Introduction of Haryana Deen Dayal Lado Lakshmi Yojana: A Brief Insight

The BJP-led Haryana Government had announced the Avval Balika Scheme and a monthly financial assistance scheme named Deen Dayal Lado Lakshmi Yojana (हरियाणा दीनदयाल लाडो लक्ष्मी योजना) as part of its commitment to strengthen women empowerment in the state.

The main objective of the scheme is to make women financially self-reliant by providing monthly financial assistance and strengthening their social security. The scheme is implemented by the SEWA (Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya) Department, Government of Haryana.

Under the Deen Dayal Lado Lakshmi Yojana, every eligible woman receives Rs. 2,100/- per month. As per the official notification issued on 08-01-2026, the scheme has been implemented across Haryana with effect from 01-01-2026. During the first month, the entire amount of Rs. 2,100/- is credited to the beneficiary’s bank account. From the second month onwards, Rs. 1,100/- is transferred to the beneficiary’s savings account, while Rs. 1,000/- is deposited by the Government into a Recurring Deposit (RD) or Fixed Deposit (FD) account, which is paid along with interest on maturity.

Women aged 23 years or above are eligible to apply under the scheme. The benefit is available to both married and unmarried women belonging to eligible families. Generally, women from families having a verified annual income of up to Rs. 1 lakh are eligible. The Government has also introduced additional eligibility criteria for certain families having income up to Rs. 1.80 lakh, subject to the conditions prescribed in the official scheme guidelines.

To avail the benefits, the applicant or her husband (in case of women married into Haryana from another state) must have been residing in Haryana for at least 15 years. The scheme has been notified for implementation throughout the state and aims to cover all eligible women fulfilling the prescribed conditions.

Applications are accepted digitally through the Deen Dayal Lado Lakshmi Mobile App (DDLLY App). After submitting the application, beneficiary details are verified by CRID through the Parivar Pehchan Patra (PPP) database. Eligible applicants receive an SMS, provide their consent through the app, and the financial assistance is released through Direct Benefit Transfer (DBT) after verification.

The Haryana Government has made adequate budgetary provisions for the implementation of the scheme. Beneficiaries are also required to complete monthly face authentication through the DDLLY App to ensure uninterrupted payment of financial assistance.

Women beneficiaries can also explore the benefits of the Har Ghar Har Grihini Yojana, another Haryana Government welfare scheme that provides subsidised LPG cylinder benefits to eligible families.

  • Haryana Government has officially notified the Deen Dayal Lado Lakshmi Yojana vide Gazette Notification dated 08-01-2026.
  • The scheme has come into force across the State of Haryana with effect from 01-01-2026.
  • Under the scheme, every eligible woman beneficiary will receive financial assistance of Rs. 2,100/- per month.

2nd Installment of Lado Lakshmi Yojana Haryana

Benefits Provided to Eligible Beneficiaries

Government of Haryana provides the following benefits to all eligible women beneficiaries under the Deen Dayal Lado Lakshmi Yojana :-

  • Monthly Financial Assistance will be provided to eligible women beneficiaries.
  • Each eligible woman will receive financial assistance of Rs. 2,100/- per month.
  • During the first month, the complete amount of Rs. 2,100/- will be credited directly to the beneficiary’s savings bank account.
  • From the second month onwards, Rs. 1,100/- will be transferred to the beneficiary’s savings bank account and Rs. 1,000/- will be deposited by the Government in a Recurring Deposit (RD)/Fixed Deposit (FD) account.
  • The amount deposited in the RD/FD account, along with applicable interest, will be paid to the beneficiary on maturity.

Eligibility Conditions Required to be Fulfilled

Financial Assistance under the Deen Dayal Lado Lakshmi Yojana will be provided only to those women beneficiaries who fulfil the following eligibility conditions :-

  • The applicant woman should be 23 years of age or above.
  • The applicant or her husband (in case of a woman married into Haryana from another State) should be residing in Haryana for at least 15 years.
  • The verified annual family income should not exceed Rs. 1,00,000/- per annum as per the Family ID Data Repository (FIDR) and the family should be identified as the Poorest of the Poor by the concerned Gram Sabha/Area Sabha/Ward Committee.
  • There is no restriction on the number of eligible women in a family. Every eligible woman can avail the benefit.
  • Women belonging to families having verified annual income up to Rs. 1.80 lakh may also become eligible if they fulfil the additional eligibility conditions prescribed under the official scheme guidelines.
  • The applicant must have an active bank account in her own name for receiving the financial assistance through DBT.

Ineligibility/ Exclusion Criteria of the Scheme

  • A woman will not be eligible to receive the financial assistance under the Deen Dayal Lado Lakshmi Yojana if she is already receiving benefits under any of the following schemes :-
    • Old Age Samman Allowance Scheme.
    • Financial Assistance to Widows and Destitute Women Scheme.
    • The Haryana Divyang Pension Rules.
    • Ladli Social Security Allowance Scheme.
    • Financial Assistance to Kashmiri Migrant Families.
    • Haryana Allowance to Dwarf.
    • Financial Assistance to Women and Girl Acid Attack Victims.
    • Financial Assistance to Widower and Unmarried Persons Scheme, 2023.
    • Haryana Gaurav Samman Scheme for Padma Awardees.
    • Any other Social Security Pension/Financial Assistance Scheme notified by the Haryana Government from time to time.
  • The following women are also not eligible to apply :-
    • Women receiving any pension, financial assistance or annuity from any Government, Local Body or Government-controlled organisation.
    • Women employed on a regular or contractual basis in any Government Department, Local Body or Government-controlled organisation whose family income exceeds the prescribed limit.
    • Income Tax Payees.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

Eligible women beneficiaries can apply for the Deen Dayal Lado Lakshmi Yojana only through the official Deen Dayal Lado Lakshmi Mobile App (DDLLY App) developed for the Haryana Government. The complete application process is explained below:

Step 2: Open the DDLLY Mobile App and complete your registration. All online applications under the scheme are accepted only through this official mobile application.

Step 3: Enter your mobile number and verify it through OTP authentication to continue the registration process.

Step 4: Complete the OTP verification successfully before accessing the application dashboard.

Step 5: From the dashboard, click on Apply for the Scheme to open the online application form.

Step 6: Fill in all the required information carefully, including personal details, Aadhaar details of yourself and your family members, Parivar Pehchan Patra (PPP) details, residence details, income details, electricity connection details, vehicle ownership details, bank account details and any other information required by the Government.

Step 7: After submitting the application successfully, the DDLLY App will generate a unique Registration ID. Keep this Registration ID safe for future reference and grievance tracking.

Step 8: Your application will automatically be forwarded to the Citizen Resources Information Department (CRID). CRID will verify the details through the Parivar Pehchan Patra (PPP) database and other verification mechanisms within 15 days of receiving the application.

Step 9: If you are found eligible after verification, CRID will send an SMS asking you to provide your consent through the DDLLY App and choose whether you wish to receive the full monthly benefit of Rs. 2,100/- or any lower amount permitted under the scheme.

Step 10: After receiving your consent, CRID will forward the list of eligible beneficiaries to the SEWA Department, which will generate a unique DDLLY ID for every eligible woman beneficiary.

Step 11: Once the DDLLY ID is generated, your bank account details are automatically sent to the Public Financial Management System (PFMS) for validation. After successful validation, the financial assistance is released through Direct Benefit Transfer (DBT) to your bank account as per the scheme guidelines.

Step 12: Every beneficiary must complete the mandatory monthly Liveness Certificate (Face Authentication) through the DDLLY Mobile App to continue receiving the monthly financial assistance.

Step 14: The District Social Welfare Officer (DSWO) is the first authority for grievance redressal. As per the official notification, grievances should normally be resolved within 7 working days. If not resolved within the prescribed time, they are automatically escalated to the Additional Deputy Commissioner (ADC) and thereafter to the Deputy Commissioner (DC), whose decision will be final.

Women beneficiaries of the Deen Dayal Lado Lakshmi Yojana can check their payment status online through the official Haryana Pension Portal. The portal allows beneficiaries to view their monthly payment details, beneficiary information, and payment history in a few simple steps.

Step 2: On the next page, enter your Pension ID, Aadhaar Number, or Bank Account Number, then click on the View Details button.

Note: If your payment is not reflected on the portal or your bank account details are found invalid by PFMS, update the required information through the Deen Dayal Lado Lakshmi App or contact your respective District Social Welfare Officer (DSWO).
