Telangana Rajiv Yuva Vikasam Scheme

Government of Telangana will provide unemployment assistance of Rs. 4,00,000/- as subsidized loans to every eligible unemployed youth of Telangana under the Rajiv Yuva Vikasam Scheme. The application will start on the 17th of March and the last date to apply is the 14th of April 2025.

Introduction of Rajiv Yuva Vikasam Scheme: A Brief Insight

• Congress Party won the election of Telangana with a huge majority and formed their government.
• At the time of the election, the Congress Party announced 6 guarantees for the people of Telangana.
• Out of 6, Telangana Government fulfilled its four promises by launching “Mahalakshmi Scheme”, “Indiramma Indlu Housing Scheme”, “Cheyutha Pension Scheme” and “Gruha Jyothi Scheme”.
• Now on 26th of January 2025, the Telangana Government is fulfilling another promise by launching the “Rythu Bharosa Scheme” for farmers and the “Indiramma Atmiya Bharosa Scheme” for tenant farmers and labourers.
• There is only one promise left to be fulfilled by the Congress Party, which was promised to the youths of Telangana to launch the “Rajiv Yuva Vikasam Scheme” for them.
• This scheme consists of two words, “Yuva” which means “Youth” and “Vikasam” which means “Growth”.
• So, the main aim of the Government of Telangana is to provide financial support to students so that there will be no financial burden on them regarding their studies.
• The other synonym name of this scheme is “Rajiv Yuva Vikasam Pathakam”.
• The government of Telangana will provide financial assistance up to Rs. 4 lakh as loan to all unemployed youths under the Rajiv Yuva Vikasam Scheme.
• This financial assistance can be used by unemployed youth to start their own self-employment activity and provide employment opportunities for others.
• This scheme will nourish the youth to help them to achieve their life goals.
• Unemployed Youth belonging to Schedule Caste, Schedule Tribe, Backward Class, Economically Backward Class/ Economically Weaker Section and Minority Community are only eligible to avail the unemployment assistance up to Rs. 4,00,000/- under the Rajiv Yuva Vikasam Scheme.
• Loan under Rajiv Yuva Vikasam Scheme for self-employment activity will be disbursed in the following ways :-
  • If the beneficiary youth avails the loan under this scheme up to Rs. 50,000/-, then 100% subsidy will be provided.
  • If the loan amount is more than Rs. 50,000/- and up to Rs. 1,00,000/-, then there will be a 90% subsidy and a 10% bank loan.
  • If the loan amount is more than Rs. 1,00,000/- and up to Rs. 2,00,000/- then the subsidy percentage is 80% and the bank loan is 20%.
  • If the loan amount is more than Rs. 2,00,000/- and up to Rs. 4,00,000/- then the subsidy will be 70% and the bank loan is 30%.
  • Vulnerable Groups can also avail the benefit of a loan up to Rs. 1,00,000/- in which a subsidy amount is 90% and 10% will be provided from EMF.
  • Telangana Government will provide 100% subsidy for self-employment activity under the Minor Irrigation Sector.
• The government of Telangana allocated Rs. 6,000/- crore for the smooth implementation of this scheme.
• Rajiv Yuva Vikasam Scheme Age Limit is 21 years to 55 years for Non Agricultural Employment Activity and 21 years to 60 years for Agricultural and Allied Sector Employment Activity.
• It is to be estimated that around 5 lakh youth will get the benefit of the Rajiv Yuva Vikasam Pathakam.
• Deputy Chief Minister of Telangana Shri Mallu Bhatti Vikramarka said the Online Registration will start from March 17, 2025 and the last date to apply is 14th of April 2025.
• And from 15th of April 2025 to 31st of May 2025, the concerned department will verify the application and documents and make a list of eligible beneficiary youth.
• On the foundation day of June 2, the Telangana Government will distribute the Sanction Letter to all selected youth.
• Beneficiary Youth can apply for Rajiv Yuva Vikasam Pathakam Online by filling the Online Application Form on Official Portal.
• Applications can be submitted through Rajiv Yuva Vikasam Scheme Offline Application Form also.

Benefits Provided to Eligible Beneficiaries

• Government of Telangana will provide the following benefits to students of Telangana under Rajiv Yuva Vikasam Scheme :-
  • Financial assistance will be provided for self-employment activity.
  • 5 lakh youth will get the benefit of financial assistance.
  • Schedule Caste, Schedule Tribe, Backward Class, Economically Backward Class/ Economically Weaker Section and Minorities are Eligible to Apply.
  • Under the Rajiv Yuva Vikasam Scheme, Subsidized Loans up to Rs. 4 Lakh will be provided to each unemployed youth for  self-employment activity.

Loan Disbursement Structure of Rajiv Yuva Vikasam Scheme

• Government of Telangana will disburse the subsidized loans among beneficiaries under Rajiv Yuva Vikasam Scheme through the following ways :-

Eligibility Conditions Required to be Fulfilled

• Financial Assistance of Rs. 3 Lakh under the Rajiv Yuva Vikasam Scheme will only be provided to those beneficiary youths of Telangana who fulfill the below-mentioned eligibility criteria of scheme :-
  

  Only Permanent Residents of Telangana are Eligible to Apply. Beneficiary Youth should be Unemployed at the time of application. Beneficiary Youth should belong to any of the below-mentioned social category :- Schedule Caste. (SC) Schedule Tribe. (ST) Backward Class. (BC) Economically Backward Class (EBC) or Economically Weaker Section. (EWS) Minorities. The Family Annual Income of Beneficiary Youth should be :- In Rural Area :- Rs. 1,50,000/- per Year. In Urban Area :- Rs. 2,00,000/- per Year. Beneficiary Youth’s Age should be :- 21 Years to 55 Years :- For Non-Agricultural Schemes. 21 Years to 60 Years for Agriculture and Allied Sectors. Beneficiary Youth should be interested in starting Self-Employment Activities.

Documents Required to be Attached

• Beneficiary Youth will have to attach the following documents with the application form of Rajiv Yuva Vikasam Scheme of the Telangana Government at the time of applying :-
  • Any Residence Proof or Domicile of Telangana State.
  • Beneficiary Youth Aadhar Card.
  • Academic Qualification Documents.
  • Mobile Number and Email.
  • Family Food Security Card Number.
  • Bank Account Details.
  • Certificate of Caste.
  • Certificate of Income.
  • Family Ration Card.

How Beneficiaries Can Apply to Avail the Benefit of this Scheme

• Telangana Government provides the facility to apply for the Rajiv Yuva Vikasam Scheme through the Official Portal and through Rajiv Yuva Vikasam Scheme Offline Application Form. Both application processes are mentioned below.

Through the Official Portal (Online)

• Eligible Unemployed Youth of Telangana can apply for the Rajiv Yuva Vikasam Scheme through the Online Application Form.
• Telangana Government launched the Dedicated Portal of Rajiv Yuva Vikasam Scheme to accept application forms online.
• Visit Official Portal and Choose “For Rajiv Yuva Vikasam Scheme Registration Click Here”.
  
• After that Click on “Click here to Application Form of Rajiv Yuva Vikasam Scheme”.
  
• This scheme will be handled by separate corporations according to the category of applicant youth.
• So beneficiary youth will have to select the Registration Form of Yuva Vikasam Scheme according to his/ her social category as mentioned below :-
  • For Schedule Caste Cateogry. (Handled by SC Corporation)
  • For Schedule Caste Cateogry. (Handled by ST Corporation)
  • For Backward Class Cateogry. (Handled by BC Corporation)
  • For Most Backward Class Cateogry. (Handled by MBC Corporation)
  • For BC Category. (Handled by BC Federation)
  • For Minority Category. (Handled by Minority Finance Corporation)
  • For Christian Category. (Handled by Christian Finance Corporation)
• 
• Fill Name, Aadhaar Number, Food Security Card Number, with other details in the Application Form of Rajiv Yuva Vikasam Scheme.
  
• Fill in Bank Account details and upload all the required documents.
• Preview the Application Form and click on the Submit Button to submit it.
• Now, beneficiary youth will have to submit the hard copy of the online application and documents at the Mandal Praja Palana Seva Kendralu Office (MPDO Office) in Rural Areas and the Municipal Commissioner Office in Urban Areas.
• MPDOs or Municipal Commissioner Office Officials will scrutinize the application forms and documents.
• Selected Unemployed youth will get financial assistance up to 4 lakh for self-employment activity under this scheme after screening committee gave its approval.
• Youth Selected under Rajiv Yuva Vikasam Scheme will mandatorily go through the EDP Training of One Week to 15 Days.
• Rajiv Yuva Vikasam Scheme Online Application Form has started from 17-03-2025.
• Last to Apply for Rajiv Yuva Vikasam Scheme is 14-04-2025.
• Verification of the received Application Form will be conducted by the concerned department from 15-04-2025 to 31-05-2025.
• Then on the Raising of Telangana on 02-06-2025, Sanction Letters will be handed over to all eligible beneficiaries.

Through Rajiv Yuva Vikasam Scheme Offline Application Form

• Telangana Government also provides the facility to apply for the Rajiv Yuva Vikasam Scheme through Offline Application Form.
• Rajiv Yuva Vikasam Scheme Offline Application Form can be collected free of cost from the below-mentioned offices :-
  • In Urban Area :- Municipal Commissioner’s Office.
  • In Rural Area :- Mandal Parishad Development Officer Office or Praja Palana Seva Kendralu.
• Take the Application Form from above mentioned offices and fill it carefully with all the details.
• Attach all the documents.
• Submit Offline Application Form with documents in the same office.
• Concerned Officials will enter all the details on the Official Portal.
• Beneficiaries selected under this scheme will have to go through the Entrepreneurship Development Program (EDP) Training.
• Loan will be disbursed after the completion of the EDP Training.
• Contact Mandal Parishad Development Officer’s Office or the Municipal Commissioner’s Office for any help regarding the scheme.
