Delhi Saheli Pink Smart Card Scheme

Saheli Pink Smart Card Scheme is a free bus travel scheme launched by the Government of the NCT of Delhi on 2 March 2026 and implemented by the Delhi Transport Corporation (DTC). The scheme provides free unlimited travel on DTC and Cluster Buses to eligible women, girls, and transgender persons aged 12 years and above who are permanent residents of Delhi. The earlier paper-based Pink Ticket system will be discontinued on 15 August 2026.

Introduction of Delhi Saheli Pink Smart Card Scheme: A Brief Insight

Every day, more than 10 lakh women travel on Delhi’s DTC and Cluster Buses to reach offices, colleges, schools, hospitals, markets, and other destinations. Since 2019, the Delhi Government has been providing free bus travel through paper-based Pink Tickets. Although the scheme benefited lakhs of passengers, the paper ticket system had no digital verification, passenger identification, or travel records.

To make free bus travel more transparent, secure, and technology-driven, the Government of NCT of Delhi launched the Saheli Pink Smart Card Scheme on 2 March 2026 in the presence of President Droupadi Murmu. The new smart card has permanently replaced the earlier Pink Ticket system.

The scheme is implemented by the Delhi Transport Corporation (DTC), Government of NCT of Delhi in partnership with Airtel Payments Bank and Mufin Pay. Chief Minister Rekha Gupta introduced this initiative to make public transport safer, easier, and more convenient for women and transgender persons across Delhi.

Under the scheme, every eligible woman, girl, and transgender person aged 12 years or above who is a permanent resident of Delhi receives a personalised Saheli Pink Smart Card. The card allows free unlimited travel on all DTC and Cluster Buses operating within Delhi. Simply tap the card on the Electronic Ticketing Machine (ETM) while boarding the bus, and your journey is recorded automatically without purchasing a ticket.

The Saheli Pink Smart Card is also built on the National Common Mobility Card (NCMC) platform. This means the same card can also be used on the Delhi Metro and Namo Bharat RRTS after recharging it. However, the free travel facility is available only on DTC and Cluster Buses. Metro and RRTS journeys are chargeable as per their applicable fares.

There is no income limit under this scheme. Any eligible Delhi resident with an Aadhaar Card carrying a Delhi address can apply. The first Saheli Pink Smart Card is issued free of cost, while a replacement card costs only Rs. 59 if the original card is lost or damaged.

The Delhi Government has established 73 authorised distribution centres across the city, including DTC Depot Pass Sections, District Collector (DC) Offices, Sub Divisional Magistrate (SDM) Offices, university campuses, and Common Service Centres (CSCs). Eligible applicants can also complete the registration online through the official Mufin Pay portal or use the QR code facility available at designated distribution centres for faster card collection.

According to Transport Minister Pankaj Kumar Singh, more than 15 lakh Saheli Pink Smart Cards have already been issued across Delhi, with nearly 11,000 new cards being issued every day. The Delhi Government has also announced that paper Pink Tickets will remain valid only until 15 August 2026. Eligibility Conditions Required to be Fulfilled

The Delhi Transport Corporation (DTC), Government of NCT of Delhi, will issue the Saheli Pink Smart Card to only those beneficiaries who fulfil the following eligibility conditions:

How Beneficiaries Can Avail the Benefit of this Scheme

To travel free on DTC and Cluster Buses under the Delhi Saheli Pink Smart Card Scheme, every eligible woman, girl, or transgender person must first obtain a Saheli Pink Smart Card. Free bus travel is available only after the card is issued. The Delhi Government currently provides three ways to get the card.

Method 1: Apply Offline at an Authorised Distribution Centre

Step 1: Visit your nearest authorised distribution centre. You can apply at any DTC Depot Pass Section, District Collector (DC) Office, Sub Divisional Magistrate (SDM) Office, or Common Service Centre (CSC) in Delhi. These centres generally remain open from 9:00 AM to 5:00 PM, Tuesday to Saturday and stay closed on Mondays.

Step 2: Carry your original Aadhaar Card showing your Delhi address, an active mobile number, and two recent passport-size colour photographs. The officials verify only the original Aadhaar Card, so make sure you carry it while visiting the centre.

Step 3: The staff will verify your identity through Aadhaar-based OTP or biometric authentication. This verification ensures that every eligible beneficiary receives only one Saheli Pink Smart Card.

Step 4: After successful verification, your personalised Saheli Pink Smart Card is prepared and issued. In most cases, the entire process is completed within 10 to 15 minutes, allowing you to collect your card on the same day.

Method 2: Apply Online Through the Mufin Pay Portal

Step 1: Visit the official Mufin Pay portal and start the online registration process using your mobile phone or computer.

Step 2: Enter your mobile number and verify it using the OTP received on your phone.

Step 3: Enter your Aadhaar number and complete Aadhaar verification through the OTP sent to your Aadhaar-linked mobile number.

Step 4: Fill in the online application form with your personal details, Delhi address, and photograph. Check all the information carefully before submitting the application.

Step 5: After submitting the application successfully, visit your nearest authorised distribution centre with your original Aadhaar Card to collect your physical Saheli Pink Smart Card.

Method 3: Apply Through the QR Code Available at Distribution Centres

Step 1: Visit any authorised distribution centre and scan the official QR code displayed outside the counter using your mobile phone.

Step 2: The application form will open automatically. Enter the required details, including your name, Delhi address, and Aadhaar number, and submit the form.

Step 3: After successful submission, a digital acknowledgement with a unique QR token will be generated on your mobile phone.

Step 4: Show this QR token along with your original Aadhaar Card at the distribution counter. The officials will verify your details and issue your Saheli Pink Smart Card without requiring you to fill out the form again.

How to Use the Saheli Pink Smart Card

Once you receive your card, simply tap it on the Electronic Ticketing Machine (ETM) while boarding any DTC or Cluster Bus in Delhi. The machine records your journey automatically, and you can travel without purchasing a ticket.

The same card also works as a National Common Mobility Card (NCMC). If you wish to use it for travel on the Delhi Metro or Namo Bharat RRTS, recharge the card first because the free travel benefit is available only on DTC and Cluster Buses.
