financial assistance as per the eligibility conditions, will be directly transferred into the bank account of the claimant.

Claim Procedure Rules
- The claim form will be filed by the nominee on behalf of the deceased in case of death.
- The head of the Family will get paid in case of the death of a registered beneficiary.
- In case of permanent disability, the financial assistance under Deen Dayal Updhyaya Antyodaya Parivar Suraksha Yojana II (DAYALU II) will be paid directly into the bank account of the claimant.
- The financial assistance under this scheme will be paid to the eldest member of the family in case of the death or permanent disability of the Head of the Family.
