Introduction of Bihar State Disability Pension Scheme: A Brief Insight

• Bihar Government has started a pension scheme for disabled people of the State.
• The government’s main aim behind starting this type of pension scheme is to make disabled people self-reliant by providing them a financial support.
• The name of the scheme is “Bihar State Disability Pension Scheme”. (बिहार राज्य निःशक्तता पेंशन योजना)
• Bihar Government is providing a handful of monthly financial support to all eligible disabled persons of the state.
• A pension of Rs. 1,100/- per month will be disbursed every month directly into the bank account of the disabled beneficiary under the State Disability Pension Scheme of the Bihar Government.
• Earlier, the disabled beneficiary was receiving Rs. 400/- per month under this scheme and under the Indira Gandhi Disability Pension Scheme.
• Then the state cabinet of the Bihar Government on 24-06-2025 took a major decision, to revamp the pension amount and increase it from Rs. 400/- to Rs. 1,100/- per month.
• So now, every eligible disabled beneficiary of Bihar will receive a monthly pension of Rs. 1,100/- per month under the State Disability Pension Scheme.
• Bihar Government’s cabinet also gave their approval to increase the pension amount of “Mukhyamantri Vridhjan Pension Yojana” and “Laxmi Bai Samajik Suraksha Yojana”, to Rs. 1,100/-.
• Bihar Government also provides additional relief under this scheme, in which applicants from every age group and every income group are eligible to apply for disability pension under the Bihar State Disability Pension Yojana.
• Government data revealed that around 9.78 lakh disabled applicants are receiving Rs. 108.33 Crore per month as a disability pension directly in their bank accounts.
• Application to receive a monthly disability pension under the Government of Bihar’s State Disability Pension Scheme can be submitted online through the E Services Portal and Offline through the RTPS Counters at the Gram Panchayat Office.
• Bihar Government also launched a new welfare scheme for disabled applicants named “Mukhyamantri Divyangjan Udhyami Yojana” in which subsidized loans for starting self-employment activity will be provided to eligible applicants.

List of Eligible Disabilities

• The following is the list of Disabilities eligible for a monthly pension under the Bihar State Disability Pension Scheme. Disability Percentage in any one of the below-mentioned should be 40% or more :-
  • Blindness.
  • Low Vision.
  • Leprosy-Cured.
  • Hearing Impairment.
  • Locomotive Disability.
  • Mental Retardation.
  • Mental Illness.
  • Multiple Disabilities.
  • Cerebral Palsy.
  • Autism.

Benefits Provided to Eligible Beneficiaries

• All Eligible Disabled Applicants of Bihar will receive the following benefits from the Government under the State Disability Pension Scheme :-
  • Monthly Monetary Assistance as a pension will be provided to Disabled People.
  • Each Disabled Beneficiary will receive Rs. 1,100/- per month as a disability pension.
  • The amount of the Pension will be directly transferred into the bank account of the disabled applicant.

Eligibility Conditions Required to be Fulfilled

• Bihar Government sets the below mentioned eligibility conditions for the State Disability Pension Scheme and the financial assistance as a monthly pension of Rs. 1,100/- will be provided to only those applicants who fulfill it :-
  • Permanent Resident Disabled People of Bihar are Eligible to Apply.
  • Disability Percentage of an Applicant should be 40% or more.
  • There is no minimum or maximum age limit required.
  • No Annual Family Income Criteria is set, all income group applicants are eligible.
  • Disabled Applicant should not be a beneficiary of any other pension scheme.

Documents Required to be Attached

• Beneficiary Disabled Applicant will have to submit the following documents at the time of applying for monthly pension of Rs. 1,100/- per month under the State Disability Pension Scheme of the Bihar Government :-
  • Residence Certificate of Bihar or Any 10 Year Residence Proof.
  • Disability Certificate or UDID Card.
  • Applicant Aadhaar Card.
  • Bank Account Number with IFSC Code.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• There are two ways through which an eligible disabled applicant can apply and get a monthly pension of Rs. 1,100/- per month under the Bihar Government’s State Disability Pension Scheme :-
  • Online through the E Service Portal.
  • Offline through the RTPS Counter.

Online Application Process through E Services Portal

• Bihar Government has a dedicated E Services Portal through which a disabled applicant can apply for a monthly pension of Rs. 1,100/- under the State Disability Pension Scheme. (Nishaktata Pension Yojana Bihar)
• E Services Portal or Lok Seva Portal of the Bihar Government provides a platform to the people of the State to apply for various government services in a single place.
  
• Applicant will have to visit the Bihar E Services Portal and have to select the State Disability Pension Scheme or Nishaktata Pension Yojana.
• A separate window will open from which the beneficiary applicant will have to select again the बिहार राज्य निःशक्तता पेंशन योजना/ State Disability Pension Scheme.
  
• In a new window beneficiary disabled applicant will have to fill in all the personal details in the Bihar State Disability Pension Scheme Online Application Form.
  
• Then, the Applicant will have to enter the Complete Address of Residence.
  
• Disabled Applicant will have to fill in the Duration of Domicile and Percentage of Disability.
  
• In the next step, enter the bank account details correctly.
  
• In the last part of the State Disability Pension Scheme Application Form, It is mandatory to upload Disability Certificate along with other documents on the portal.
  
• Preview the filled application form and check all the uploaded documents.
• Click on the submit button to submit the State Disability Pension Scheme Online Application Form of the Bihar Government.
• Submitted Application Form and Documents of the Bihar Government’s State Disability Pension Scheme will be scrutinized by the District Welfare Officer.
• Block Development Officer will sanction the amount of pension of Rs. 1,100/- per month for eligible applicants under the State Disability Pension Scheme of the Bihar Government.
• Selected Disabled Applicants will then receive the monthly pension amount of Rs. 1,100/- per month directly in their bank account.
• Bihar State Disability Pension Scheme Application Status can be checked online with the help of the Application Reference Number.
  

Offline Application Process through RTPS Counter

• Bihar State’s Disabled Persons who have 40% or more disability can also apply for a monthly disability pension of Rs. 1,100/- per month through an Offline Application under the Bihar Government’s State Disability Pension Scheme.
• Every Gram Panchayat has an RTPS counter through which eligible applicants can apply for the Bihar State Disability Pension Scheme.
• Go to your Gram Panchayat Office, visit the RTPS counter and take the Application Form of the State Disability Pension Scheme. (Nishaktata Pension Yojana Bihar)
• Beneficiary, Disabled Applicant will have to fill in all the details correctly in the application form.
• Attach all the required documents to the form.
• The applicant will have to submit the Application Form of the State Disability Pension Scheme in 2 copies at the same RTPS Counter in the Office of the Gram Panchayat.
• Submitted Application Form and attached documents will be verified by the District Social Welfare Officer with the help of Gram Panchayat Officials.
• List of Eligible Disabled Applicants found eligible for a monthly pension will be forwarded to the Block Development Officer for final approval.
• After the final approval of pension from the BDO Office, the applicant will receive a monthly pension of Rs. 1,100/- per month directly in their bank account under the Government of Bihar’s State Disability Pension Scheme.
