Introduction of West Bengal Shramashree Scheme: A Brief Insight
- Chief Minister of West Bengal, Smt. Mamta Banerjee launched the Shramashree Scheme in the state on August 19, 2025.
- This welfare scheme has been introduced especially for Bengali migrant workers who are currently employed in other states or abroad.
- Recent incidents have highlighted that Bengali-speaking migrant workers from West Bengal are being targeted and attacked in some non-Bengali-speaking states.
- Considering this situation, the West Bengal Government has taken a bold step by starting the Shramashree Scheme.
- The main objective of this scheme is to bring Bengali migrant workers to their home state and provide them with livelihood opportunities and social security.
- West Bengal Government’s Labour Department is the nodal department of this scheme.
- Through the Shramashri Scheme, the West Bengal Government aims to support returning Bengali migrants who face linguistic persecution and harassment in other States, ensuring their safety, dignity and economic stability in West Bengal.

- The major benefits of the Shramashree Scheme of the West Bengal Government are explained below :-
Monthly Financial Support - The government will provide a one-time travel assistance of Rs. 5,000/- as immediate relief.
- Along with this, a monthly rehabilitation allowance of Rs. 5,000/- per month will also be provided for one year or until the worker finds employment.
- Direct cash support under Shramashree Prakalpa will help the migrant worker to manage their daily expenses.
Food Security - Families returning to West Bengal will receive rations at subsidized rates under the Khadya Sathi Scheme.
Health Care - Migrant Workers and their families will be covered under the Swasthya Sathi Scheme of West Bengal.
- Under this scheme, cashless and free treatment facilities will be provided to beneficiaries.
Education for Children - Education Support will also be provided to the children of the migrant workers.
Skill Development and Employment - Skill-based training under the Utkarsh Bangla Scheme will be provided to eligible returning workers.
- This initiative will boost their knowledge and ensure better job opportunities for them.
- Job Cards under the Karmashree Scheme will also be issued to migrant workers.
Accommodation Support - If any migrant workers do not own a house, then the government will arrange for them.
- Shramashree Scheme is more than a welfare program of the West Bengal Government, in which the government ensures to protect the dignity and livelihood of the Bengali people.
- By offering financial support, food security, health care, education for children, skill training and housing facilities, the Shrama Shree ensures that returning migrant workers can start a new chapter of their lives.

- The government estimates that around 22 lakh migrant workers will get the benefit of this scheme.

Benefits Provided to Eligible Beneficiaries
- Migrant Workers of West Bengal will receive the following benefits from the government side under the newly launched Shramashree Scheme :-
- One Time Travel Assistance of Rs. 5,000/-.
- Rs. 5,000/- per month Rehabilitation Allowance for one year or until employment is secured.
- Benefits of the Khadya Sathi Scheme and the Swasthya Sathi Scheme will also be provided.
- Educational benefits to the children of migrant workers.
- Skill-based Training will also be provided under the Utkarsh Bangla Project.
- Work and Job Cards will be provided under the Karmashree Scheme.
- Accommodation arrangements for workers if they don’t have a house.
- Self-Employment subsidized Business Loan will also be provided.
Eligibility Conditions Required to be Fulfilled
- West Bengal Government will provide the benefits of the Shramashree Scheme to only those applicants who fulfill the below-mentioned eligibility criteria of scheme :-
- The applicant should be a Bengali Migrant Worker registered under the West Bengal Migrant Worker Welfare Scheme 2023.
- Migrant workers should have an interest and a Desire to return to their native place in West Bengal.
- Benefits to the Migrant Worker will only be applicable when he/ she returns to West Bengal.
- Beneficiary Migrant Worker should have a valid Aadhaar Card and Voter Identity Card.
- Both Registered and Unregistered Migrant Workers are Eligible for the benefits of the Shramashree Scheme.

- The following documents will be required at the time of applying for financial support, health care, food security and other types of benefits under the Government of West Bengal’s Shramashree Scheme :-
- Residence Proof of West Bengal.
- Aadhaar Card of Applicant.
- Family Ration Card.
- Voter Identity Card.
- Bank Account Number with IFSC Code.
- Mobile Number.

- Proof of Employment outside West Bengal.
- Migrant Worker Registration Number.
- Recent Passport Size Photo.
How Beneficiaries Can Apply to Avail the Benefit of this Scheme
- West Bengal Government started accepting applications under the Shramashree Scheme.
- The government launched a dedicated Mobile Application of the Shramashree Scheme through which beneficiary migrant workers can register themselves and avail the benefits of multiple schemes of the West Bengal Government.

- Download the Mobile App, Open It and Click on the Register Button.

- Applicant will have to enter his Mobile Number and verify it through OTP.

- After Verification, Enter Name, Aadhaar Card Number and Name of Father or Husband.

- Login with User Name (Mobile Number) and validate again it OTP.

- Enter Personal details like Name, Mobile Number, and Emergency Contact Number.

- Then Enter Guardian Name, Gender, Religion, Caste and Date of Birth.

- Thereafter, Enter Aadhaar Card Number, Ration Card Type, Ration Card Number and Voter Card Number.

- Fill Permanent Address Details like District, Subdivision, Block/ Municipality/ Corporation Name and Police Station.

- Fill Pin Code and Permanent Address.

- After that, fill in Work Location Details in which the applicant will have to provide the Job Address Type.

- Fill the Details of the Journey.

- Enter Type of Work/Job-related details.

- It is mandatory to enter the Employed Type such as Self, Agent or Other Person.

- Enter Bank Account and Nominee Details.

- Enter Family Details.

- Upload all the required documents on the portal such as Photo, Aadhaar, Bank Passbook, Application Form, Passport, Voter Card and Registered Deed.
- Preview the filled details in the Application Form of the Shramashree Scheme of the West Bengal Government and click on next.
- Now, in the last step, the Application Migrant Worker will have to choose the name of the scheme for which he/ she has to apply.
