Introduction of Compensation to Victims of Hit and Run Motor Accidents Scheme: A Brief Insight
- Every year, lots of Indians lose their life in road accidents.
- Most of the cases are hit-and-run cases in which the identity of the motor vehicle that caused the road accident remains unknown.
- These types of accidents are called “Hit and Run Motor Accident”.
- Due to the non-identity of the motor vehicle, victims or their dependents cannot file a compensation claim in the Motor Accidents Claim Tribunal.
- Having these hardships of people in mind, the Indian Government started the Solatium Scheme in the year 1989.
- The government had provided monetary compensation to hit and run road accident victims, in which Rs. 50,000/- was provided in case of death and Rs. 12,500/- was provided if the victim was grievously injured.
- Ministry of Road Transport and Highways then on 1st of April 2022, launched “Hit and Run Compensation Scheme” in place of Solatium Scheme.
- The official name of Hit and Run Compensation Scheme is “Compensation to Victims of Hit and Run Motor Accidents Scheme”.
- This scheme is implemented by the General Insurance Council under the guidance of the Ministry of Road Transport and Highways.
- Central Government has completely revised the compensation amount provided to road accident victims under this scheme.
- Now, the Dependent or Legal Representative will get Rs. 2,00,000/- in case of the death of the victim in a hit and run road accident.
- And if the victim is grievously injured, then the victim himself will receive Rs. 50,000/- under the Compensation to Victims Hit and Run Motor Accident Scheme.
- It is to be hereby noted that compensation under this scheme will only be provided to victims of the motor vehicle is untraceable after the road accident.
- If the police authorities identified the vehicle through which the victim expired or injured, then the legal representative is not eligible to apply for compensation under the Compensation to Victims Hit and Run Motor Accidents Scheme.
- Central Government also launched the “Cashless Treatment of Road Accident Victims Scheme” on 05-05-2025, in which free and cashless treatment up to Rs. 1,50,000/- for 7 days will be provided to road accident injured victims.

- Legal Representative or Dependent in case of death of the victim or the victim himself in case of grievously injured can apply for compensation under the Government of India’s Compensation to Victims of Hit and Run Motor Accidents Scheme through an Offline Application Form.
- Claim Application Form of Compensation to Victims of Hit and Run Motor Accidents Scheme is available free of cost in the office of the Claims Enquiry Officer.
- Claim Enquiry Officer is the Sub Divisional Officer, Tehsildar or any officer in charge of the Taluka or District where the accident is taken place.
- Collect the Application Form and fill in the details carefully.
- Attach all the required documents with the Application Form.
- Submit the Compensation to Victims of Hit and Run Motor Accidents Scheme Claim Application Form along with all the documents in the same office from which the claimant collected the form.
- Claim Enquiry Officer will enquire into the matter and prepare an enquiry report and submit it to the Office of Claims Settlement Commissioner within 1 Month.
- Claims Settlement Commissioners are a District Magistrate or Deputy Commissioner or a Collector.
- Sanction Order will be issued by the Claims Settlement Commissioner after due verification within 15 days.
- Claims Settlement Officer will send a duly completed claim form along with supportive documents to the General Insurance Council for disbursement of the compensation amount through Post or email it Council’s Email I,D which is “hitandrunschemeclaims@gicouncil.in”.
- General Insurance Council will transfer the amount of compensation within 15 days directly in the bank account of claimant.
- Claimant can contact the District Level Officers, which is nominated by the General Insurance Council for any help or assistance regarding the claim of compensation.
- Injured Victims in road accidents will now be eligible to get cashless treatment up to Rs. 1.50/- under the Cashless Treatment of Road Accident Victims Scheme.
